The aim of this paper has been the achievement of the level of scientific knowledge on the subject of research in terms of establishment and analysis of economic effectiveness of state border governance in Lithuania in the context of increasing migration in European Union. The objective also has been to suggest the possible measures for improvement of state border management bearing in mind the migration perspectives. There is an unexpressed demand on migration (especially immigration) as an economic and social phenomenon to have some positive impact on the economy of target country. It's nevertheless true, that from political point of view the migration trends are usually being associated with the economic, social, security challenges in target countries. European Union countries which are the external borders of EU face with even more specific obstacles-the effective management of borders and necessity to bare costs of controlling migration flows. Therefore the effective use of economic and financial measures managing state borders is of the utmost importance reaching common goals of public security, stability, respect for European values and rule of law. The paper contains results of the analysis of international, regional and national legal acts and the secondary analysis of statistical data of European Union agencies and international organizations. The financial data of operational activities of Lithuanian State Border Guard Service is analysed, aiming to reveal the correlation between the effective management of state border control and financial support of the state and EU institutions.
The autonomy of the HEIs and its limits is an object of constant discussions and inquiries. The question that is also researched and accentuated is the relationship between the autonomy of HEIs and the accountability to the society according to certain criteria. The financing aspect of higher education is also one of the most problematic aspects in the system of higher education. None of the models applied for the financing of higher education and measures chosen in Lithuania was able to ensure the accessibility of studies, quality, nor could attract qualified pedagogical personnel. It is stated that insufficient financing of higher education has direct influence on other dimensions of higher education system. If the universities are not granted autonomy, they cannot be innovative and react effectively to social and economic changes, they are not able to correspond to social and economic needs of the state that cannot fulfil expectations of the students to achieve better quality of life. The aim of the paper is to analyse the impact of the financing method of higher education institutions chosen by the state on economic activities of the HEIs and their financial autonomy. In the first part of the paper the trends of the financing of the system of Lithuanian higher education are analysed. The second part of the paper analyses the impact of state financing on institutional autonomy of HEIs. The third part reveals the significance of financial autonomy of HEIs and its impact on the economics of higher education.
While algorithmic governance in the public sector can lead to increased efficiency and cost-effectiveness, the implementation of those digital innovations can also result in multiple forms of harm: data bias can lead to reinforcement of inequality, discrimination, and criminalization of already marginalized populations; lack of accountability and transparency in decision-making can lead to injustices; societal trust and the legitimacy of public sector institutions may suffer; privacy and fundamental human rights may be threatened, ethical standards challenged. Digital transformation, leading to algorithmic governance, may be challenged in times of crisis, such as the recent pandemic outbreak, as new technologies in public sector institutions and forms of data-driven surveillance and intrusive monitoring are introduced in the name of public security and social need. This research focuses in affirming the assumption that the effective management in the public sector, first of all, is determined by the ability of this sector to transform the perception of the services delivered; secondly, it requires strategic actions to enable the systemic and coherent digital transformation of the public sector; and lastly, the new strategies of human resources management in the public sector should be considered. The focus is concentrated on understanding how the implementation of digital tools to the public sector and public services correlate with algorithmic governance concept and what impact digitization has on the effectiveness of management in the public sector.
In the past few years the use of unmanned aerial vehicles in Lithuania has significantly increased. However, enjoying the advantages of this technology, which improves society’s socio-economical safety (public safety in a broad sense), raises some privacy concerns. This article analyses European Union and national legal regulations regarding the use of unmanned aerial vehicles as well as legal tools for defence of the right to privacy or prevention from its breaches in the Republic of Lithuania. Unmanned aerial vehicles have become popular only recently; thus, legislation regarding their use has not yet become a common topic among lawyers. Furthermore, case law of the Republic of Lithuania is silent about it. Thus, the authors model a situation of breach of privacy using an unmanned aerial vehicle and analyse possible defence mechanisms.
