While algorithmic governance in the public sector can lead to increased efficiency and cost-effectiveness, the implementation of those digital innovations can also result in multiple forms of harm: data bias can lead to reinforcement of inequality, discrimination, and criminalization of already marginalized populations; lack of accountability and transparency in decision-making can lead to injustices; societal trust and the legitimacy of public sector institutions may suffer; privacy and fundamental human rights may be threatened, ethical standards challenged. Digital transformation, leading to algorithmic governance, may be challenged in times of crisis, such as the recent pandemic outbreak, as new technologies in public sector institutions and forms of data-driven surveillance and intrusive monitoring are introduced in the name of public security and social need. This research focuses in affirming the assumption that the effective management in the public sector, first of all, is determined by the ability of this sector to transform the perception of the services delivered; secondly, it requires strategic actions to enable the systemic and coherent digital transformation of the public sector; and lastly, the new strategies of human resources management in the public sector should be considered. The focus is concentrated on understanding how the implementation of digital tools to the public sector and public services correlate with algorithmic governance concept and what impact digitization has on the effectiveness of management in the public sector.
The system of indicators that impact the process of forming of competitive advantages in the hotel economy as one of the types of housing sectors is suggested based on the system analysis. Close relationship between the competitiveness level of the hotel economy in Ukraine and influence factors roughly divided into two groups (external and internal) is mathematically proven. The methods of development of prognosis level of the hotel economy competitiveness in Ukraine is formed based on respective values of stimulating and deterrent indicators. The hypothesis that income of population impacts the competitive advantages of the hotel economy is suggested. The model of the hotel economy competitive advantages for Ukraine was developed based on correlation and regression analysis. It allows for determining of the level of hotel industry competitiveness and efficiency of development of new directions to improve the country's touristic attractiveness and for detecting the factors (economic, infrastructural, etc.) that most closely correlate with the real competitiveness level of the hotel business in the region.
The paper shows the results of an empirical study on the optimization of polymer waste supply chains based on the circular economy in Ukraine. The research shows that the main links in the activity should be harmonized for quality and quick optimization of polymer waste supply chains, including the processes of collecting, sorting, treatment, processing, and recycling of resources for maintaining the quality by total cost reduction. The research argues that the circular economy that stipulates the easy processing, recycling, disassembling, and restoring of products replaced the traditional linear model “take, produce, and throw out” that has dominated the economy by now. The study shows that the transformation of supply chains in production ecosystems forms competitive advantages at the enterprises that allow them to be more productive through efficient use of resources.
Мета. Мета статті полягає у формуванні економічних засад розвитку сільського «зеленого» (екологічного) туризму в процесі децентралізації влади як каталізатора розвитку місцевої економіки, виявлення причин і факторів, що сприяють чи гальмують його розвиток, обґрунтування фінансових механізмів стимулювання його розвитку. Методологія / методика / підхід. Методологічною основою дослідження для виокремлення економічної важливості сфери сільського «зеленого» (екологічного) туризму стали методи аналізу й синтезу інформації та діалектичний метод, а також метод економічного аналізу та статистичний метод. Дослідження ґрунтується на застосуванні кореляційно-регресійного аналізу залежності чисельності туристів, які обслуговуються туроператорами та турагентами, від ВВП держави, що припадає на душу населення. Для оцінювання якості побудованої лінійної регресійної моделі використано коефіцієнти кореляції та детермінації. Перевірку статистичної значущості моделі здійснено на основі критеріїв Фішера та Стьюдента. Результати. Подано авторське тлумачення терміна сільський «зелений» (екологічний) туризм як різновид туризму, що полягає в подорожах туристів до природних сільських, недоторканих людиною природоохоронних територій на основі раціонального природокористування з пізнавальною метою та для відпочинку, що відповідає концепції сталого розвитку. Проаналізовано стан сільського туризму за період 2012–2019 рр., а також стан туристичної активності на прикладі Рівненської області (2000–2019 рр.). Оригінальність / наукова новизна. Установлено залежність чисельності туристів, які обслуговуються туроператорами та турагентами, від ВВП держави, що припадає на душу населення. Уперше сформовано пріоритети розвитку сільського «зеленого» (екологічного) туризму, виявлено й узагальнено фактори позитивного й негативного впливу на прикладі конкретних дестинацій у процесі децентралізаційної реформи, обґрунтовано застосування етнофестивалів як інноваційної форми активізації туризму в межах регіональних ландшафтних парків та інших категорій природно-заповідного фонду. Удосконалено засади розвитку інклюзивного туризму. Подальшого розвитку набули засади формування стратегічного розвитку туризму на основі фактичних стратегій на загальнодержавному та місцевому рівнях. Практична цінність / значущість. Сформовано передумови вдосконалення природно-заповідного фонду як основи розвитку сільського «зеленого» (екологічного) туризму. Внесено пропозиції щодо вдосконалення «Стратегії розвитку туризму Зеленого шляху «Медове коло» на 2018–2022 роки» як важливої туристичної дестинації на основі нових туристичних продуктів. Окреслено переваги розвитку інклюзивного туризму.
The study examines the features of environmental disclosures in the management reports of medium and large enterprises of Ukraine for 2018-2019, as well as non-financial reports of leading global companies, highlights the positive aspects and problematic issues in terms of information content, provides recommendations to improve approaches to environmental disclosures and enhancement the quality and public confidence in the reports. The methodological basis of the study is Ukrainian regulatory framework and recommendations of non-governmental world organizations on environmental disclosures, comparative analysis, theoretical studies, and best practices. In the course of the research were collected and processed empirical data of 78 medium and large enterprises of 7 leading sectors of Ukraine's economy and data from some of the world's largest energy, mining, agricultural, transport, pharmaceutical, food, and construction companies. The conducted research confirms that the lack of mandatory indicators regarding disclosing environmental information and sanctions for non-provision and improper disclosure of data does not ensure transparency and comparability of reports. In order to monitor the environmental situation in Ukraine, it is recommended to disclose environmental information to all enterprises, regardless of their size; creation at the level of the regulator of a model report with the inclusion of a list of mandatory indicators of public importance and additional industry indicators; strengthening responsibility for improper information and incomplete disclosure and concealment of significant financial and non-financial environmental information; introduction of the statutory audit of management reports.
