Abstrak Tenaga kesehatan (nakes) dalam penanganan pandemi Coronavirus Disease (COVID-19) menghadapi berbagai isu, seperti kekurangan Alat Pelindung Diri (APD), kelelahan fisik, tekanan psikososial karena stigmatisasi dan diskriminasi. Mengingat pentingnya peran nakes dalam sistem kesehatan, khususnya terkait penanganan COVID-19, penulisan ini bertujuan untuk menganalisis kebijakan perlindungan nakes pada saat pandemi COVID-19, dengan menelaah regulasi, jurnal terkait, media (elektronik) nasional dan internasional, serta data nakes yang menangani, terinfeksi, dan meninggal karena COVID-19. Segitiga kebijakan Waltz dan Gilson digunakan dalam menganalisis kebijakan. Kebijakan yang telah ditetapkan pemerintah pusat antara lain terkait dengan relaksasi kebijakan dalam memenuhi ketersediaan APD, insentif, penyediaan transportasi dan penginapan, telemedicine, kewajiban penggunaan masker, dan layanan psikososial berupa buku pedoman dan konseling online. Permasalahan yang ada terkait kebijakan tersebut seperti pengawasan kualitas APD donasi masih berada di level rumah sakit, insentif finansial untuk nakes hanya sampai tiga bulan, telemedicine menuai pro dan kontra dalam penegakan diagnosis penyakit, dan layanan psikososial berupa konseling online dan buku pedoman masih bersifat umum. Pemerintah perlu mengawasi ketersediaan APD yang berkualitas. Diperlukan insentif finansial yang berkelanjutan sampai wabah berakhir dan insentif non-finansial seperti memberlakukan paid sick leave, mengatur jumlah jam kerja yang tepat, serta menyediakan layanan psikososial yang ditujukan khusus untuk nakes dan meningkatkan penyebaran informasi layanan psikososial tersebut. Diperlukan pelatihan berkelanjutan dalam merespon wabah dan kerjasama multisektoral dalam pengembangan layanan kesehatan berbasis teknologi. Pemerintah perlu menghimpun data nasional nakes yang terinfeksi maupun meninggal. Pemakaian masker dan Perilaku Hidup Bersih dan Sehat (PHBS) harus menjadi budaya dikalangan masyarakat. Kata kunci : Kebijakan, Tenaga Kesehatan (Nakes), Coronavirus Disease 2019 (COVID-19) Abstract Health workers battling Coronavirus Disease (COVID-19) outbreak face various issues, such as lack of Personal Protective Equipment (PPE), physical fatigue, and psychosocial pressures. Considering the health workers’ significant role in the health system, this paper aims to analyse Indonesian government’s policies related to the protection of health workers during the COVID-19 outbreak, by examining regulations, related journals, national and international (electronic) media, and related data on health workers contracting the disease. Waltz and Gilson’s policy triangle was used for the policies analysis. Government’s policies related to the protection of health workers involve easing policies to meet PPE demands, providing financial incentives, providing online psychosocial services, transportation, and hotel, using telemedicine, and wearing masks in public spaces. Issues related to the policies include lack of quality monitoring for donated PPE, the financial incentives for health workers which are only for three months, and the use of telemedicine which is still debatable. We suggest that government needs to monitor the availability of high-quality PPE, arrange appropriate working hours for health workers, provides the financial incentives at least until the outbreak ends, as well as provides non-financial incentives, such as paid sick leave and psychosocial services specialy intended for health workers. Multisectoral cooperation to develop technology-based health services and continued training for health workers in responding the outbreak are needed. Government needs to collect and publish data on health worker infection rates and deaths nationally. It is also important to keep promoting the use of masks and good hygiene practices in the society. Abstrak Banyaknya peluang kerja dari luar negeri yang ditawarkan untuk perawat Indonesia perlu diimbangi dengan kejelasan informasi tentang tahapan penempatan perawat ke luar negeri. Tujuan penelitian ini untuk mengetahui tahapan sebelum penempatan sampai dengan penempatan ke negara tujuan beserta kendala yang dihadapi agar calon perawat yang akan bekerja ke luar negeri memiliki gambaran alurnya dan dapat mengantisipasi kendala yang mungkin timbul. Penelitian ini merupakan penelitian kualitatif. Informan adalah perwakilan Pelaksana Penempatan Tenaga Kerja Indonesia Swasta (PPTKIS) di Jakarta dan perawat di Jakarta, Jawa Barat dan Jawa Timur yang pernah bekerja pada fasilitas pelayanan kesehatan di luar negeri. Data dikumpulkan melalui wawancara mendalam dan analisis data dimulai dari telaah data, reduksi data, kategorisasi data dan menginterpretasikan data. Tahapan perawat bekerja ke luar negeri secara umum dimulai dari tahap pendaftaran, tes tertulis, tes wawancara, tes kesehatan, proses matching, tes kesehatan, pembekalan akhir pemberangkatan, dan penempatan di tempat kerja di luar negeri. Persyaratan administrasi dalam tahap pendaftaran bisa berubah/berbeda setiap tahun. Kendala yang dihadapi saat bekerja di luar negeri adalah culture shock, kurangnya kemampuan bahasa, dan rasa bosan. Sebaiknya lama pelatihan/pembekalan dikaji kembali, perawat perlu memaksimalkan proses matching dengan user untuk mendapatkan informasi gambaran pekerjaan, dan perlunya kejelasan komitmen dari perawat agar mereka bisa mengaktualisasikan diri untuk mengurangi rasa bosan. Kata kunci: Penempatan, tahapan, kendala, luar negeri, perawat Abstract The large number of overseas employment opportunities offered to Indonesian nurses needs to be balanced with clear information about the stages of placement nurses abroad. The purpose of this study is to determine the stages before placement until placement to the destination country along with the obstacles faced so that prospective nurses who will work abroad have a picture of the stages and can anticipate obstacles that may arise. This research is a qualitative research. The informants were Pelaksana Penempatan Tenaga Kerja Indonesia Swasta (PPTKIS) representatives in Jakarta and nurses in Jakarta, West Java and East Java who have worked in health service facilities abroad. Data is collected through in-depth interviews and data analysis starting from data examine, data reduction, data categorization and data interpretation. Stages of nurses working abroad generally start from the registration stage, written test, interview test, medical test, matching processes, medical test, final debriefing on departure, and placement in workplaces abroad. The administrative requirements in the registration stage can change/differ every year. The obstacles faced when working abroad are culture shock, lack of language skills, and feeling bored. It is recommended that the length of training/debriefing be reviewed, nurses need to maximize the matching process with the user to get job description information, and the need for clarity of commitment from nurses so that they can actualize themselves to reduce boredom. Abstrak Permasalahan ketidakmerataan tenaga kesehatan dalam jumlah dan jenis serta sebarannya masih dialami puskesmas di Indonesia. Upaya pemenuhan tenaga kesehatan yang dilakukan pemerintah melalui pengangkatan tenaga kesehatan non-PNS menyebabkan adanya berbagai status kepegawaian yang tidak sejalan dengan Undang-Undang Aparatur Sipil Negara. Tujuan penulisan ini untuk mengetahui jenis kepegawaian tenaga non-PNS dan menganalisis kebijakan terkait regulasi tenaga kesehatan non-PNS di puskesmas Indonesia. Kajian ini dilakukan dengan menelaah dokumen laporan hasil Rifaskes 2011 dan Risnakes tahun 2017 terkait status ketenagaan dan peraturan perundang-undangan. Hasil menunjukkan terjadinya peningkatan persentase tenaga kesehatan non-PNS yang signifikan dalam periode 2011 sampai dengan 2017. Persentase tenaga kesehatan non-PNS pada Rifaskes 2011 sebesar 25,74%, sedangkan hasil Risnakes 2017 sebesar 47,41%. Jenis kepegawaian tenaga kesehatan non-PNS di puskesmas antara lain tenaga sukarela, tenaga kontrak BLUD, tenaga PTT/honorer, tenaga Tugsus/NS, dan tenaga kontrak BOK. Kebijakan penempatan tenaga non-PNS mengikuti regulasi yang dikeluarkan kementerian teknis pada awal kebijakan tersebut dikeluarkan, kecuali untuk tenaga sukarela. Dengan keluarnya UU ASN dan PP nomor 49/20a18, regulasi yang mendasari kebijakan pengangkatan/ penempatan tenaga kesehatan non-PNS tidak disesuaikan (tidak sinkron) sehingga menimbulkan policy conflict/konflik kebijakan. Disarankan untuk dilakukan sinkronisasi/harmonisasi regulasi lintas kementerian dan pemerintah daerah yang mengatur ketenagaan non-PNS di bidang kesehatan. Perlunya perencanaan kebutuhan tenaga kesehatan berdasarkan analisis jabatan dan analisis beban kerja masing-masing puskesmas dengan mempertimbangkan jumlah pegawai non-PNS yang sudah bekerja dan lama mengabdi di puskesmas. Kata kunci: puskesmas, analisis,kebijakan, tenaga kesehatan, non-PNS Abstract The problem of inequality of health workers in the number and type and distribution is still experienced by public health centers in Indonesia. The government’s efforts to fulfill health workers through the appointment of non-PNS health workers have resulted in various employment statuses that are not in line with the State Civil Apparatus Law. The purpose of this paper is to determine the types of staffing for non-PNS health workers and to analyze policies related to the regulation of non-government employees in Indonesian Health Centers. This study examines the Rifaskes 2011 and Risnakes 2017 reports related to workforce status and laws and regulations. The result of the study shows that there has been a significant increase in the percentage of non-government employees from 2011 to 2017. The percentage of non-government employees in Rifaskes 2011 was 25,74%, while the results of the Risnakes 2017 were 47,41%. The types of staffing for non-government employees at the Health Center including volunteers, BLUD contract workers, PTT/honorary staff, Tugsus/NS personnel, and BOK contract workers. The policy for the appointment of non-government employees follows the regulation issued by the technical ministry at the beginning of the policy, except for volunteer workers. Following the issuance of the ASN Law and PP 49/2018, those underlying line ministries’ regulations are not adjusted which then causes policy conflicts. It is recommended to synchronize and harmonize among line ministries regulations as well as local government regulations about non-government employee health workers. Planning of health workers is needed based on a job analysis and workload analysis of each health center by taking into account the number of non-government employees who have worked and long served at the health centers. AbstrakPada zaman global ini, orang menganggap bahwa kemajuan ilmu farmasi berasal dari Barat. Padahal kemajuan yang dicapai Barat tersebut tidak lepas dari zaman sebelumnya, yakni dunia Islam. Para ilmuwan farmasi Muslim selain menguasai riset-riset ilmiah di bidang farmasi, mereka juga berhasil membuat komposisi, dosis, tata cara penggunaan, dan efek dari obat-obatan (baik obat sederhana maupun obat campuran). Masa kejayaan Islam merupakan masa di mana ilmu farmasi mencapai puncaknya. Tokoh-tokoh ilmu farmasi seperti Jabir bin Ibnu Hayyan, Ibnu Masawayh, Al-Kindi, Sabur Ibnu Sahl, AtTabari, Ar-Razi, Al-Zahrawi, Ibnu Sina, Al-Biruni, Al-Ghafiqi, Ibnu Zuhr, Ibnu Thufayl, Ibnu Rusyd, dan Ibnu Al-Baythar menjadi orang-orang di barisan terdepan bahkan beberapa karya mereka masih dijadikan rujukan dalam ilmu farmasi dan kedokteran hingga abad modern baik di negara Timur maupun di negara Barat.Kata kunci: Sejarah, farmasi Islam, hasil karya tokoh-tokoh farmasi Islam
