Construindo o "pacto de gestão" no SUS: da descentralização tutelada à gestão em rede

Abstract: Observada na distância do tempo, a implantação do SUS enfrenta descompassos gerenciais. Primeiro, as pressões, sempre maiores, por reforma do Estado que minimalize custos afetam a proposta de atendimento universal do sistema.
