Концептуальні засади ефективного функціонування енергетично незалежних сільських територій Мета статті-визначити й обґрунтувати концептуальні засади створення та ефективного функціонування енергетично незалежних сільських територій з метою досягнення стану рівноваги і сталого довгострокового розвитку їх еколого-соціо-економічної системи. Методика дослідження. Методологічною основою дослідження були наступні наукові методи: історикодіалектичний (використання існуючих альтернативних джерел енергії), аналізу і синтезу (визначення переваг і недоліків відновлювальних джерел енергії), теоретичний пошук і абстрактно-логічний (визначення напрямів використання альтернативних джерел енергії для забезпечення будівель і споруд сільської території), моделювання (формулювання еколого-соціо-економічних засад енергонезалежності та енергоефективності сільських територій). Результати дослідження. Обґрунтована актуальність використання існуючих альтернативних джерел енергії для забезпечення енергетичної незалежності сільських територій через переваги та недоліки від їх застосовування. Визначено етапи, які необхідно здійснити для забезпечення енергетичної незалежності сільської території. Враховуючи еколого-соціо-економічні критерії використання енергії біомаси та енергії Сонця запропоновано напрями використання альтернативних джерел енергії для забезпечення будівель і споруд сільської території. Розглянуто перспективність використання біомаси в забезпеченні енергетичної незалежності сільських територій з можливістю отримання додаткових фінансових ресурсів для подальшого їх розвитку. Наведено практичні дані щодо ефективності використання біомаси як альтернативного джерела енергії. Елементи наукової новизни. Запропоновано напрями використання енергії біомаси та енергії Сонця для забезпечення будівель і споруд сільської території з урахуванням еколого-соціо-економічних критеріїв. Встановлено позитивний вплив впровадження об'єктів альтернативної енергетики в селах. Виявлено напрями, на яких ґрунтується триєдина концепція сталого розвитку сільських територій з урахуванням екологічних, економічних і соціальних складових. Практична значущість. Проаналізовано доцільність використання доступних місцевих альтернативних джерел енергії для забезпечення енергетичної незалежності сільських територій. Розкрито етапи, які необхідно здійснити для забезпечення енергетичної незалежності сільської території через переваги та недоліки від їх використання. Обґрунтована перспективність використання біомаси у забезпеченні енергетичної незалежності сільських територій з можливістю отримання додаткових фінансових ресурсів для подальшого їх розвитку. In changing market environment, success of agro-industrial enterprise directly depends on innovations and business processes improvement. This research is aimed to define the way to regulate innovative activities at agro-industrial enterprise. It has been investigated that the effective distribution of functions and tasks, their positioning to performers, information exchange, budgeting, and resource distribution are the main stages of effective innovative activities at agro-industrial enterprise. The implementation of innovations at agro-industrial enterprise is often supported by outsourcing. The software Business Process Model and Notation (BPMN) is presented as a method of control over the process of organizing innovations at agroindustrial enterprise. It is meant to address extensive use of outsourcing, allowing to process large amounts of information during a short period of time, work out conclusions, and develop clear recommendations for optimization of innovations management. The software has been tested at the private enterprise of Ukraine «Granit-Agro» which is oriented at exporting of organic agriproduction to EU and Canada. In 2015-2016, administrative expenditures and spendings on managerial grown significantly. That is why, considering the current state of the enterprise and challenges it is facing, we proposed to use BPMN software to improve effectiveness of its activities and management. According to our estimates, the automated management system introducing will reduce time spent on management by 1.7%. The economic effectiveness of the proposed approach in 2017-2020 has been proved.
The article provides a scientific and theoretical justification for the direction of sustainable development of rural areas on the basis of "green" economy. It is determined that the quantity, quality and scalability of indicators for measuring the "green" economy is still a new and narrow direction, focused mainly on the local level. With this in mind, effective and universal methods and tools (such as indicators) are needed to collect data that will help move towards a bioeconomic strategy, a green economy and a more sustainable future, including in rural areas. It is noted that a decentralized, sustainable and competitive approach to the transition to a "green economy" is based on network thinking and sustainable use of natural resources now and in the future. It is established that the concept of "green" economy is based on three paradigms: resource efficiency; ecosystem resilience; social justice. Resource efficiency is a way to achieve more from natural resources at lower cost, which increases the total economic value through more productive use of resources, taking into account their entire life cycle. The resilience of ecological systems is the number of disturbances that the system can absorb without changing areas of resilience. Stability is defined as the ability of a system to maintain its basic structure, function, and feedback. Social justice focuses on environmental, economic or social aspects. Social justice is fair access to resources and livelihoods. The main goals of the development of "green" economy for rural areas are studied: studying the potential of rural areas for food and energy production and identifying ways to convert surplus energy, food and other products into new products or services; identifying potential for synergies in the use of by-products of food production and studying their suitability for the production of other products; incompatible by-products are sent directly to production or reused as bioenergy raw materials; study the possibilities of using secondary flows (for example, processing residues) of municipal energy production, and, for example, their use as nutrients in the production of raw materials; exploring new energy sources, independent of biomass, that could be used for own energy production in rural areas (eg, solar and hydro).
