The Education Reform Act of 1988 has had major implications for educational provision in England and Wales and subsequent legislation in 1993 has reinforced weak forms of parental choice which began with legislation in the 1980s. The legislative changes of the 1980s have given a prominent role for publishing non-adjusted tables of examination performance at school level both for accountability purposes and to aid parental choices. The present paper draws on previous research and case studies for school catchments in South Wales to bring census data much closer to school level data, producing a much closer fit of performance results to social indicators at aggregate scales. The results at these levels point to the need to bring together those agencies holding pupil-level data and agencies which hold school level data to allow multi-level approaches to contextualizing school performance results. Cet article puise dans des recherches et des cas d'etudes anterieurs relatifs aux secteurs de recrutement scolaire aux Pays de Galles du sud afin d'approcher plus etroitement les donnees provenant du recensement de la population des donnees rassemblees sur le plan des ecoles. Cela permet une correlation plus etroite entre la reussite scolaire et les clignotants sociaux aux niveaux globaux. A de tels niveaux, les resultats laissent voir qu'il faut reunir les agences qui ont des donnees sur les eleves et celles qui ont des donnees sur les ecoles afin de faciliter des facons a plusieurs niveaux de relativiser la reussite scolaire. This article contends that over a long period of time there was growing support for a student loan scheme. In the event, the Thatcher Government adopted proposals which failed to consolidate that emerging consensus. What was it about the Government's legislation that achieved this political own goal? How can such politically maladroit behaviour be explained? What elements should the legislation have contained if the consensus were to be firmed up and enhanced? These are the key questions which we attempt to answer in this article.
In July 2019, the New York State legislature signed the Climate Leadership and Community Protection Act into law. The ambitious act sets targets to establish climate resiliency statewide through initiatives including reducing gas emissions, improving infrastructure, and providing job training. In response, several state senators have called for education reform to accordingly prepare the next generation for the climate crisis. We evaluate three climate education bills (S7341, S6837, and S6877) currently in committee in New York State. S7341, sponsored by Senator Andrew Gounardes and known as the Model Curriculum bill, proposes an environmental education curriculum for K-12 students. S6877, sponsored by Senator Rachel May and called the Regents Climate Amendment, makes recommendations to the Board of Regents on climate science in high school science classes. S6837, a Climate Education Grants Program sponsored by Senator Todd Kaminsky, provides support for teacher training and local climate resiliency projects. We examined these bills with respect to their effectiveness, administrative burden, and efficiency in the delivery of a climate education. We found the Model Curriculum bill to be the most effective way to educate and prepare students for the climate crisis. However, New York State must support educators with proper training and funding to provide quality climate education. We therefore recommend that the New York Senate pass the Model Curriculum bill and the Climate Education Grants Program.
