Community Based Organizations are one of the non-governmental organizations involved in the development of local communities as the main actors. Local communities as local based non-commercial organizations that work on instruments for groups, for people to convey public interests, and for those that related to members to improve and stabilize their lives. Participation is considered an important role as a part of human growth. The main objective of this research is to construct a model for the implementation of public services that involves the participation of local communities so that they are efficient and help local communities obtain fair and non-supportive services. This model tries to solve complex problems in the implementation of Service Public Accountability Performance by involving all stakeholders by using resources so it runs effectively and efficiently. Based on the results of the pattern matching technique and time series showing the implementation of land needs the help of the local community. The local community in this study is Karang Taruna, this community is in an urban village area. As a local community, it will be very easy to organize the community. Karang Taruna also provides facilities for poor communities or beneficiary families for local governments to obtain social justice services.
This paper aims to exploit e-government effectiveness from the perspective of users by focusing on online-based business licensing services in Bandung City. This paper also aims to develop the E-government Citizen Satisfaction Framework proposed by Sigwejo and Pather (2016). The method used is a qualitative method in e-government research. The results show that there is a gap between the services provided and community expectations. Online-based business licensing services in Bandung City have not been fully effective and also have not fully given the benefits since licensing is still one of the obstacles in conducting business in Bandung City. The main findings in this paper are the three themes as a development of the e-government effectiveness model, namely users’ e-readiness, multi-channel delivery of e-government services, and the net impact. The implication of the main findings is that the integration of online services and offline services is required in accordance with the mapping of users’ e-readiness.
MSME actors need to pay attention to internal factors, namely entrepreneurial competence and entrepreneurial motivation as the strengths of MSMEs to achieve business success. The purpose of this study is to test the variable of entrepreneurial competence on business success through entrepreneurial motivation as an intervening variable to influence entrepreneurial competence on business success. The method used in this research is descriptive quantitative. Where the technique in collecting data by spreading questionnaires through google form as many as 120 respondents as culinary MSME actors in Serang Banten City. Then the collected data is processed using the SmartPLS 3.0 application. The results revealed that entrepreneurial competence, especially in indicators of having a target time, being committed to entrepreneurship, and daring to take risks has the greatest value on the entrepreneurial competency variable because it has a good impact on business success and entrepreneurial motivation. Some indicators that do not contribute to the variables of entrepreneurial motivation are indicators of family traditions and job loss. On the other hand, the variable of entrepreneurial motivation as an intervening variable between entrepreneurial competence and business success indirectly does not have a positional and significant impact on business success.
Corruption crimes always turn out to be more neat and difficult to reveal, thus demanding changes in the system that capable of eradicating corruption to its roots. And one of the changes is the implementation of a reversed burden of proof system that makes it easier for prosecutors to reveal the criminal elements in a corruption case. Even though it has been included in positive law, in practice this proof is not fully applied and there are still obstacles in its application. This study seeks to answer in what cases this reverse burden of proof is applied and what are the obstacles in its application. This research concludes that the reversal burden of proof system in Indonesia is applied only to criminal acts of gratification whose nominal value is above Rp. 10 million and is used to confiscate the property of the defendant who has not been charged by the prosecutor. Meanwhile, the obstacles to implementing a system of reversal burden of proof are 1) the existence of a judicial mafia, 2) a legal culture that has not yet adapted to the new system, and 3) reverse burden of proof is not clearly regulated in Indonesian law. Abstrak Kejahatan korupsi selalu berubah menjadi lebih rapih dan sulit diungkap sehingga menuntut adanya perubahan sistem yang mampu untuk memberantas korupsi sampai keakarnya. Dan salah satu perubahan itu adalah dengan penerapan sistem beban pembuktian terbalik yang memudahkan jaksa untuk mengungkap unsur pidana dalam sebuah kasus korupsi. Meskipun sudah dicantumkan didalam hukum positif, namun dalam praktiknya pembuktian ini tidak diterapkan secara menyeluruh serta masih ada hambatan dalam penerapannya. Penelitian ini berupaya menjawab dalam kasus apa saja beban pembuktian terbalik ini diterapkan serta apa saja hambatan dalam penerapannya. Penelitian ini menyimpulkan sistem beban pembuktian terbalik di Indonesia dilaksanakan hanya pada tindak pidana gratifikasi yang nominalnya diatas Rp 10 juta serta digunakan untuk perampasan harta terdakwa yang belum didakwakan jaksa. Sedangkan hambatan penerapan sistem beban pembuktian terbalik yaitu 1) adanya mafia peradilan, 2) budaya hukum yang belum beradaptasi dengan sistem baru, dan 3) pembuktian terbalik tidak diatur secara jelas dalam undang-undang.
This study will discuss the voting behavior of the Betawi Rempug Forum in the 2019 Indonesian Presidential Election. Studies on voter behavior will never stop as long as Indonesia still adheres to a democratic system, as has happened in the Betawi Rempug Forum (FBR) community organization. FBR is a Betawi community organization which in the presidential election changed its political support for Pak Joko Widodo, while during the 2017 DKI Jakarta governor election, they supported the candidate pair for Governor Anies-Sandi. This is what makes a lot of polemics in the community, even every head of the winning team has an argument with each other regarding this. Therefore, it is important to look at the voting behavior of the Betawi Rembug Forum (FBR) in the 2019 Presidential Election. By using the theory of voter behavior and combining it with qualitative research methods with the type of case study research, it is hoped that this study can be a separate contribution. for the study of social science and political science in Indonesia.
