The objective of this study was to assess whether the Brazilian Workers’ Food Program (WFP) is associated with changes in the nutritional status of workers in the transformation industry. We conducted a cross-sectional, observational, comparative study, based on prospectively collected data from a combined stratified and two-stage probability sample of workers from 26 small and medium size companies, 13 adherent and 13 non-adherent to the WFP, in the food, mining and textile sectors. Study variables were body mass index (BMI), waist circumference (WC), and dietary intake at lunch obtained by 24-hour dietary recall. Data were analyzed with nested mixed effects linear regression with adjustment by subject variables. Sampling weights were applied in computing population parameters. The final sample consisted of 1069 workers, 541 from WFP-adherent and 528 from WFP non-adherent companies. The groups were different only in education level, income and in-house training. Workers in WFP-adherent companies have greater BMI (27.0 kg/m2 vs. 26.0 kg/m2, p = 0.002) and WC (87.9 cm vs. 86.5, p = 0.04), higher prevalence of excessive weight (62.6% vs. 55.5%, p<0.001) and of increased WC (49.1% vs. 39.9%). Workers of WFP companies have lower intake of saturated fat (–1.34 g, p<0.01) and sodium (–0.3 g, p<0.01) at lunch. In conclusion, this study showed that workers of companies adherent to the Brazilian WFP have greater rates of excessive weight and increased cardiovascular risk—a negative finding—as well as lower intake of sodium and saturated fat—a positive finding. Therefore, the WFP needs to be revisited and its aims redefined according to the current epidemiological status of the target population of the program.
Changes in eating behavior of adolescents are associated with high consumption of processed and ultra-processed foods. This study evaluated the association between these foods and the prevalence of inadequate micronutrient intake in adolescents. A cross-sectional study was conducted with 444 adolescents from public schools in the city of Natal, northeastern Brazil. The adolescents' habitual food consumption was evaluated using two 24-hour dietary recalls. Foods were categorized according to the degree of processing (processed and ultra-processed) and distributed into energy quartiles, using the NOVA classification system. Inadequacies in micronutrient intake were assessed using the estimated average requirement (EAR) as the cutoff point. Multivariate logistic regression models were used to estimate the relationship between energy percentage from processed and ultra-processed foods and prevalence of inadequate micronutrient intake. The mean (Standard Deviation (SD)) consumption of total energy from processed foods ranged from 5.8% (1.7%) in Q1 to 20.6% (2.9%) in Q4, while the mean consumption of total energy from ultra-processed foods ranged from 21.4% (4.9%) in Q1 to 61.5% (11.7%) in Q4. The rates of inadequate intake of vitamin D, vitamin E, folate, calcium, and selenium were above 80% for both sexes across all age groups. Energy consumption from processed foods was associated with higher prevalence of inadequate selenium intake (p < 0.01) and lower prevalence of inadequate vitamin B1 intake (p = 0.04). Energy consumption from ultra-processed foods was associated with lower prevalence of inadequate zinc and vitamin B1 intake (p < 0.01 and p = 0.03, respectively). This study intended to address the challenges faced by the National School Feeding Program (PNAE) to implement public purchases from family farming, as they understand their role in the transformation of local food systems. For this, we developed a qualitative, exploratory, and descriptive study, in the state of Rio Grande do Norte, located in the northeastern semiarid region, during the regional assessments done by the Collaborating Center for the School Feeding Program in 2018 and 2019. We analyzed the policy from the perspective of the social actors inserted at the ends of the supply and demand chain through the application of questionnaires and focus groups. There were 188 social actors from 45 municipalities taking part in our data gathering. We examined the meeting of supply and demand based on the performance of the policy in the state, and identified that: i) the percentage of purchases between 2011 and 2017 was, on average, 19.1%, demonstrating that, despite not meeting the recommended rate, the state has progressed its investments in this segment; ii) some limitations characterized the limited effectiveness of public purchases of family farming for schools: lack of federal actions to enhance the value of family farming, unfavorable conditions for local agricultural production, low performance of technical rural assistance, menus do not reflect the offer of family farming, difficulties in preparing and executing the public call and insufficient communication between social actors; iii) Action and decision-making, through street-level bureaucracy, depends on the discretion of the social actors. We believe that this study can collaborate in the understanding of structural problems that affect the implementation of the program and assist in the search for alternatives that are consistent with the current needs, aiming at the construction of sustainable food systems.
Em virtude do impacto da pandemia o Brasil suspendeu, em meados de março de 2020, as aulas e atividades presenciais em toda a rede de ensino municipal, estadual e federal. Diante desse cenário repleto de desafios que o Programa de Alimentação Escolar (PNAE) teve que se apropriar, os Centros Colaboradores em Alimentação e Nutrição (CECANEs) se tornaram importantes prestadores de serviços para viabilizar a distribuição adequada dos gêneros alimentícios obtidos por meio de recursos financeiros recebidos. Com isso, este trabalho pretende relatar as ações remotas realizadas pelo CECANE/UFRN com 167 municípios do Rio Grande do Norte apoiando a distribuição da alimentação escolar no estado. Foi observado o panorama do serviço, destacando as diferentes situações e dificuldades enfrentadas durante a execução. Foram realizadas ações de orientação acerca da montagem e distribuição da alimentação escolar, prestação de contas e participação do controle social. Este trabalho objetiva firmar e legitimar o papel do CECANE para a defesa do Direito Humano à Alimentação Adequada (DHAA) e da Segurança Alimentar e Nutricional (SAN) no cenário da alimentação escolar e reforça a importância de investigações acerca da logística de montagem e distribuição dos alimentos no território nacional, evidenciando a diversidade e dificuldades locais.
RESUMO Objetivou-se caracterizar o cenário da aquisição dos alimentos provenientes da Agricultura Familiar (AF) para o Programa Nacional de Alimentação Escolar (PNAE) nos municípios do Rio Grande do Norte. Pesquisa avaliativa com delineamento ecológico, utilizando dados do Centro Colaborador em Alimentação e Nutrição Escolar da Universidade Federal do Rio Grande do Norte em 2017 e 2018. Avaliaram-se 31 municípios, analisando o percentual de aquisição de alimentos da AF para a alimentação escolar, além das possíveis dificuldades nesse processo, utilizando variáveis relacionadas com governança e gestão, estabilidade e disponibilidade de alimentos. Dos municípios avaliados, mais de 50% adquiriram alimentos da AF no ano anterior e afirmaram a compra no ano atual. Todos relataram empregar o modelo de gestão centralizada, 29% declararam aquisição menor que 30%, 9,7%, aquisição acima de 30%, e 61,3% não souberam informar. Quanto às principais dificuldades relacionadas com governança e gestão, a articulação intersetorial e o edital de chamada pública ganharam destaque. Sobre a estabilidade de alimentos, destacaram-se as condições higienicossanitárias necessárias, e em relação à disponibilidade de alimentos, a aquisição de alimentos orgânicos mostrou-se como uma dificuldade elencada por 80,6% dos municípios.
