This paper sheds light on the social cohesion shifts that have occurred in Ukrainian society since 24th February 2022. Drawing on the case study method, the research juxtaposes pre-war surveys with data collected in Ukraine during March-December 2022. The study confirms the comprehensive strengthening of social cohesion at both attitudinal and behavioral levels accompanied by unprecedently high institutional trust, civic identity, and mass-spread volunteering. The article demonstrates that the value of Ukraine's independence became a crucial point for national consolidation under war conditions. The increased mutual support, emotional connectedness, and enhanced horizontal bonds point at the growth of cohesion. It is proposed to treat the practices of resistance, citizens' expectations about the state's future, their feelings associated with this the state and their belief in victory as additional indicators of social cohesion measurement during wartime. Alongside the positive trends, the social cohesion risk zones are identified, too, and countermeasures discussed.
The article is dedicated to the systematic analysis of the peculiarities of the formation and functioning of amalgamated territorial communities in Ukraine as new local social communities. Analyzing the legislative procedure of amalgamation, the author distinguishes the essential features of amalgamated territorial communities that are different from other settlement communities. Within the framework of this investigation, the newly amalgamated hromadas appear as a “second-order” phenomenon, which is a socio-legal construct that is formed in a consensual manner and on a voluntary reciprocal basis. Basing on the analysis of qualitative sociological research data the author demonstrates the importance of the functioning of reciprocity mechanisms at the level of orientations and practices of all social actors involved in the procedure of territorial communities amalgamation. It is illustrated that the "failure" of reciprocity mechanisms contributes to the change of merger scenarios, causes the postponement of this process and the emergence of conflict situations. The paper substantiates that the legislative procedure of territorial communities amalgamation intensifies the formation of social capital and the establishment of a new civic social order. The special, different social status of amalgamated territorial communities in comparison with other settlement communities is explained by the emergence of the phenomenon of social cohesion, the mechanisms of activation of which are contained in the legislative order of territorial communities amalgamation. It is concluded that an important theoretical basis for the sociological conceptualization of ATC is the concept of reciprocity, which explains the mechanism of successful amalgamation, which is facilitated by the attitudes and practices of reciprocity of all involved social actors. According to the author’s point of view, the sociological synthesis of spatial and activity approaches to the analysis of social communities within the framework of sociological conceptualization of united territorial communities is considered heuristic. The synthesis of these approaches emphasizes both the importance of the spatial context of interactions emergence and reproduction, and their essential functionality in the formation and reproduction of hromada social order.
The article is dedicated to identifying the discourses of social cohesion as a category of social policy, constructed by the textual structures of national governments, intergovernmental associations and international organisations documents. The paper is performed in the frame of a discourse-analytical approach; discursive events define the normative acts of national governments, intergovernmental associations, and international organizations during the 90s – 2000s, devoted to the issue of social cohesion; definitions of social cohesion and “textual situations” of their use are chosen as units of analysis. Based on the critical discourse analysis of N. Fairclough’s and some provisions of E. Laclau and S. Mouffe’s discourse approach, the author (re)constructs a discourse-structure of social cohesion, presented by discourses of social solidarity, neoliberalism, inclusion (involvement) and materialism. These discourses are further composed into interdiscursive spaces of neoliberalism and traditionalism. The need for methodological caution in the uncritical scholars’ application of political-legal definitions of social cohesion is emphasised to prevent the spread of constructed discursive ideologemes. It is concluded that social cohesion appears as a chameleon discourse, which content is not only socio-culturally, historically, politically contextual, but also chronologically dynamic (systemically fluid). The article emphasises the dominant positioning of social cohesion as an instrument of state policy, a “universal cure” for the social diseases and all the “best” against all the “worst” that ideologizes this concept, making it artificially dogmatic. The paper identifies “empty signs” of social cohesion discourses and the point of “hegemony intervention”. Considering delusions of the political-legal discourse of social cohesion, the relevance of applying a dialectical strategy for defining social cohesion within academic discourse is highlighted.
The article is devoted to the analysis of vaccination discourses as ways of constructing and transforming social reality. Vaccination is considered, firstly, as a direction of state policy in the social and medical sphere; secondly, as a basis for realizing a legitimizing identity or constructing a resistance identity. Based on M. Castells’ concept of identity and the theory of discourse by E. Laclos and C. Mouffe, two discourses are distinguished that coexist in an antagonistic struggle – "for" (support) and "against" (resistance) to vaccination. The state is the main subject of the formation of the discourse for vaccination, constructing a legitimizing identity. The nodal points of this discourse are analyzed in the sphere of the regulatory law, particularly, in the Roadmap for COVID-19 Vaccines. This discourse is constructed on the nodal points of inclusion (being vaccinated means "being included" and having access to certain benefits), trust (in health care system and the vaccines), safety (both on the individual and national levels). The discourse "against" vaccination, which is the basis for the formation of the resistance identity, is characterized by the absence of the main subject of its construction. The channels of its objectification through which the media act becomes more significant than the status of the discourse constructing subjects. The nodal points of this discourse are analyzed in the context of new media – Ukrainian-language publications of the online media in Ukraine – as a space of the "culture of freedom" that creates the basis for the transition from mass communications to mass self-communications. Such discourse is constructed on interconnected nodal points of distrust and unsafety (the formation of scientific and medical doubts, discrediting the quality of vaccines, direct or indirect articulation of the sign of death). This study has recorded the exceptional significance of distrust as a point of catalyzing other nodal points and signs. The construction of discourses of support and resistance to vaccination occurs according to different algorithms: if, in the field of discourse struggle, the articulation of the point of distrust is sufficient for the dominance of the discourse of resistance, then for the discourse of support for vaccination it is necessary to construct various signs and nodal points to reproduce the positions of its dominance. It is obviously that public policy should provide for the meaningful integration of the nodal points of security and trust, as well as the construction of a new nodal point of rallying, which should be articulated not only in the legal framework, but also in the plurality of discourse fields that form the discourse of support for vaccination (speech officials, communications from the responsible authorities and generally within the vaccination information campaign).
Стаття присвячена аналізу міжгрупових розколів у сприйнятті мешканців об’єднаних територіальних громад Харківської та Чернівецької областей як потенційного чинника послаблення соціальної згуртованості на рівні локальних спільнот в Україні. Спираючись на модель емпіричного вимірювання соціальної згуртованості Дж. Чана, автор здійснює спробу її адаптації в контексті якісної соціологічної перспективи, аналізуючи дані 26 напівструктурованих інтерв’ю, проведених з місцевими громадськими активістами, депутатами місцевих рад, представниками адміністрації об’єднаних громад та експертами з питань децентралізації в обох регіонах України. Дослідження засвідчило наявність міжгрупових розколів за вісями «новостворена громада – попередня влада»; «влада громади – місцеві мешканці»; «центр-периферія»; «багаті громади – бідні громади»; «децентралізована Україна – недецентралізована Україна». Ключовим підґрунтям для формування розколів визначено соціальні нерівності, що зумовлюють «метаморфози спроможності» реформи децентралізації в Україні. Автором наголошено на актуальності початку адміністративного етапу реформи децентралізації, що сприятиме скороченню соціального розриву між децентралізованою та недецентралізованою Україною
Стаття присвячена системному аналізу наявних дефініцій поняття «соціальна згуртованість» крізь призму авторського методологічного підходу у вузькому та широкому розумінні. Автор послідовно аналізує переваги та недоліки найбільш відомих та вживаних визначень соціальної згуртованості, концептуалізуючи її розуміння у широкому та вузькому сенсі. На прикладі аналізу визначень соціальної згуртованості, розроблених дослідниками мережі соціальної згуртованості, а саме К. Фонсекою та групою дослідників проєкту «Радар соціальної згуртованості», автор підсумовує, що розуміння соціальної згуртованості у широкому сенсі спрямовано на максимальне охоплення усіх можливих її складників без диференціації на компоненти та умови соціальної згуртованості. Вузьке розуміння соціальної згуртованості, що розкрито на прикладі аналізу дефініцій Дж. Чана та М. МакКрекена, засновано на виключно сутнісних компонентах поняття, тоді як умови виникнення соціальної згуртованості та її функції вилучені з дефініції. Автор підсумовує, що аналіз наявних дефініцій соціальної згуртованості засвідчує наявність низки методологічних проблем, серед яких слід назвати складнощі визначення дослідниками родового поняття соціальної згуртованості; дискусійність вичерпності (невичерпності) видових відмінностей соціальної згуртованості; змішане застосування компонентів соціальної згуртованості, її чинників, умов та функцій; відсутність чіткого розуміння соціальних рівнів «присутності» соціальної згуртованості (макро, мезо, мікро). У статті наголошено на актуальності синтезу підходів до визначення соціальної згуртованості як соціального процесу та соціального факту. Це, на думку автора, дасть змогу розкрити сутнісну природу соціальної згуртованості одночасно як соціального процесу та соціального результату, підкреслюючи динамічну природу її постійного (від)творення у суспільстві (макрорівні) та на рівні окремих соціальних спільнот (мезорівень). Підсумовано, що найбільш вдалою перспективою подальшої концептуалізації соціальної згуртованості є площина теорій соціологічного синтезу, які відповідають «вимогам» одночасної присутності соціальної згуртованості на різних рівнях соціальної системи, а також її структурним, діяльнісним та ціннісно-нормативним проявам.
Стаття присвячена аналізу проявів, особливостей та агентів локального громадського активізму як компонента соціальної згуртованості в об’єднаних територіальних громадах Харківської та Чернівецької областей. Спираючись на аналіз 26 напівструктурованих інтерв’ю, проведених в рамках міжнародного українсько-норвезького проєкту з місцевими громадськими активістами, депутатами місцевих рад, представниками керівництва громад та експертами з питань децентралізації, автор досліджує наявність передумов для посилення громадської участі як компонента соціальної згуртованості в об’єднаних територіальних громадах на рівні локальних спільнот в Україні. Автор критично осмислює компоненти горизонтально-об’єктивного виміру соціальної згуртованості за Дж. Чаном, пропонуючи власне бачення класифікації соціальних практик, що забезпечують динамізм громадянського суспільства, виокремлюючи громадський активізм у площинах «громадянин-влада» та «громадянин-громадянин». В статті наголошено, що у дослідженнях феномену громадського активізму важливу роль має відігравати не лише аналіз практик громадян, спрямованих на можливість впливу на ухвалення рішень владою, але і аналіз владних практик «назустріч» громадським ініціативам та формування відповідних взаємодій. Цей теоретичний фокус набув своє практичне застосування у даному дослідженні. У статті підсумовано, що реформа децентралізації виступає інструментом демократизації українського суспільства, актуалізуючи практики прозорості і підзвітності у діяльності органів місцевого самоврядування, сприяючи запровадженню нових форм громадської участі (бюджет участі) та консолідуючи соціальних суб’єктів довкола вирішення локальних проблем та досягнення спільного блага. Наголошується, що створення об’єднаних територіальних громад, підкріплене збільшенням місцевих бюджетів та розширенням кола владних повноважень на місцевому рівні сформувало у сприйнятті місцевих мешканців образ «спільного блага», що активізує прояви локального громадянського активізму і, в такий спосіб, сприяє посиленню соціальної згуртованості на рівні локальних спільнот в Україні. Підсумовано, що практики локального активізму з погляду ролі та участі різних соціальних суб’єктів мають певні соціокультурні особливості у різних регіонах України.
