The article discusses the Monitoring of higher education institutions' (HEIs') effectiveness, which has been conducted annually by the Ministry of Education and Science in the last fi ve years. The method of the Monitoring is based on the technology of collecting and systematizing information used by the state accreditation in 1997-2010. The reasons for the introduction of the Monitoring by the Ministry are described; the features of the performance indicators are justifi ed by the state educational policy. A model of presentation of the Monitoring results in the league table format is suggested, which makes it possible to use its results more fl exibly for the management of the higher education system. It also allows higher education institutions to analyze their positions and to form their own ways of the development.

E-mail: olgaryzh@yandex.ruПредставлена новая методика, позволяющая проводить сравнительный анализ деятельности образовательных организаций при разных процедурах оценивания, — метод анализа лиг (МетАЛиг). Она дает возможность строить агрегированные таблицы лиг вузов по результатам оценивания, проведенного в разных системах, с использованием известных методов сверток из теории голосования в малых группах. Тем самым появляется возможность агрегировать абсолютно разные оценки вуза в единую оценку в форме таблиц лиг и проводить сравнительный анализ разных подходов к оцениванию. Применение МетАЛиг позволило решить задачу сравнительного анализа результатов деятельности российских вузов — участников Проекта «5–100», отраженных в наиболее известных международных рейтингах: ARWU, QS, THE. Предложена формализация понятия «мировой рейтинг», позволившая визуализировать динамику развития лучших российских вузов и сравнить ее с динамикой развития лучших вузов других стран (США, Великобритания, Австралия, Германия, Китай). Рассматривается также вариант использования МетАЛиг на национальном уровне для анализа результатов Мониторинга эффективности деятельности вузов и их сравнения с позициями в «мировом рейтинге». Делается вывод о возможности применения данной методики органами управления образованием, а также исследователями и образовательными организациями для определения направлений стратегического развития как отдельных вузов, так и отечественной системы высшего образования в целом.
PurposeThe purpose of this article is to analyze main principles, forms and approaches to education quality evaluation in the process of establishment, development and crucial changes in the state accreditation of educational institutions and study programmes in Russian higher education in the last 20 years.Design/methodology/approachThe major research method used in the paper is the qualitative analysis of legal and statistical documents, research papers and accreditation practices, which impacted the development and transformation of accreditation forms in Russia.FindingsThe transformation process of state accreditation during the last 20 years was conditioned by the changes in the state education policy and socio-economic situation. In a short period, under the influence of internal and external factors, Russian higher education has experienced significant changes in the structure of higher education and quality assurance. This resulted in different approaches to accreditation: state and independent, mandatory and voluntary, national and international.Practical implicationsThe research outcomes may be applicable in the countries with developing accreditation systems and comparable scope of education.Social implicationsThe study identifies the tendencies in the development of higher education and quality evaluation.Originality/valueThe paper systematizes the tendencies of development in quality assurance and distinguishes specific features and diversity of forms of the quality assurance in one of the largest systems of higher education.
The paper suggests a new approach to performance evaluation of universities in Russia and worldwide based on aggregation of the results of ten global rankings and the Database of External Quality Assurance Results (DEQAR). The method of league analysis (MetALeague) allows the authors to integrate the diverse results of ranking and evaluation regardless of considerable variations in ranking methodology and indicators. As a result of MetALeague integration, the Global Aggregated Ranking of higher education institutions has been made. The paper analyses the global rankings and the position of Russian HEIs in these rankings. The authors have also analyzed the positions of countries based on the number of HEIs included in the Global Aggregated Ranking. The due consideration of research results, according to the authors, can propel the leading Russian universities to higher positions in the global educational environment.
