In this article we examine when and why secondary and tertiary states select a strategy that does not entail following the lead of the rising states. To address these questions we outline a simple model that examines systemic and sub-systemic (regional) constraints on and opportunities for secondary and tertiary states: how engaged in the region is the global hegemon, how many rising (and extra-regional) states are in the region, and which states are waxing and waning and by how much. These three characteristics create different opportunities for and constraints on secondary and tertiary states, which in turn influence the set of strategy choices of these states as they respond to the regional hegemon. Our model cannot account for the specific foreign policy strategies that secondary and tertiary states select. Such a model would require domestic and individual level variables. We leave it to the area specialists and experts in the following articles in the volume to introduce these variables and explain the specific strategies used. Instead, based on our model we can explain general tendencies toward accommodative strategies, resistance strategies and neutral strategies. It is important to note that secondary and tertiary states can use a mix of different strategies toward regional and global hegemons, such as resisting primary threats and accommodating secondary threats. Moreover, secondary and tertiary states are often engaged in multiple games -a strategy might appear to be costly and suboptimal at one level but reasonable and optimal at another level. Finally, in selecting a strategy secondary and tertiary states factor the systemic, subsystemic and domestic costs of the alternative strategies.
Structural realism, or neorealism, is a theory of international relations that says power is the most important factor in international relations. First outlined by Kenneth Waltz in his 1979 book Theory of International Politics, structural realism is subdivided into two factions: offensive realism and defensive realism. Structural realism holds that the nature of the international structure is defined by its ordering principle, anarchy, and by the distribution of capabilities (measured by the number of great powers within the international system). The anarchic ordering principle of the international structure is decentralized, meaning there is no formal central authority. On the one hand, offensive realism seeks power and influence to achieve security through domination and hegemony. On the other hand, defensive realism argues that the anarchical structure of the international system encourages states to maintain moderate and reserved policies to attain security. Defensive realism asserts that aggressive expansion as promoted by offensive realists upsets the tendency of states to conform to the balance of power theory, thereby decreasing the primary objective of the state, which they argue is ensuring its security. While defensive realism does not deny the reality of interstate conflict, nor that incentives for state expansion do exist, it contends that these incentives are sporadic rather than endemic. Defensive realism points towards “structural modifiers” such as the security dilemma and geography, and elite beliefs and perceptions to explain the outbreak of conflict.
The articles in this special issue examine the responses to the rise of new and emerging powers including Brazil, China, India and South Africa across different regions. Rather than focus on great powers and hegemons, the contributors address the contestation between regional powers, and secondary and tertiary states. The contributors address three questions: What are the drivers of different strategic responses? What are the different regional responses to shifts in the distribution of material capabilities? What is the influence of agency and structure in contested regional orders? To address these questions, different schools are employed including realism, institutionalism, and the English school to examine state characteristics, systemic, sub-systemic, domestic constraints and opportunities, the role of ideas and shared values, and different regional governance structures.This special issue proceeds from the observation that conflicts over the assertion or prevention of regional leadership will impact regional orders and the global order. The contributors are, therefore, interested in regional responses to the rise of new powers such as Brazil, China, India and South Africa. The leading regional role of these states can be based on their greater military or economic potential. In the same way, their legitimacy or representative function for a region might generate bargaining advantages.With the heavy emphasis on the great powers and hegemons, regional power and contestation of the secondary and tertiary states are understudied. The contributors to this special issue of International Politics examine the motives of the secondary and tertiary states to accept or contest the regional hegemon and its regional order. What regional, sub-systemic and domestic level strategies do secondary and tertiary states pursue in response to changes in the distribution of power and the new asymmetries, and why? Specifically, the contributors assess how to characterize different strategies
