Suite à une décision du Premier ministre, annoncée en août 1993, une « chaîne du savoir » doit voir le jour en France, en décembre 1994. Elle est présidée par un homme des médias, Jean-Marie Cavada, et se nomme « La Cinquième », parce que ses programmes seront diffusés sur le cinquième réseau national de télévision hertzienne (en « avant-ARTE »). Plusieurs rapports et projets ont précédé cette opération, élaborés depuis le printemps 1992, sous l'égide du ministère de l'Éducation nationale, de la Communication, de la Formation professionnelle, du Sénat, etc. Bien que ces projets fassent souvent référence à des expériences françaises antérieures et à des actions étrangères, il est étonnant de constater à quel point ils tirent peu de conséquences de l'histoire de ces expériences, des problèmes qu'elles ont posés, des causes de leur pérennité ou de leur disparition. En fait, beaucoup de ces projets reproduisent les erreurs qui ont été celles de la politique française en matière d'audiovisuel éducatif au cours des précédentes décennies et qui ont entraîné la dérive et la suppression de la plupart des programmes de télévision éducative. Analyser les causes de l'échec de la télévision éducative française apparaît donc comme un préalable nécessaire au renouvellement de ce type d'actions, afin d'éviter que leur répétition n'aboutisse aux mêmes effets, condamnant pour longtemps de semblables initiatives.
chaque « nouvelle » technologie de l'information et de la communication (et chacune a été nouvelle en son heure) a suscité des discours sur ses capacités à « révolutionner » la pédagogie. Or, les systèmes de formation ne les ont intégrées que difficilement. Ce texte traite de quelques aspects de cette intégration des technologies dans la formation des adultes, où les réticences semblent avoir été moindres que dans la formation initiale. Il questionne le sens de ce processus, rappelant les technologies successives qui ont servi à médiatiser les savoirs (radio, télévision, informatique, multimédia, puis réseaux avec Internet...). Il évoque ensuite leurs applications, les facteurs favorables à leur appropriation et les nouveaux schémas éducatifs (« formations ouvertes et à distance ») qu'elles sous-tendent.
