The article substantiated the validity of the development and improvement of the quality of education to ensure the formation of human capital. Insufficient compliance of indicator indicators for the objective assessment of changes taking place in the field of school, vocational and higher education has been identified. At the same time, there were certain achievements and progressive shifts in the education system, which are aimed at better human development and the formation of human capital. The war unleashed by Russia brought significant destruction and losses in the education system. This hinders the implementation of sustainable development tasks to improve the quality of education and limits the possibilities of forming the human capital of Ukraine. An in-depth analysis of the problems of education caused by the war is needed and the search for new ways to solve them, taking into account the experience of countries that have passed through such a test. The article studies the demographic and social aspects of the risks of loss of human capital as a result of war. The risks on the main aspects of its formation of human capital are systematized: the preservation of health and life, the normal functioning of the family, the preservation and functioning of social infrastructure, the conditions and opportunities for the realization of human capital. The loss of human potential in the first half of the twentieth century is highlighted. Considerable attention is paid to the risks to the development of human capital arising from the hybrid war of 2014–2021. The analysis of the current demographic losses of human capital, which brought a full-scale war of Russia against Ukraine in 2022, has been made. The loss of educational infrastructure, which is significant for the formation of human assets, is highlighted.
Антонюк В. П. Вища освіта України на шляху модернізації Метою статті є аналіз сучасних тенденцій розвитку та реформування системи вищої освіти України та визначення шляхів її модернізації. Здійснено аналіз динаміки підготовки кадрів у системі вищої освіти, виявлено негативні тенденції зменшення обсягу підготовки фахівців, деформації структури підготовки за освітніми рівнями, зниження якості освіти та її недостатню відповідність потребам сучасної економіки. Проаналізовано причини даних тенденцій, у тому числі погіршення фінансового забезпечення вищої школи. Систематизовано прогресивні зрушення в діяльності вищої школи, які започатковані останніми роками урядом. Обґрунтовано пропозиції щодо напрямків забезпечення подальшого розвитку та модернізації вищої освіти для нагромадження людського капіталу.
The article highlights the socio-economic aspects of the health of the working-age population as the basis for the formation of the country’s labor potential. An analysis of the health status of the working-age population has been made, which showed that half of the working-age have certain diseases, while the spread of diseases is increasing. Particular attention is paid to hazardous working conditions and industrial injuries. The risks to the health of the employed population are systematized and the conditions necessary for solving the problems of improving health are determined. The paper is dedicated to the issues of Ukraine’s integration into the European Research Area (ERA) – a single research and innovation space open to the world and based on the internal market, which ensures the free exchange of researchers, scientific knowledge and technology. A comparative analysis of the institutional prerequisites for the creation of a single European research and innovation area has been conducted. The legislative basis of the European integration vector of Ukraine’s development in the science, technology and innovation sector is substantiated, while the flaws in the organisational and institutional support for euro-integrational reforms are identified. The idea and phases of ERA development are considered, the problems of implementing the Roadmap of Ukraine’s integration of into ERA are defined. The main European programs of scientific, technological and innovative cooperation are systematized and Ukraine’s participation in them is analysed. The case of cooperation between the Silesian Technological University «Silesian Polytechnic in Gliwice» and the Institute of Industrial Economics of the National Academy of Sciences of Ukraine is considered as a positive example of establishing collaboration in research and development between Ukrainian and European partner organizations. The authors propose the framework for creating institutional conditions that would ensure proper functioning and cohesion of the scientific, technological and innovative sector of Ukraine, as well as its effective integration to ERA in compliance with the strategic interests of international cooperation.
