The state investment program of renovation of Moscow solves several complex problems: unloading of transport infrastructure; creation of a new urban barrier-free environment adapted for comfortable living, recreation and work; construction of energy-efficient apartment buildings; improvement of the environmental situation of residential buildings; repair and modernization of engineering infrastructure; formation of modern architectural appearance of the city of Moscow. Therefore, this program can be considered as an integral part of the overall program for the creation of a creative city, or as a sub-program for the creation of the creative capital of the country. In subprogram creative capital is a model “smart city-smart region-smart home-smart apartment.” The main tasks of the model are resource saving, improving the quality of life and ensuring environmental safety. In order to promptly respond to the changing needs of the city’s residents, the socio-economic situation is very important to have a crowdsourcing portal of interaction between the city authorities and residents. Close communication of Executive authorities should be maintained with their citizens in various ways: personal meetings, official receptions of the population, electronic surveys, the introduction of e-government feedback system, the organization of creative and sporting events. All this will allow the Government and urban residents to interact openly and affordably with each other.
This article discusses the effectiveness of the state program of renovation of residential buildings of the first period of industrial housing construction in Moscow, calculated until 2032.The main task of the state program is to prevent an emergency situation in the residential sector of the city. The current state of the buildings indicates a decrease in the economic efficiency of their operation. The sub-programs of the state program of renovation are revealed and the technique of calculation of economic efficiency of renovation is offered. The implementation of the state program of renovation will show all the advantages and disadvantages of the decisions that will be taken into account in the future when the renovation of 9-12-14-16 storey apartment buildings in Moscow. The experience of renovation should be extended in the future to the regions.
Abstract. This article discusses classical and modern methods and techniques of scientific and expert study objects of forensic buildingtechnical expertise; dialectical peculiarities and logical methods of interdisciplinary methods, special scientific methods used in certain circumstances to establish causal linkages. Examples of their practical application. Is denoted by the prospect of the development of new methods and techniques of research to improve the quality of judicial construction and technical expertise.
Renovation of housing estate in Moscow is aimed at prevention of growth of the hazardous dwelling in Moscow, development of the housing estate and their improvement. The programme of renovation is adopted for the period up to 2032 and it will allow eliminating the imbalance of development of the urban environment, which is saved up for the last decades, on the other hand it will prevent mass emergency housing estate in Moscow in the next 10-15 years. Updating of the housing estate is to be based on the development of infrastructure, on the creation of additional conditions for human development, on the ecology, providing complex development of the territory according to the modern requirements to the urban environment. The economic efficiency of renovation of the housing estate will be estimated with the use of indicators of increase in the consumer quality of apartments, blocks of flats, residential districts. The method of calculation of economic effect of renovation before delivery of inhabited and non-residential premises for rent is developed for the definition of payback period and the potential monthly cost of the rent after renovation of buildings. The offered method allows estimating the efficiency of organizational actions of the state programme and it is only a part of assessment of the overall economic efficiency. The offered technique of assessment of economic efficiency of renovation will allow making economically reasonable decisions during various stages of city-planning activity: during preliminary preparation, during planning of the territory, during development and the approval of the design and estimate documentation.
The article examines the prerequisites for the organization and implementation of renovation and modernization of the urban built environment in the regions of Russia. Since the largest number of multi- apartment panel residential buildings were built in the Moscow, pilot projects for the reconstruction and renovation of residential buildings were launched here. The programs were initially aimed at the reconstruction of five-storey dilapidated panel and block residential buildings. However, over time, 9-12-16–storey panel houses appear on the queue, which expire the period of physical and moral wear and tear. The technical condition of multi- apartment panel houses in various cities of the country is characterized by a decrease in the bearing capacity and operational characteristics of building structures and in the coming decades may lead not only to a decrease in consumer characteristics of housing, but also to the emergency condition of houses. In all regions of the country, major renovation programs of apartment buildings are currently being implemented. However, carrying out only planned work on the overhaul of residential buildings cannot solve the problem of restoring load-bearing structures and internal communications completely and, moreover, eliminate the moral deterioration of buildings that has occurred. Therefore, there is a need and expediency of an integrated approach to the renewal of the built-up urban environment, renovation and further modernization of the territory, the creation of a modern architectural appearance of the city with developed infrastructure and convenient transport interchanges. Due to the transition to digital technologies in the construction industry, there is a need to modernize the built environment. In the process of carrying out measures to modernize urban development with the introduction of digital technologies, the investment attractiveness of the territory increases. And this factor is most important for the long-term development of the territory.
