The study is completed within the framework of the state order of the Minstryof Education and Science of the Russian Federation “Monitoring and analysis of publication and patent activities in Russian and global science to support the national policy in science and technology” (Project No. 28.12616.2018/12.1). The authors aim at building relevant instruments for assessing and forecasting the total amount of Russian science publication based on the data of two global science citation systems, i. e. Web of Science and Scopus, with de-duplicating by digital object identifier used in both systems. The related tasks are defined: selection of the method to forecast the number of Web of Science indexed articles within the “back forecast” method; development of integral index to calculate the number of publication based on Web of Science and Scopus data; calculation and forecast of the number of articles and publications by G7 and BRICS states up to the year 2021 with scientometric methods based on Web of Science and Scopus data. The authors suggest a conceptually new method to calculate the integral index of publications based on Web of Science and Scopus data to exclude duplication. The total number of academic articles and publications (based on Web of Science and Scopus data) is calculated for the period 2007-2016, and the forecast is provided up to the year 2021.
Introduction. To explore and identify further prospects for scientific cooperation with the Middle Eastern and Mediterranean states, which have long-standing cultural and historical ties with Russia, the authors have analysed the publishing and patenting activities of certain countries. The article lists scientific, technological, and humanitarian studies and identifies popular areas of cooperation with Russian institutions. Methods. When forming the array of data, we used Russian information sources, the international system Web of Science, the patent database Questel Orbit and data from the World Intellectual Property Organisation. Based on the applied general scientific methods such as measurement, description of knowledge objects and items (qualitative and quantitative), analysis, synthesis and scientific generalisation, we have identified the leading and applicant countries in terms of patenting activity. Results and Discussion. We analysed the total number of publications and their structure by quartile for the Middle Eastern states. The patenting activity analysis for the Middle Eastern and Mediterranean countries looked at the patents issued and applications (by WIPO technological areas) for inventions submitted in the countries' patent offices in 2010–2020 as well as at the applicants' countries of origin. Conclusion. We have identified foreign scientific, educational and other organisations and business sector institutions in certain Middle Eastern and Mediterranean states that may be considered potential partners of Russian institutions.

Михайленко ГПНТБ России Разработка методики для выявления организаций -лидеров публикационной и патентной активности в России на основе данных Scopus, Web of Science и Derwent Цель представленного в статье исследования состояла в обосновании методического подхода для выявления организаций -лидеров публикационной и патентной активности на основе первичных машиночитаемых в формате XML данных Scopus, Web of Science и Derwent. В основу положен метод фракционного счёта, т.е. определение веса организации по числу научных статей или выданных патентов пропорционально числу аффилиаций, указанных в них. Методология рейтингования организаций основывалась на опыте построения Лейденского рейтинга (в части применения метода фракционного счёта) и рейтинга Academic Ranking of World Universities (в части расчёта взвешенного показателя на одного исследователя, выбора способа нормирования показателей). Подчёркнуто, что принципиальное отличие предложенной в статье методологии рейтингования организаций от существующих методик состоит в расчёте интегрального показателя по сопоставимым библиометрическим параметрам Scopus и Web of Science. Кроме того, предложен способ построения рейтинга организаций по среднему числу выданных патентов по данным Derwent. Результаты исследования показали, что топы-5 российских организацийлидеров публикационной активности по данным Scopus и Web of Science в значительной мере пересекаются и относятся к государственному сектору науки и сектору высшего образования. Топ-5 российских организаций -лидеров патентной активности преимущественно состоит из организаций коммерческого сектора науки. The approach is based on the fractional calculus method, i. e. determining the organization's weight by the number of its academic papers or issued patents proportionally to the number of specified affiliates. The organizational ranking method is based on the experience of the Leiden ranking (in using fractional calculus method) and the Academic Ranking of World Universities (in calculating the weighted value per one researcher, and choosing quality rating method). The authors emphasize that the fundamental distinctive feature of the proposed ranking methodology is that the integral index is calculated with the comparable Scopus and Web of Science parameters. Анализ международных и российских рейтингов научно-исследовательских организаций Представлено исследование, проведённое в рамках разработки методического подхода для выявления организаций-лидеров публикационной и патентной активности в Российской Федерации на основе данных Scopus, Web of Science и Derwent. Цель исследования-проанализировать возможные подходы к выбору организаций-лидеров публикационной и патентной активности на основе первичных машиночитаемых в формате XML данных Scopus, Web of Science и Derwent. Авторы изучили методологии таких рейтингов, как Лейденский (применение метода фракционного счёта), QS World University Rankings и Academic Ranking of World Universities (расчёт взвешенного показателя на одного исследователя, выбор способа нормирования показателей). Сделан вывод: рассматриваемые методологии не содержат интегрального показателя по сопоставимым библиометрическим параметрам Scopus и Web of Science, а также не учитывают среднее число выданных патентов. Авторы поднимают вопрос о необходимости сравнивать организации-лидеров публикационной активности и организации-лидеров патентной активности.
