This study intended to address the challenges faced by the National School Feeding Program (PNAE) to implement public purchases from family farming, as they understand their role in the transformation of local food systems. For this, we developed a qualitative, exploratory, and descriptive study, in the state of Rio Grande do Norte, located in the northeastern semiarid region, during the regional assessments done by the Collaborating Center for the School Feeding Program in 2018 and 2019. We analyzed the policy from the perspective of the social actors inserted at the ends of the supply and demand chain through the application of questionnaires and focus groups. There were 188 social actors from 45 municipalities taking part in our data gathering. We examined the meeting of supply and demand based on the performance of the policy in the state, and identified that: i) the percentage of purchases between 2011 and 2017 was, on average, 19.1%, demonstrating that, despite not meeting the recommended rate, the state has progressed its investments in this segment; ii) some limitations characterized the limited effectiveness of public purchases of family farming for schools: lack of federal actions to enhance the value of family farming, unfavorable conditions for local agricultural production, low performance of technical rural assistance, menus do not reflect the offer of family farming, difficulties in preparing and executing the public call and insufficient communication between social actors; iii) Action and decision-making, through street-level bureaucracy, depends on the discretion of the social actors. We believe that this study can collaborate in the understanding of structural problems that affect the implementation of the program and assist in the search for alternatives that are consistent with the current needs, aiming at the construction of sustainable food systems.
Resumo A necessidade de reformular sistemas alimentares é uma constante nos debates das Políticas de Alimentação e Nutrição em todo o mundo. A ciência da Nutrição, nesse cenário, tem a oportunidade de avaliar sua abordagem hegemônica, ligada ao paradigma biológico, visando a um maior engajamento político nas questões que fragilizam seu sistema alimentar. Buscou-se, com este trabalho, demonstrar como o processo histórico e social de construção do sistema alimentar brasileiro relaciona-se com falhas de segurança alimentar e nutricional atuais. Trata-se de pesquisa qualitativa, que tomou como perspectiva de método a geografia literária. O território brasileiro foi dividido em sete manchas culinárias, porções do território que constituem regiões para o estudo social da alimentação. Compuseram seu corpus 27 trabalhos literários, de 20 escritores brasileiros, coletados e analisados com o apoio das dimensões conceituais definidas no estudo: espaços narrativos e objetos culinários. O mau uso da terra, a comoditização da comida e a oferta indiscriminada de alimentos industrializados foram listadas como as principais falhas no sistema alimentar analisado. A abordagem das Ciências Humanas e Sociais pode oferecer importante contribuição à Nutrição para maior protagonismo em problemas do sistema alimentar relacionados com aspectos socioculturais.
A nossa primeira experiência com a alimentação é a materna: ainda não havia luz, nem o verbo, apenas fomos abraçados por aquela esfera protetora durante alguns meses e alimentados do mesmo pão que nutriu as nossas mães. Talvez, por isso, alimentação seja um tópico que evoque tantas imagens de acolhimento, cuidado, docilidade e conforto.Quando falamos de Sociologia falamos de desestruturação. A Sociologia, assim como as outras Ciências Humanas, buscam desestruturar o estabelecido e buscar novos caminhos do pensamento (MARCOVITCH, 2005). Com a imaginação sociológica, questionamos as imagens familiares e àquelas ligadas à nossa vida cotidiana em busca de uma compreensão mais ampla sobre a experiência de ser humano vivendo em coletividade (MILLS, 1975). Ora, na primeira vez que comemos já éramos dois, ou duas. Um par de esferas, como denomina Peter Sloterdijk (SLOTERDIJK, 2011). Isso por si só torna a Sociologia uma disciplina de interesse para análise do fenômeno alimentar. Ela pode nos ajudar a lê-lo para além das imagens individuais apresentando-nos como um tema de relevo social e político, pode nos levar da abundância à fome, do prazer à culpa, da vida à morte, da natureza à cultura, do microscópio ao telescópio. Por isso, a alimentação é um tema presente em clássicos da Sociologia contemporânea. O debate sobre a comensalidade, força socializadora da alimentação, é a tônica de Sociologia da refeição, de Georg Simmel (SIMMEL, 2004). De tudo o que os seres humanos têm em comum, o mais comum é que precisam comer e beber. Por ser algo humano absolutamente universal, esse elemento fisiológico torna-se, para Simmel, o conteúdo de ações compartilhadas, protagonizadas pela refeição, um ente 1
Em um cenário ocupado pelo pragmatismo da ciência, emergem pesquisadores que despertam para a necessidade de contextualizar o fenômeno alimentar e suas interfaces com o campo das Ciências Humanas e Sociais. O professor Alexsandro Galeno Araújo Dantas é uma dessas personalidades acadêmicas que, nos últimos anos, tem realizado orientações de trabalhos de teses e dissertações dedicadas a estudar o fenômeno da alimentação sob o viés sociológico junto ao programa de Pós Graduação em Ciências Sociais da Universidade Federal do Rio Grande do Norte (PPGCS/UFRN). Atualmente, Alex Galeno é professor e coordenador do Programa de Pós Graduação em Ciências Sociais e Presidente da Cooperativa Cultural Universitária. Graduou-se em Geografia na UFRN, é Mestre em Ciências Sociais pela mesma instituição e Doutor em Ciências Sociais pela Pontifícia Universidade Católica de São Paulo. Tem Pós-Doutorado pela Universidade de São Paulo na área de comunicação. Foi pensando em dialogar sobre sua linha de produção intelectual, principalmente nos trabalhos voltados para o campo da alimentação, buscando compreender sua disposição para este deslocamente epistemológico que conectava sociologia e alimentação, que Alex Galeno concedeu esta entrevista na manhã do dia 5 de abril de 2019, em sua sala no PPGCS da UFRN.
Food biodiversity is essential for improving nutrition and reducing hunger in populations worldwide. However, the relationship between food availability and food consumption in middle and low-income countries is still controversial. We used Brazil, one of the world's megabiodiverse countries, as a case study to investigate the magnitude of biodiversity consumption in the diet of the entire population of the country. Here we show that food biodiversity was consumed by 1.3% of the population, varying according to socioeconomic aspects, such as race, sex and income. The consumption of unconventional food plants is an indicator of the risk for socioeconomic vulnerability among historically oppressed groups.
The flexitarian diet, which emphasizes a reduction in meat consumption, has been identified as a crucial factor in transitioning to sustainable food systems that can help combat climate change and improve food and nutritional security, particularly in areas where food choices are abundant. Despite Brazil being a major meat producer, meat consumption among Brazilians has been decreasing in recent years, with a growing portion of the population adopting meat-free and meat-reduced dietary models. In this study, we conducted the first non-industry funded scientific investigation of Brazilian flexitarians, with the goal of characterizing their socio-economic and demographic characteristics, motivations for adopting flexitarianism, frequency of animal-based meat consumption, and main substitutes consumed. Data was collected from 1029 self-identified flexitarians in Brazil. Our findings indicate that the flexitarian food model is primarily adopted by women and is motivated by concerns about the environmental impact of meat consumption, personal health, and animal welfare. Flexitarians were found to have a consumption profile that can be divided into three groups: low (consuming meat 36 times a week), medium (consuming meat 7 times a week), and high (consuming meat 4 times a week). The flexitarian meals pattern is characterized by lower consumption of beef (less than 2 times per week) and higher consumption of chicken (3 times per week) and is supplemented by plant-based protein sources and eggs as the main meat substitutes.
