Die Innovationsscheck-Programme (I-Scheck-Programme) sind auf KMU ausgerichtete Förderungen mit dem Ziel, diese Unternehmen an regelmäßige FEI-Aktivitäten heranzuführen (Verbreitern der FEI-Basis), den Wissenstransfer zwischen KMU und dem Wissenschaftssektor zu forcieren (Aktivieren von Wissenstransfer), die Effizienz und Effektivität von FEI-Vorhaben zu unterstützen und ihre Ergebnisse rascher zur Marktreife zu führen (Forcieren und Verbessern von FEI-Vorhaben). Sie richten sich dabei speziell an kleinere, bisher nicht regelmäßig innovierende Unternehmen, die kein eigenes F&E-Personal haben und daher auf den Wissenstransfer von Forschungseinrichtungen angewiesen sind. Abgewickelt werden die I-Scheck-Programme von der FFG im Rahmen eines speziell auf KMU zugeschnittenen Paketes von FTI-Fördermaßnahmen (KMU-Paket). Zwei I-Scheck-Formate werden angeboten: Der Innovationsscheck (I-Scheck) wurde 2007 gestartet und bietet eine max. Förderhöhe von € 5.000,-ohne Selbstbehalt bei einer Laufzeit von 12 Monaten. Anträge können jederzeit eingereicht werden. Der Innovationsscheck-plus (I-Scheck-plus) wurde im Juni 2011 gestartet, bietet eine max. Förderhöhe von € 10.000,-bei einem Selbstbehalt von 20% und einer Laufzeit von 12 Monaten. Anträge können auch hier jederzeit eingereicht werden. Aufgabenstellung und Methode der Evaluierung Im Zuge der vorliegenden Evaluierung sollte die Konzeption und Umsetzung der beiden I-Scheck-Programme analysiert und bewertet werden, wie weit sie ihre Ziele tatsächlich verfolgt haben. Es sollten Optimierungspotenziale aufgedeckt und Lernerfahrungen für die Weiterentwicklung genutzt werden. Am Ende stehen Empfehlungen durch das Projektteam zur Weiterführung und Weiterentwicklung der Programme. Um diese Aufgaben zu erfüllen, wurde ein Methoden-Mix eingesetzt. Neben der Analyse relevanter Dokumente hat das Projektteam die FFG-Monitoringdaten (Zeitraum: Programmstart bis 28.6.2016) ausgewertet, sowie vertiefende qualitative Erhebungen bei Unternehmen, Forschungseinrichtungen, Programmmanagement und den involvierten Ministerien durchgeführt (Interviews und Fokusgruppen). Erstmalig erfolgte auch eine Verschneidung der Daten zu den I-Scheck-Unternehmen mit der F&E-Erhebung der Statistik Austria. Darüber hinaus wurden weitere Daten erhoben, die im Projektplan ursprünglich nicht vorgesehen waren (z.B. Verschneidung der FFG-Monitoringdaten mit Branchendaten der Statistik Austria), weil dadurch die Qualität und Treffsicherheit der Evaluierungsergebnisse erhöht werden konnte. CC BY-SA convelop cooperative knowledge design gmbh 4 GIN-Zielsystem und Interventionslogik Im Zentrum von GIN steht die Internationalisierung von Start-ups und weiteren Stakeholdern des Start-up-Ökosystems sowie des Standortes Österreich mit einem spezifischen Fokus auf ausgewählte Zielländer in Asien. Dies soll zur verstärkten Partizipation an und Nutzung von Risikokapital sowie "Intellectual Capital" aus den Zielländern beitragen. Ohne GIN würde eine Internationalisierung dieser Art nicht stattfinden. Eine solche Internationalisierung ist mit zahlreichen Herausforderungen für die Stakeholder, insbesondere für Start-ups, verbunden und würde in dieser Weise ohne GIN nicht stattfinden. GIN adressiert zudem die Internationalisierung des gesamten Start-up-Standortes Österreichs, worauf private AkteurInnen nicht fokussieren. Offen bleibt, ob die aktuell definierten asiatischen Zielländer für diese Bestrebungen am geeignetsten sind, oder ob nicht andere Länder interessantere Effekte erzielen könnten. Die Evaluierung kann diese Frage nicht beantworten. Dazu fehlen Auftrag und Dotierung. Die Vielzahl an Zielen steht in einem Spannungsfeld mit einer klaren Ausrichtung auf nachhaltige Wirkungen. Hinsichtlich des Zielsystems zeigt sich, dass die Dokumente zur Initiative eine hohe Anzahl an Zielformulierungen mit breitem Fokus enthalten und sich keine einheitliche Zielhierarchie findet. Gleichsam steht die Vielfalt der Ziele in einem Spannungsverhältnis zu den verfügbaren Ressourcen personeller und finanzieller Natur. Darüber hinaus werden von den GIN-Stakeholdern die Ziele je nach den jeweiligen Aufgaben unterschiedlich priorisiert. Es wird empfohlen, das Zielsystem von GIN auf nachhaltige Wirkungen auszurichten. Diese entstehen dann, wenn Maßnahmen gesetzt werden, die anschließend zu Selbstläufern werden, sodass eine dauerhafte Verbesserung für das System erhalten bleibt. Die Ziele sollten daher reduziert werden und sich konzentrieren auf: das Schaffen eines interessanten "Dealflows" aus den Zielländern für Inkubatoren und Akzeleratoren in Österreich, die Bildung von Wirtschaftsbeziehungen (z.B. Lieferbeziehungen, FTI-Kooperationen) den Aufbau eines Netzwerks direkt verlinkter PartnerInnen (z.B. VC, Inkubatoren, MentorInnen) mit proaktivem Informations-und Leistungsaustausch zwischen den PartnerInnen. GIN-Maßnahmen zur Verfolgung der Ziele Die Schwerpunkte der GIN-Maßnahmen sind auf das Erzielen nachhaltiger Wirkungen ausgelegt. GIN setzt ein breites Maßnahmen-Portfolio ein, das sukzessive weiterentwickelt und erweitert wurde und das österreichische Start-up-Unterstützungssystem um Aktivitäten mit einem Fokus auf Asien ergänzt. Die Hauptarbeiten liegen auf den Internationalisierungsprogrammen goAsia und goAustria für nationale und internationale Start-ups inklusive der "individual"-Variante 1 , wo auch eine finanzielle Förderung (für Reise-und Unterkunftskosten, Betreuung durch MentorIn, Unterstützungleistungen für Co-Working-Spaces und Coaching) erfolgt.
