In today's conditions of economic development, the assessment of the state of the financial potential of the enterprise becomes important, since it is the financial potential that allows us to determine the state of financial resources, business opportunities, competitive advantages and investment attractiveness, both at the regional and international levels. That is why the problems of research of methodical and practical aspects of management of financial potential of an enterprise, use of progressive methods of measurement and substantiation of strategic goals of enterprise management depending on the level of its financial potential become acute. The article is devoted to the analysis of the level of financial potential of the subjects of entrepreneurship and the identification of the main factors that have a significant impact on the level of financial potential of the enterprises of the machine-building industry in the Kharkiv region. The purpose of the article is to study the problems of investment attractiveness of business entities and to develop recommendations of the daily value of the level of financial potential of enterprises on the basis of a comprehensive assessment of financial and economic indicators of the enterprises of the machinebuilding industry in the Kharkiv region. During the analysis of the state of industry in the Kharkiv region, a negative tendency of changes in the corresponding indicators has become evident. the reason for the analysis and the selection of the set of indicators that carry the largest and the impact on the level of financial potential of the enterprises of the machine-building industry in the Kharkiv region and indicate the effectiveness (or inefficiency) of their activities. According to the results of the analysis of the financial and economic activity of the enterprises, the methodical approach to determining the level of financial potential of the enterprises of the machine-building industry of the Kharkiv region is proposed based on the positioning of the enterprise in the space of the developed matrix constructed based on the results of calculating the taxonomic index of the financial potential of the enterprise, which allows determining the level of financial potential and the implementation of the relevant recommendations on increasing the financial potential of the enterprise in. Recommendations on determining the level of financial potential of enterprises are formed on the basis of financial and economic indicators of activity of enterprises of the machine-building industry of Kharkiv region.

The article examines the development of public management in the process of establishing e-democracy and e-governance in Ukraine, which will contribute to the achievement of key goals of sustainable development of the region in the 21st century, with a revolutionary breakthrough in human resources development. The main purpose of the study is to influence the formation of leadership qualities in the subjects and objects of innovative management in the context of public administration and e-democracy as a key communicative problem of e-government. The systematization of literary sources and approaches to solving this problem shows that the scientific discourse has not yet touched upon the sphere of e-government. The urgency of developing the human resources leadership potential is driven by the rapid progress of universal globalization, which is based primarily on marketing and innovation management in public administration. The logical sequence of the research involves the analysis of the practical achievements of the progressive countries of the world in the field of e-governance and the study of the innovative role of managers in public administration; identifying the benefits of e-democracy; generalization of the sociology of leadership in the context of information society formation and competence of public administration managers; research of elite component of public management and definition of strategic guidelines of the state policy on formation of the information society in Ukraine. The research confirms and theoretically proves that human resource development is key in innovation processes. The pragmatic results of this study should contribute to the intensification of the introduction of e-democracy and e-governance in the field of public administration, thanks to the development of leadership potential of all participants in this process, even in the architectural conditions of modern Ukraine.
The article analyzes and evaluates the current financial and economic state of the machine-building industry and the influence of external and internal factors on their functioning. It is determined that the conditions of the national economy require domestic enterprises to react quickly and adapt to changes in market relations, to be financially stable, independent and competitive business entities. To meet these requirements, an enterprise must have sufficient financial resources. In the conditions of limited financial resources, rising cost of borrowed funds, inflationary processes, unstable prices for raw materials and components, the main task of domestic production enterprises is to increase the efficiency of activity by increasing their own financial resources and attracting additional resources from external sources of financing. But continuous and sustainable operation of the enterprise is possible due to the rational management of the available financial resources. On the basis of the conducted research, the mechanism of the process of managing the financial resources of the enterprise is proposed, which takes into account the system of goals, the system of plans and the influence of the external and internal environment of the enterprise.
