The aim of this paper is to provide a conceptual basis for the systematic treatment of uncertainty in model-based decision support activities such as policy analysis, integrated assessment and risk assessment. It focuses on the uncertainty perceived from the point of view of those providing information to support policy decisions (i.e., the modellers' view on uncertainty) -uncertainty regarding the analytical outcomes and conclusions of the decision support exercise. Within the regulatory and management sciences, there is neither commonly shared terminology nor full agreement on a typology of uncertainties. Our aim is to synthesise a wide variety of contributions on uncertainty in model-based decision support in order to provide an interdisciplinary theoretical framework for systematic uncertainty analysis. To that end we adopt a general definition of uncertainty as being any deviation from the unachievable ideal of completely deterministic knowledge of the relevant system. We further propose to discriminate among three dimensions of uncertainty: location, level and nature of uncertainty, and we harmonise existing typologies to further detail the concepts behind these three dimensions of uncertainty. We propose an uncertainty matrix as a heuristic tool to classify and report the various dimensions of uncertainty, thereby providing a conceptual framework for better communication among analysts as well as between them and policymakers and stakeholders. Understanding the various dimensions of uncertainty helps in identifying, articulating, and prioritising critical uncertainties, which is a crucial step to more adequate acknowledgement and treatment of uncertainty in decision support endeavours and more focused research on complex, inherently uncertain, policy issues.
Abstract:There is increasing interest in long-term plans that can adapt to changing situations under conditions of deep uncertainty. We argue that a sustainable plan should not only achieve economic, environmental, and social objectives, but should be robust and able to be adapted over time to (unforeseen) future conditions. Large numbers of papers dealing with robustness and adaptive plans have begun to appear, but the literature is fragmented. The papers appear in disparate journals, and deal with a wide variety of policy domains. This paper (1) describes and compares a family of related conceptual approaches to designing a sustainable plan, and (2) describes several computational tools supporting these approaches. The conceptual approaches all have their roots in an approach to longterm planning called Assumption-Based Planning. Guiding principles for the design of a sustainable adaptive plan are: explore a wide variety of relevant uncertainties, connect short-term targets to long-term goals over time, commit to short-term actions while keeping options open, and continuously monitor the world and take actions if necessary. A key computational tool across the conceptual approaches is a fast, simple (policy analysis) model that is used to make large numbers of runs, in order to explore the full range of uncertainties and to identify situations in which the plan would fail.

Sustainable water management in a changing environment full of uncertainty is profoundly challenging. To deal with these uncertainties, dynamic adaptive policies that can be changed over time are suggested. This paper presents a model-driven approach supporting the development of promising adaptation pathways, and illustrates the approach using a hypothetical case. We use robust optimization over uncertainties related to climate change, land use, cause-effect relations, and policy efficacy, to identify the most promising pathways. For this purpose, we generate an ensemble of possible futures and evaluate candidate pathways over this ensemble using an Integrated Assessment Meta Model. We understand 'most promising' in terms of the robustness of the performance of the candidate pathways on multiple objectives, and use a multi-objective evolutionary algorithm to find the set of most promising pathways. This results in an adaptation map showing the set of most promising adaptation pathways and options for transferring from one pathway to another. This paper contains a review of the literature on freight transport models, focussing on the types of models that have been developed since the nineties for forecasting, policy simulation and project evaluation at the national and international level. Models for production, attraction, distribution, modal split and assignment are discussed in the paper. Furthermore, the paper also includes a number of ideas for future development, especially for the regional and urban components within national freight transport models.
