An issue facing the manager of a small business is the use of cloud computing to meet the information technology (IT) needs of the firm. These businesses typically have limited in-house IT capabilities and often outsource much of their IT. This paper discusses this rapidly evolving technology and provides a framework for businesses to decide on harnessing the power of cloud computing. It recommends the appropriate decision based on the way in which IT is currently used in the enterprise and future needs to meet competitive challenges. The potential cost savings, technology insurance from cloud computing, and security risks are discussed and factored into the decision.

A major restriction on the use of decision analysis in practice is the frequent difficulty of detamining a decision maker's multiattribute utility function. The assessment process can be compla and tedious and generally involves: (1) identifying relevant independence conditions, (2) assessing conditional utility functions, (3) assessing scaling constants, and (4) checking for consistcnq. Some of the assessment and modding complexities e n c o u n d include an assessor's inability to respond in a quantitatively meaningful and consistent way to hypothetical gambles and an analyst's problem in selecting an appropriate functional form that acculatdy charaaenzes * the conditional utility assessments A simplifd proccdurc that mitigates these difficulties is proposed. This procedure facilitates the determination of scaling constants by obtaining (via mathematical programming) a multiattributed measurable value function which is converted to a multiattributed utility function. As mentioned in part I of our research, the shortage of nurses in the United States remains a persistent problem. Faced with this reality, nursing programs in colleges and universities continue to struggle to expand enrollment levels to meet the spiraling demand. In this part II of our research, we used another familiar tool in strategic management, stakeholder analysis, as one of the steps to discover ways to capitalize on stakeholder relations in a way that draws more students to the profession of nursing. As was the case in part I of our 2-part research, in a 2-round modified Delphi survey, chief administrators of schools of nursing identify those groups who are most influenced by schools of nursing and those groups who have the most influence over schools of nursing.

This research uses familiar tools in strategic management: the strengths, weaknesses, opportunities, and threats (SWOT) analysis and stakeholder analysis as initial steps to draw more students to the profession of nursing. In a 2-round modified Delphi survey, chief administrators of schools of nursing identify the main SWOT of schools of nursing and the important internal and external stakeholders that influence nursing school success. The authors of the research suggest ways to use that knowledge to increase the enrollment level of nursing students. Part I of this research focuses on the SWOT analyses.
