The paper discusses issues of reforming the system of higher professional education in Russia. The authors state that the main goals of organizing the European zone of higher education were alien to the Russian educational tradition and were not implemented in Russia over the past two decades. Moreover, these efforts have led to the destruction of the unified educational space of the country, a decline in the quality and accessibility of education, and the loss of value-based worldviews. Analyzing the situation, the authors of the article reveal the underlying causes of failure in the fundamental incompatibility of the socio-cultural paradigms of European and Russian education. A comparative analysis of the activities of European and Russian universities formed the basis for the statement about the necessary and reasonable formation of a national education system capable of a productive dialogue with the Euro-American civilization. The authors speak in favor of the approach would meet the Russian national features and ensure the sustainable development of the Russian educational system.

The paper aims to generalize theoretical and practical aspects of educational and scientific policies and management of the vocational education innovative development within a University 4.0 model. The study of the University 4.0 continuum in this paper is based on a systematic approach. Our research content and construct validity, and reliability of its results were analyzed at the stage of developing a University 4.0 scale of environments using the SPSS (Statistical Package for the Social Sciences) and LISREL (Linear Structural Relations) software packages. Based on an explanatory factor analysis we developed a three-dimensional indicative scale of environments for an innovative entrepreneurial university. The efficient and reliable tool which is offered for assessing the internal environments of an innovative entrepreneurial university and its activities as a University 4.0 type is scaling. By scaling the University 4.0 environments our universities could succeed in upgrading their innovative entrepreneurial characteristics aimed to benefit their students, government agencies, and the entire economy at the macro level.

The article is dedicated to the current issues of reforming the system of higher education in Russia. The authors state that the main goals of the organization of the European Higher Education Area, declared by the Bologna Convention, have been alien to the Russian educational tradition and have not been implemented in Russia over the past two decades, despite the activity of modernization processes. Analyzing the situation, the authors of the article discover deep-seated reasons for failure due to the fundamental incompatibility of socio-cultural paradigms of European and Russian education. A comparative analysis of the activities of European and Russian universities, a historical retrospective of their development and interaction with the state, and highlighting key positions in the formation of domestic higher education formed the basis for affirming the necessary and justified formation of a national education system capable of productive dialogue with Euro-American civilization. Such an approach will correspond to the mental characteristics of the Russian people, allow for the revival and consolidation of spiritual and moral worldview constants of domestic culture and education, contribute to the competitiveness of domestic higher education on the world market, ensure its openness to cooperation with the international scientific community, including, especially – to exchange advanced educational technologies.
