The publication explores the phenomenology and content of 'soft law' in the inter national and national law and reveals the designation of 'soft law' in protecting the electoral rights of the citizens. 'Soft law' is intended to mean optional interna tional documents, most of which are resolutions of the intergovernmental organi sations containing statements, commitments, guidelines, common positions or statements on policy or intentions. 'Soft law' documents are usually adopted by the statutory bodies of the international organisations on issues that reflect new problems, tendencies or trends in the field of electoral law, for which there is no political will or the accordance of all the member states in the form of a classical international treaty. When it comes to the content, the 'soft law' documents are all kinds of state ments, obligations, guidelines, codes of conduct, codes of ethics, guidelines and standards, common positions or statements of policy or intentions.
У статті аналізуються та порівнюються системи управління державною службою в Україні та Республіці Польща, їх внутрішня побудова та суб’єктний склад, а також досліджуються особливості функціонування цих двох систем. Обґрунтовується, що під системою органів управління державною службою в Україні слід розуміти систему законодавчо визначених та ієрархічно упорядкованих суб’єктів державного управління із загальною (Кабінет Міністрів України) та спеціальною (центральний орган виконавчої влади, що забезпечує формування й реалізує державну політику у сфері державної служби; Комісію з питань вищого корпусу державної служби та відповідні конкурсні комісії; керівників державної служби; служби управління персоналом) компетенцією, а також профільни х навчальних закладів (Національна академія державного управління при Президентові України й ін.) і наукових установ, та систему їх унормованих і взаємозумовлених функцій і повноважень, які забезпечують формування, оновлення та функціонування корпусу державних службовців в Україні. Аналізується місія центрів (шкіл, академій) для професійної підготовки, перепідготовки, спеціалізації та підвищення кваліфікації державних службовців в Україні та Польщі на прикладі Національної академії державного управління при Президентові України (НАДУ) та Державної школи адміністрації публічної ім. Президента Республіки Польської Лєха Качинського (KSAP).
The aim of the article is to offer proposals for reforming and speeding up health care in Ukraine, in particular by comparing the current system with a decentralized system.The methodology of this research follows basic social science methods (formal analysis, inductive method, deductive method, analogy, synthesis, etc.). With these methods, we address the issues of the health care reform in Ukraine.The article explores the issue of improving the health care in Ukraine. The Ukrainian government is carrying out two important reforms -a health care reform and a decentralization reform that includes changes in the municipal government. These two reforms have a huge potential for improving Ukraine's health care system. Such potential remains largely untapped.

Досліджується етимологія поняття (терміна) «плагіат» та його генезис й інтерпретації у вітчизняній і зарубіжній, зокрема польській, а також у правотворчій і правозастосовній практиці. Доводиться, що плагіат став поширеним явищем іще в античній філософії. Після відокремле ння з неї науки, у її сучасному розумінні, плагіат поширився й на наукові твори.
