Este artigo examina os efeitos das reformas da política social no período Cardoso sobre as instituições do sistema de proteção social. Para isso, concentra-se em três grupos de programas: os universais, de saúde e educação; os de proteção ao trabalho e amparo no desemprego; e os programas de combate à pobreza. Estado ou mercado? Emprego e renda ou política social? Universalismo ou focalização? Consideram-se tais disjuntivas inadequadas para descrever o projeto e as medidas implementadas. O reforço dos programas públicos, universais e gratuitos, de saúde e educação conviveu com a introdução do sinal do mercado no campo do trabalho e com a orientação de focalizar no universal, para melhorar o impacto distributivo das políticas. Isso não alterou a orientação básica do sistema de proteção social. Entretanto, a ênfase nos programas de transferência monetária às famílias pobres, ocorrida ao final do segundo mandato, foi um desvio do projeto original do governo e uma mudança no sistema tradicional de proteção.
This paper examines the effects of the social policy reforms on the institutions of the system of social protection during Cardoso's government. In order to do this, it focuses on three groups of programs: the universal, health and education; those of labor protection and unemployment benefits; and the programs to eradicate poverty. State or market? Employment and income or social policy? Universalism or focus? Such disjunctives are considered inadequate to describe the project and the implemented measures. The reinforcement of universal and free public programs, of health and education, cohabited with the introduction of market signals in the work-field and with the instruction to focus on the universal so as to improve the distribution impact of the policies. This did not alter the basic directives of the social protection system. However, the emphasis on programs of monetary transference to impoverished families, that took place during the second term in office, was a detour from the original government project and a change in the traditional protection scheme
In the consolidation of the Southern Cone Common Market (MERCOSUR), IntroduçãoÉ trivial e recorrente a observação de que as polí-ticas sociais se encontram em estágio embrioná-rio nos processos constitutivos do MERCOSUL e isto é verdade, embora desde a metade dos anos 1990 tenham sido criadas, multiplicadas e fortalecidas no interior do sistema as instituições a elas dedicadas. Ora, é sabido que pelo menos as políticas de saúde e de educação integram o núcleo estratégico dos vários processos de integração regional, desde os primeiros momentos de mera unificação aduaneira, dadas as suas especiais relações com as questões de circulação de mão-de-obra e de produtos.Como entender então, no caso do MERCOSUL, o referido atraso e, ao mesmo tempo, o reconhecido avanço institucional registrado na agenda social da integração nos últimos anos? Atraso ou avanço estaria sendo medido em relação a quais metas ou objetivos? Os objetivos deste ensaio são principalmente metodológicos. Ele aponta princípios, parâmetros e um arcabouço analítico que consideramos interessante para os estudos de políticas sociais e de desenvolvimento na América Latina - particularmente, sobre as distintas estratégias de desenvolvimento e a evolução do Estado de Bem Estar Social na região. A América Latina está emergindo de um século de transformação - de uma economia tradicional agrária para uma urbano-industrial - em que os países assumiram diferentes trajetórias históricas. A transição conduzida pelo Estado seguiu duas estratégias sucessivas de desenvolvimento. Dos anos 1920 até a década de 1980, o desenvolvimentismo estatal assumiu, em geral com sucesso, o duplo desafio do progresso social e econômico. Nas duas últimas décadas do século, os estados latino-americanos adotaram as políticas do Consenso de Washington, que enfatizavam a importância das empresas no marco da globalização e beneficiavam aquelas poucas exitosas. Quais eram as características e funções do Estado de Bem Estar Social nas duas estratégias de desenvolvimento? O artigo sugere que, para reduzir as condições sociais e econômicas extremamente heterogêneas na região, é indispensável fixar os distintos pontos de partida e as diferentes trajetórias de desenvolvimento perseguidas por grupos de países em busca da modernidade. Sugere, também, que as duas estratégias de desenvolvimento, longe de anularem-se, constituem uma base para a emergência da próxima. Assim, o esgotamento da estratégia liberal abre caminho, não para o retorno à estratégia desenvolvimentista, mas, antes, para a emergência de outra, que irá estabelecer novas bases para o desenvolvimento, as políticas sociais e a democracia.
