The integration of Ukraine into the European community creates the necessity to carry out scientific research regarding the reformation of public management systems and to introduce principles of state management to management systems. The implementation of administrative reform and the realization of innovative systems of local self-government with elements of state management at local level will foster good conditions for intellectual, professional, and spiritual development in all individuals, and should become a state priority. Therefore, the peculiarities of state management of the educational system at the local level under conditions of education modernization, identification, and the prevention of negative aspects of this process are studied in this article. In regards to state management, the current state of the management system of educational establishments at local level is analyzed, and recommendations concerning changes to this system are proposed according to legislation. The rapid development of the information society is characterized by implementation of the concept of e-governance that faces a problem of forming an appropriate leadership potential. An idea of e-governance is not so much a technology of democratic governance, but is an initiative aimed at improving lives of ordinary citizens; therefore, its implementation is, of course, linked to leadership at all levels of the social system and public administration. The strategic direction of the State policy towards the process of implementing e-governance consists of formation of leadership potential of civil servants and officials, civil society and business. However, this prominent task of State policy remains insufficiently attended. The purpose of this article is determination of key areas of State policy for building the leadership potential of civil society, business sector and the institution of civil servants and officials in the event of the establishment of e-governance. The article recommends key directions for the development of regional management in the context of e-governance system that faces the problem of its leadership potential. Accordingly, strategic approaches to the management of organizational changes in public authorities related to the implementation of modern information and communication technologies of e-governance are defined in this article.
The article reveals the issues of interdependence of the development of human capital in public administration on the level of its provision by the state in the context of COVID-19. In a democratic, civil, postmodern society, one of the main tasks is the development of systems for managing the efficiency of human capital in the context of public administration, as a means of obtaining higher levels of labor productivity. Today we have to state that the achievement of this efficiency in the use of human resources can be better achieved by orienting the performance management system to promote the attraction of new human potential in public administration at all levels.
