The paper presents the results of research on enterprise integration meth-cabling sector in the region in the territorial and industrial cluster. It is shown that the territorial-industry clusters act as a key tool for the development of regional economies. The authors created methodological approach to the study of the prospects of the formation of territorial-industry cluster. The necessity of evaluating the effectiveness of the furniture cluster formation on the basis of the definition of a critical mass of the cluster, the strength of interaction between participants integration emergent effect of the presence of partners. Methodical approach includes analytical system performance efficiency of formation of strategic territorial and sectorial cluster (economic, social and environmental, budgetary, international and synergistic) and an array of vectors of cluster initiatives (activation, stimulation, support). The presented method provides a basis for the study of current prospects for the formation and development of territorial and sectorial clusters and differentiation of measures to support cluster initiatives in the regions.
The article presents the results of research on the state and development of export-oriented small and medium-sized enterprises and the reasons of the incomplete implementation of the export capacity of enterprises. Among the priority constraints on the development of export-oriented small and medium-sized enterprises have been allocated financial and administrative constraints. The most effective mechanisms to support SMEs are subsidizing the cost of promoting products to the world market and the compensation of interest rates on export contracts. Found that most of the export-oriented SMEs are interested in increasing the share of exports and seek to expand the geography of deliveries, but for the realization of their interests is necessary to improve infrastructure support. Each regional education puts its emphasis in the export development strategy for small and medium enterprises. Based on a comparative analysis of the existing Coordination centers of export-oriented SMEs of Russian Federation subjects support, determined the possibility of approximating the existing mechanisms for support of small and medium-sized export-oriented entrepreneurship Voronezh region. The process of ensuring the establishment of effective mechanisms to support export-oriented small and medium-sized enterprises Voronezh region includes two time periods transient (lasting less than a year) and operational for over a year.
In this article the mechanisms of biotechnologies support in the forest sector are viewed. Forest biotechnology has big perspectives in Russia, allowing fulfilling various socio-economic tasks -from creation of new medicinal drugs to new technologies of growing forests and improving the ecology of forest ecosystems.It has been established that methods of innovational biotechnologies in forest-based sector are at the stage of scientific research of sectorial scientific and research organizations. In order to successfully implement biotechnologies in forestry, support and greater attention from the government are needed.One of the mechanisms of supporting forest biotechnologies and innovational development of forest sector could be the creation of Technical research Center for development, scaling, and commercialization of biotechnologies. The place and role of the Center in regional forest cluster is established. A tool of creation of the Center should be a public private partnership which allows combining and harmonizing the interests of the government, scientific and business societies in the sphere of building of bioeconomics in the Russian Federation. The authors emphasize that these Centers of scaling would allow providing full-scale development of bioindustry in regions of Russia in all sectors of biotechnology.
The article presents the results of the study and the comparative analysis of the development of SMEs in the EU and RF countries. The estimation of SMEs' entrepreneurial confidence in the sphere of industrial production is given. Existing incentive mechanisms for exportoriented SMEs in the EU are considered. It is determined that support for export-oriented SMEs in Russia is aimed at overcoming export barriers, increasing the activity and the competitiveness of the exporting enterprises. It has been established that the mechanism of financial support for export-oriented SMEs and the shift from direct export support to support export-oriented production, including the development of system of concessional loans for the development of export production, similar to the EU need to be changed. This allows producers to reasonably approach their financial capabilities and effectively build export planning. Priority is targeted support for specific industrial enterprises from among SMEs having experience of export and differing in a significant level of entrepreneurial confidence.
