This study is aimed at analyzing the development of education financing policy in Indonesia with the necessity of Indonesia's people. The policy regarding to education financing has long been formulated in Indonesia. Nevertheless how about with its necessity with Indonesian people, it will be analysed trough this research. This research is using text analisis and it only analyzes the policy and law regarding to education financing based on the necessity of Indonesian people. Based on this research it was found that the regulation keeps growing in disruption era but it does not specifically regulate the existing problems in society.
The high expectation that Indonesian tertiary education graduates will be able to provide human resources is certainly a projection to face the demographic bonus in the future. Therefore, universities need to prepare the quality of their management. The TQM approach is a quality approach used in the internal quality assurance system of higher education institutions in Indonesia. The TQM approach is an approach that is oriented towards customer satisfaction and continuous improvement. In this system, universities prioritize continuous improvement and customer satisfaction. The estuary of this overall quality assurance lies in the implementation of a quality culture.
In the era of disruption characterized by the industrial revolution 4.0 and community 5.0, the need for quality is a must for society. Therefore, this also apply for Theological Seminary in Indonesia. It also has an obligation to implement a quality culture without exception. Any organization that cannot follow the stream can perish. This research will study on what factors that caused quality culture has not been implemented yet in Theological Seminary. After conducting interviews and observations of Theological Seminary staffs as well as a study of previous research on service culture at Theological Seminary. It was found that the management paradigm was the cause of the quality culture not being implemented.
