The study investigates the effect of generic strategic choices and management control systems (MCS) on the organizational performance of large and medium-sized companies located in Espírito Santo, using Contingency Theory as the theoretical framework. It is a quantitative study, using a survey as the data collection technique. 73 questionnaires were validated, after being completed by those responsible for the controlling or related area of these enterprises over the period between February and April of 2014. The data analysis was performed using the structural equations modeling technique. The main results indicate that: (i) competitive forces shape the strategy adopted by the organizations surveyed, however, contrary to what the literature predicts, those companies that operate in more competitive environments choose a strategy of cost leadership instead of differentiation; (ii) the design and use of the MCS is influenced by the strategy chosen, and the use of contemporary management practices is associated with a differentiation strategy; (iii) strategic choices and the MCS have a positive impact on organizational performance. In addition, those companies that combine differentiation strategy with contemporary management practices perform better than the other companies analyzed.
RESUMOO princípio da controlabilidade prevê que os gestores deveriam ser avaliados com base em fatores controlá-veis. Consequentemente, os incentivos gerenciais estariam relacionados a práticas de contabilidade gerencial capazes de evitar que os gestores sejam responsabilizados por resultados financeiros além do controle gerencial, tais como análise por centro de responsabilidade, custo padrão, preço de transferência, orçamento e avaliação de desempenho. Este artigo desenvolve um estudo de campo para investigar se há relação entre a presença de incentivos gerenciais e as práticas de contabilidade gerencial associadas ao princípio da controlabilidade. Entrevistas in loco foram realizadas para a coleta de dados em nível organizacional e testes estatísticos não paramétricos foram utilizados para a análise dos dados. Entre as práticas de contabilidade gerencial examinadas, os resultados sugerem que apenas orça-mento anual, análise por centro de responsabilidade e avaliação de desempenho estão associados à presença de sistemas de incentivos nas empresas entrevistadas. Abstract The controllability principle posits that managers should be evaluated based on controllable factors. Consequently, managerial incentives might be related to managerial accounting practices able to avoid that managers will be accountable for financial results beyond management control, such as analysis by responsibility center, standard-cost, transfer pricing, budgeting and performance evaluation. This paper develops a field research to investigate whether there is a relation between the presence of managerial incentives and managerial accounting practices associated with the controllability principle. On-site interviews were conducted to collect data at the organizational level and nonparametric statistical tests were used for data analysis. Among the managerial accounting practices examined, the results suggest that only the annual budget, analysis by responsibility center and performance evaluation are associated with the presence of incentive systems in the sampled firms.
Resumo O modelo de gestão pública adotado pelo Estado de Minas Gerais, conhecido como Choque de Gestão, foi implementado utilizando-se de um instrumento de pactuação de resultados, denominado Acordo de Resultados, que prevê possíveis recompensas para o alcance das metas pactuadas. Considerando o Acordo de Resultados e a premissa de que os agentes fazem ajustes ou mudanças nos indicadores de desempenho nele contidos para adequar interesses distintos daqueles inicialmente almejados, esta pesquisa buscou identificar os fatores organizacionais e ambientais que influenciam as alterações dos indicadores de desempenho na estrutura gerencial do governo mineiro, à luz da teoria de agência e da teoria da contingência. Para alcançar o objetivo proposto, realizou-se um estudo de caso contendo abordagem qualitativa, utilizando-se de análise documental, questionário e entrevistas semiestruturadas para a coleta de dados. As entrevistas realizadas foram analisadas por meio de análise de conteúdo. Os resultados encontrados evidenciam que as ferramentas gerenciais aportadas no Choque de Gestão apresentam-se insuficientes para blindar a estrutura gerencial do modelo de gestão diante de algumas pressões identificadas com base nas teorias citadas, desvirtuando o modelo inicialmente proposto e promovendo alterações nos indicadores.
O principal objetivo deste trabalho foi buscar evidências empíricas quanto à relação do conservadorismo contábil com os conflitos sobre as políticas de dividendos entre acionistas minoritários e controladores nas companhias abertas listadas na Bovespa, compreendendo o período de 1995 a 2006. Os dados foram coletados no software Economática. Para o teste das hipóteses, usou-se regressão com dados em painel utilizando como proxies para conservadorismo contábil a medida baseada em accruals utilizada por Givoly e Hayn (2000) e a baseada no book-to-market proposta por Beaver e Ryan (2000). Os resultados encontrados corroboram os achados por Ahmed et al. (2002), indicando que há relação entre o conservadorismo contábil e os conflitos sobre as políticas de dividendos entre acionistas nas empresas da amostra. Porém, não é possível afirmar sobre tal relação quando a métrica de conservadorismo baseada em book-to-market é utilizada.
