The rapid development of the information society is characterized by implementation of the concept of e-governance that faces a problem of forming an appropriate leadership potential. An idea of e-governance is not so much a technology of democratic governance, but is an initiative aimed at improving lives of ordinary citizens; therefore, its implementation is, of course, linked to leadership at all levels of the social system and public administration. The strategic direction of the State policy towards the process of implementing e-governance consists of formation of leadership potential of civil servants and officials, civil society and business. However, this prominent task of State policy remains insufficiently attended. The purpose of this article is determination of key areas of State policy for building the leadership potential of civil society, business sector and the institution of civil servants and officials in the event of the establishment of e-governance. The article recommends key directions for the development of regional management in the context of e-governance system that faces the problem of its leadership potential. Accordingly, strategic approaches to the management of organizational changes in public authorities related to the implementation of modern information and communication technologies of e-governance are defined in this article.
It is a problem of a financial decentralization mechanism modelling to be considered in the paper. It introduces a methodical approach to the construction of models of financial decentralization assessment and analysis complex, that, basing on the methods of factor, canonical analysis, cluster analysis, development level method, Kohonen neural networks, panel data models, allows to create diagnostic classes of the financial decentralization level, choose an «etalon» model of development and assess the impact of the financial decentralization level on indicators of socioeconomic development of territories. The methodological approach proposed includes the following stages: classification of countries according to the level of socioeconomic development and competitiveness, the formation of a comparable research base; the formation of an indicators system and diagnostic classes of the level of financial decentralization; development of models for assessing the impact of financial decentralization on socioeconomic indicators of territories development. To build a set of models Statistica, R, Deductor Studio, EViews were used. The simulation results showed that a high level of financial decentralization is typical for countries with high level of economic development, where there is a high quality of the institutional environment and administrative decentralization, this leads to increase in the efficiency of the public sector operation and economic growth as consequence. Income decentralization is bounded to a stronger effect on economic growth than expenditure decentralization. The result of the strengthening of federalism aligning and tax autonomy is a slowdown in economic growth. Meanwhile, the negative effect of tax autonomy is stronger than the effect of aligning federalism. There is a gap between the growth rates of income and expenditure powers of budgets of different levels and the GDP growth rates in countries with a high level of competitiveness and socioeconomic development, that reduces the level of fiscal and debt security. Therefore, a promising area of research is assessing the systemic risk of financial policy and stability of the financial system to the impact of external «shocks».
In today's conditions of economic development, the assessment of the state of the financial potential of the enterprise becomes important, since it is the financial potential that allows us to determine the state of financial resources, business opportunities, competitive advantages and investment attractiveness, both at the regional and international levels. That is why the problems of research of methodical and practical aspects of management of financial potential of an enterprise, use of progressive methods of measurement and substantiation of strategic goals of enterprise management depending on the level of its financial potential become acute. The article is devoted to the analysis of the level of financial potential of the subjects of entrepreneurship and the identification of the main factors that have a significant impact on the level of financial potential of the enterprises of the machine-building industry in the Kharkiv region. The purpose of the article is to study the problems of investment attractiveness of business entities and to develop recommendations of the daily value of the level of financial potential of enterprises on the basis of a comprehensive assessment of financial and economic indicators of the enterprises of the machinebuilding industry in the Kharkiv region. During the analysis of the state of industry in the Kharkiv region, a negative tendency of changes in the corresponding indicators has become evident. the reason for the analysis and the selection of the set of indicators that carry the largest and the impact on the level of financial potential of the enterprises of the machine-building industry in the Kharkiv region and indicate the effectiveness (or inefficiency) of their activities. According to the results of the analysis of the financial and economic activity of the enterprises, the methodical approach to determining the level of financial potential of the enterprises of the machine-building industry of the Kharkiv region is proposed based on the positioning of the enterprise in the space of the developed matrix constructed based on the results of calculating the taxonomic index of the financial potential of the enterprise, which allows determining the level of financial potential and the implementation of the relevant recommendations on increasing the financial potential of the enterprise in. Recommendations on determining the level of financial potential of enterprises are formed on the basis of financial and economic indicators of activity of enterprises of the machine-building industry of Kharkiv region.
The paper focuses on an energy-service sector and its value to the economy of developed countries. The processes of formation of energy service in Russia and the problems that accompany this type of economic activity are analysed. The subjects of the research are methods, forms, and tools of government regulation in the energy-service sector. The purposes of the research are an explanation of the regulatory mechanisms and influence of the government in the energy-service sector. We evaluated efficacy of the regulatory impact of legal regulations (national and international) on the implementation of the Russian government's energy strategy and government policy in the sphere of energy conservation and increasing energy efficiency. We used economic analysis of law and individual institutions and comparative-legal method. We established correlation of economic and legal concepts for energy conservation, energy efficiency, and energy services. The characteristics of energy services as a business activity from perspectives of the target object, the legal status of participants, sources of legal regulation were justified. The paper draws conclusions about future trends in the development of government regulation for the energy-service sector (medium term), the prospects for the development of a special (energy) legislation, the possibility and advisability of borrowing positive foreign experience of the regulatory influence of the government in the energy-service sector. Progressive norms of national and foreign laws and business practices of implementation energy-service contracts were evaluated. Conclusions can be used in domestic law-making practices and legislative initiatives of various subjects of law making. Generalizations of contractual practices and recommendations for the use of legal structures in the energy-service sector could be of interest to entrepreneurs. The significance of the research derives from the need for strengthening of government regulation in the energy-service sector, the effectiveness of the use of certain legal forms, methods and tools for these purposes.
