Family farming and school meals in Rio Grande do Sul, Brazil

In Brazil, at least 30% of the total financial resources provided by the federal government for school feeding should be used to buy products from family farming. The present study examines the profile of the purchase of these products in municipalities of the state of Rio Grande do Sul (RS), south Brazil, in 2014. A cross-sectional descriptive study was carried out with information obtained through a questionnaire sent to the municipalities and filled by respondents. Of the 371 participating municipalities, 367 acquired products from family farming, and 86.8% of these municipalities achieved the minimum percentage required. Nutritionists and farmers were the main components involved in the articulation of this process. Difficulties faced by these individuals included the lack of organization of the producers, failure to meet the demand, and lack of interest. More than 80% of the municipalities bought food from the "Vegetables", "Cereals, Breads, Pasta, and Tubers" and "Fruits" groups. Only 8% purchased products from socio-biodiversity. There was a great diversity of food purchased, most of which were in natura, despite the low acquisition of socio-biodiversity products. Results of this study indicated the concern and tendency of the Brazilian municipalities to support the local economy with incentives to consumption and production of regional foods. RESUMO: No Brasil, no mínimo 30% do total dos recursos financeiros repassados pelo governo federal para a alimentação escolar devem ser utilizados na compra de produtos da agricultura familiar. Este estudo analisa o perfil da aquisição desses produtos em municípios do RioGrande do Sul (RS), em 2014. Foi realizado estudo transversal descritivo com informações obtidas de um questionário encaminhado aos municípios. Dos 371 municípios participantes, 367 adquiriram produtos da agricultura familiar, sendo que 86,8% deles atingiram o percentual mínimo exigido. Os nutricionistas e os agricultores foram os principais envolvidos na articulação do processo e, dentre as dificuldades enfrentadas estão a falta de organização dos produtores, a impossibilidade de cumprirem com a demanda e o desinteresse. Mais de 80% dos municípios compraram dos grupos "Hortaliças, legumes e verduras", "Cereais, pães, massas e tubérculos" e "Frutas", embora apenas 8% adquiriam produtos da sociobiodiversidade. Verificou-se uma grande diversidade de alimentos adquiridos, sendo a maior parte produtos in natura, apesar da baixa aquisição de produtos da sociobiodiversidade. Os resultados indicam a tendência dos municípios em fomentar a economia local, com incentivo ao consumo e produção de alimentos regionais. Avaliar o efeito da implementação do artigo 14 da Lei Federal 11.947/09 na qualidade nutricional dos cardápios do Programa Nacional de Alimentação Escolar. Trata-se de estudo transversal, com base na tríade de avaliação Estrutura – Processo – Resultado e elaboração de matriz avaliativa, conduzido no ano de 2013. Trinta e oito municípios do estado de São Paulo foram divididos em dois grupos: os que adquirem gêneros da agricultura familiar e os que não adquirem. A coleta de dados foi realizada por meio dos cardápios escolares e de um questionário estruturado com nutricionistas. Os alimentos dos cardápios foram analisados segundo critérios da Nova e a qualidade nutricional foi avaliada conforme os parâmetros da legislação vigente. Foram utilizadas estatística descritiva e teste exato de Fischer para análise de associação. Vinte e cinco municípios adquiriam alimentos da agricultura familiar e 18 não implementaram as compras. Os municípios que compraram alimentos dos agricultores familiares tiveram maior prevalência de cozinheiros escolares em número suficiente e realizaram ações de apoio com os agricultores familiares da região (p >0,05). A maioria das cidades atenderam a legislação vigente quanto a oferta mínima de frutas ou hortaliças e máxima de doces, embora a participação média de alimentos ultraprocessados seja elevada em ambos os grupos. O marco legal apresenta lacunas quanto a definição dos alimentos que devem compor os cardápios escolares, sendo permissivo quanto ao uso de alimentos de maior nível de processamento. As fragilidades da legislação para a aquisição de alimentos da agricultura familiar devem ser exploradas para promover cardápios escolares de melhor qualidade nutricional.

Public policies of food and nutrition in Brazil: From Lula to Temer

Objective To analyze public policies on food and nutrition in Brazil, with emphasis on the last fifteen years (2003-2018). Methods Historical-documentary analysis based on a bibliographical survey on indexed bases and exploratory visits to websites of government agencies. Results The scientific and governmental findings were organized according to the Lula, Dilma and Temer governments. They explore the development of several public policies and welfare programs in food and nutrition, focusing mainly on Brazilian Hunger Eradication Program, Assistance for Needy Families Program, National Policy on Food and Nutrition Security, Food Acquisition Program, National School Nutrition Program, National Food and Nutrition Security Policy, National Food and Nutrition Surveillance System and Brazilian Misery Eradication Program. The centrality of the idea of the fight against hunger and misery in public policies during Lula’s first and second terms and Dilma’s first term stand out. Dilma’s second term is marked by the focus on healthy eating, as well as presenting the first signs of fragilization of public policies on food and nutrition. Currently, the Temer government is characterized by processes of institutional and programmatic rupture, budget cuts and setbacks in acquired rights. There is evidence of the need to activate national and international instruments to enforce the human right to adequate food and consequent strengthening of public policies on food and nutrition. Conclusion This period presents an expansion and qualification of public policies on food and nutrition, mainly in the Lula and Dilma administration, with setbacks in the Temer administration, in which continuous budget cuts weaken social, hunger reduction, poverty reduction and food and nutrition security policies.
