Perception of organizational politics (POP) is usually associated with counterproductive factors. The reason for this stigma is that generally when employees perceive selfinterest actions or backstage manoeuvres, they identify obstacles to their careers. On the other hand, the concept work engagement represents physical, cognitive and emotional factors from its dimensions (vigor, dedication and absorption) that can connect employees to their jobs. This study aimed to investigate the relationship between the dimensions of work engagement and perceptions of organizational politics in a public institution. Data were collected from 847 employees of a public educational institution, followed by a hierarchical cluster analysis to characterize groups with high and low work engagement scores. Multiple linear regressions were performed for each cluster. It was found that in the low engagement group, the three constructs' dimensions were negatively related to POP. In the high engagement group there was no negative relationship between those two concepts, but a positive association between dedication and perception of politics was found. The results show evidence that highly engaged civil servants do not identify politics as an obstacle to their career development. The study also suggests that POP level is high in public educational institutions.
RESUMO Contexto normalmente ligados aos centros de poder e tomada de decisão, os gestores encontram-se mais próximos aos efeitos da Percepção de Política nas Organizações, um fenômeno considerado contraproducente, porém inerente à própria existência das instituições. Objetivo este estudo investiga como gestores de diversas empresas, com diferentes níveis de Engajamento no Trabalho encaram a presença de comportamentos políticos em suas organizações. Método dados de uma survey com 1498 gestores foram submetidos a análise de clusters; regressões múltiplas lineares e não lineares subsidiaram testes de hipóteses. Resultados na maioria dos casos analisados, a resiliência, o envolvimento e a concentração mitigaram a percepção de comportamentos políticos na organização. Entretanto, constatou-se uma quebra de paradigma entre os altamente engajados: o Engajamento impactou no aumento da Percepção de Política. Conclusões Engajamento no Trabalho e Percepção de Política na Organização relacionam-se de forma curvilínea, indicando que não são necessariamente antagônicos. O estudo indica que gestores emocionalmente e cognitivamente estruturados tendem a aumentar seu engajamento mesmo diante de uma elevada percepção de um ambiente político, revelando uma perspectiva positiva às práticas de gestão: fomentar um maior entendimento e conexão com o ambiente organizacional possivelmente trará resultados mais eficazes do que tentativas de coibir ou negligenciar os comportamentos políticos.Classificação JEL: D72, G32, C2.
O presente estudo é baseado na teoria do Marketing Interno (MI) e sua aplicação por meio da Orientação para o Mercado Interno (OMI) no contexto do serviço público. O objetivo é identificar quais fatores da OMI afetam a satisfação dos servidores de uma instituição de ensino pública de forma a contribuir com as políticas públicas. Trata-se de um estudo descritivo, com corte transversal e abordagem quantitativa. A investigação empírica ocorreu a partir de um questionário estruturado com base no modelo de Gounaris (2006), respondido por 405 servidores da instituição de ensino estudada. Os resultados obtidos apresentaram que o serviço público tem baixa orientação para o mercado interno, mostrando que satisfação no trabalho e OMI são conceitos inter-relacionados, mas que, para o serviço público, existem outras variáveis que impactam na satisfação, porém não estão contempladas no modelo. Dos 10 fatores testados, apenas os seguintes mostraram-se significativos para satisfação do servidor: Comunicação interna com os colaboradores; Comunicação interna entre gerentes e Atenção aos grupos com necessidades comuns.

O instrumento visa captar comportamentos políticos envolvendo ações em benefício próprio e manobras de bastidores. A versão para o português passou por sucessivas traduções, visando equilibrar aspectos semânticos, culturais e conceituais. As amostras foram provenientes do setor público (N=137) e do setor privado (N=122). A validade de construto foi verificada por Análise Fatorial, com uso da técnica dos eixos-principais e Análise Fatorial Confirmatória. A escala adaptada mostrou-se de fácil entendimento e com estrutura e características psicométricas confiáveis para futuras aplicações nos dois segmentos pesquisados. A estatística descritiva apontou escores de PPO elevados em relação às investigações internacionais, além de uma presença mais acentuada no setor público. O produto desta pesquisa contribui academicamente com a disponibilização de um instrumento de medida para um cenário que, apesar de ser historicamente descrito como político, carece de abordagens quantitativas voltadas à política nas organizações. Como contribuição prática, a escala pode auxiliar em diagnósticos e ações gerenciais que considerem minimizar os efeitos negativos que a PPO traz ao mundo laboral.
