ResumoEste artigo analisa -com base na revisão da literatura existente e por meio da análise de dados secundários, realizando uma análise histórica desde a Colonização Portuguesa -as etapas de desenvolvimento da Região Amazônica e sua associação com a prática do desmatamento, destacando as políticas públicas que fomentaram o desenvolvimento da região e o atual avanço de sistemas produtivos orientados pelo estímulo econômico. Demonstra-se que o desenvolvimento populacional e econômico da Amazônia, citados como as principais causas do desmatamento e estimulados, em boa parte, por políticas econômicas, é um processo desuniforme no tempo e no espaço, gerando o desmatamento desigual entre os estados que compõem essa região e dentro de cada estado.Palavras-chave: Amazônia; Desenvolvimento; Políticas de desenvolvimento; Causas do desmatamento. The unequal deforestation in the Amazonian Region: its evolution, causes and consequences on the welfare The thesis analysis Amazonian Region's deforestation, highlighting its unequal evolution among the Amazonian states and points out its causes as well as evaluates the impacts on welfare if the deforestation is reduced. The thesis is organized in three articles following the nonconversional form allowed by "Luiz de Queiroz" College of Agriculture. The first article, Amazonian region's Ocupation Process and its deforestation-basing on the literature review and on published dataset and following the time chronology of the events since the Portuguese colonization-analyzes the stages of Amazonian region development and its consequent deforestation, highlighting the policies addressing to foster the Amazon's development and the current stage of economic activities. The population growth and the economic activities, pointed out as the main causes of the Amazonian deforestation and stimulated by economic policies, have been unequally developed inside the Amazonian region, generating the unequal deforestation process among the Amazonian states and inside each state. The second article, Recent Determinants of Legal Amazonian Region's Deforestation, evaluates, by using econometric procedures, the causes of deforestation normally emphasized by the literature and considering the time period from 2000 to 2004. The analysis is conducted for the entire Amazonian region and for each of its nine states and using municipal dataset. All explanatory variables except roundwood extraction and expenses in agriculture showed statistically significant to explain deforestation in the entire Amazonian Region. However, the same does not take place for each Amazonian state, what explains the unequal deforestation among them. By the end, the paper suggests some policies to restrain deforestation. The third article, The Analysis of Relationship Between Deforestation and Population Welfare in the Legal Amazonian Region, examines the empirical relationship between Amazonian rainforest deforestation and local population welfare, measuring the impact on welfare if the deforestation area is reduced. A Municipal Human Development Index-IDH-M was used to measure welfare. Using 1995 Agriculture Census dataset, a Cobb-Douglas production function was estimated considering three production inputs: capital, land and labor. Applying a nonlinear programming method on the results came from the production function, the impacts of land constraints on agriculture and agribusiness incomes could be calculated, generating a new value of income for each Amazonian state. Combining the new values of income with education and life indexes, a new IDM-H was estimated for some Amazonian states. The results point out IDM-H has small reductions, despite of significant reductions on some states' income, if some restrains were established on arable land use.
Resumo: As décadas de 1970 e 1980 do século passado viram o surgimento de uma onda de pensamento sobre Administração Pública voltado ao rompimento com a burocracia clássica e aproximação com conceitos da iniciativa privada, como uma resposta ao cenário de crise instalado em diversos países. Deste movimento surgiu o New Public Management, que influenciou largamente as reformas estruturais do Estado implementadas no Brasil durante os anos 1990. Destas reformas pretendeu-se consolidar um Estado que teria a eficiência como um de seus princípios fundamentais. Por outro lado, o movimento da reforma gerencial no Estado brasileiro também aproximou as organizações públicas dos modelos de management atualmente adotados pelas empresas capitalistas, como é o caso dos modelos de gestão estratégica. Dentre estes, certamente o Balanced Scorecard é um dos mais notórios, justamente por configurar-se como uma ferramenta de mensuração de desempenho capaz de dar conta das diferentes dimensões da atividade estatal que a tornam distinta do setor privado. Neste sentido, o Balanced Scorecard permite não apenas a mensuração do desempenho do Estado, mas também auxilia na elaboração e implementação de sua estratégia. Diante de tal contexto, o presente trabalho buscou, por meio de um estudo de caso na Receita Federal do Brasil, compreender como ocorre a Administração Estratégica no poder público federal brasileiro diante da combinação entre os preceitos do New Public Management e do Balanced Scorecard. This new thought had the intention to break away from the bureaucracy theory. Therefore, it searched for a close connection with the concepts that concern the private sector. These actions were a response to a crisis scenario that was settled in several countries. As a consequence of this, the New Public Management popped up, and it greatly influenced the State's structural reforms that were implemented in Brazil during 1990s. These reforms intended to consolidate a State that would have efficiency as one of its fundamental principles. Besides that, the movement of managerial reform in the Brazilian State also connected the public organizations with the management models that are currently adopted by capitalist enterprises, as, for example, the strategic management models. Among these, the Balanced Scorecard is certainly one of the most notorious, since it is a performance measurement tool that is capable of realizing the distinct dimensions of State activity and able to notice the differences between public and private sector activities. ResumoA presente pesquisa analisou a influência da certificação ambiental sobre a internacionalização do setor madeireiro no Brasil. O estudo se desdobra em duas partes. Inicialmente, por meio de dados da FAO e do MDIC, foi calculada a Vantagem Comparativa Revelada para os bens madeireiros. Esse índice mostrou que o Brasil, embora detenha imensas quantidades de recursos naturais, não apresenta vantagem comparativa nesse setor. A seguir, com base em dados da Receita Federal Brasileira e do Forest Stewardship Council (FSC), que é o selo mais difundido no setor florestal brasileiro, foi possível verificar que as empresas madeireiras certificadas exportam, em média, um valor maior que as não certificadas e exportam também para um número maior de países. Os resultados encontrados aqui mostram a importância da certificação ambiental tanto para o meio ambiente quanto para as empresas. Palavras-chave:Internacionalização. Certificação ambiental. O desmatamento da floresta amazônica é um dos principais problemas ambientais enfrentados pelo Brasil. A literatura aponta inúmeras causas ou fatores para o desmatamento, e muitos deles são, direta ou indiretamente, derivados de gastos realizados pelo governo federal. Nesse sentido, o objetivo deste artigo é analisar empiricamente, através de um modelo econométrico de dados em painel, como os gastos do governo influenciam o desmatamento na região amazônica ou mesmo o atenuam. O Pará é utilizado como estudo de caso por apresentar o maior grau de desmatamento dentre todos os estados amazônicos.
Background The aim of this study was to evaluate the association between systemic non‐communicable diseases (NCDs; including lung, kidney, mental and cardiovascular diseases, arthritis, cancer and spinal problems), common risk factors, and tooth loss (TL), as an endpoint of prevalent oral NCDs (periodontitis and caries). Methods A total of 60,271 noninstitutionalized adults (≥30 years) were evaluated, using data from the 2019 Brazilian National Health Survey. Negative binomial regressions were performed, adjusting for sex, age, ethnicity, educational attainment, oral hygiene, risk factors for periodontitis and caries (diabetes, smoking, and a cariogenic diet). The dependent variable was TL expressed as a numerical value. Results Diabetes, current smoking and a frequent cariogenic diet were significantly associated with TL–Incidence Rate Ratio (IRR [95% CI]): 1.11 (1.08 to 1.14), 1.28 (1.25 to 1.31), and 0.97 (0.94 to 0.99), respectively. Significant associations were observed for TL and all assessed NCDs, except kidney diseases, cancer and musculoskeletal diseases related to work, with IRR ranging from 1.06 for hypertension and asthma to 1.16 for rheumatoid arthritis. Regular consumption (4 to 7 d/wk) of vegetables, fruits and beef; alcohol up to 8 doses/wk; and physical exercise were associated with a lower IRR for TL (P < 0.05). Obesity, but not overweight, was associated with increased TL (1.05 [1.03 to 1.07]). Smoking, hypertension, arthritis, other mental diseases and spinal problems further increased the IRR for TL in individuals with diabetes (P < 0.05). Conclusion We conclude that certain chronic systemic conditions are associated with TL in Brazilian adults. This is likely because of shared risk factors; however, causal associations cannot be examined in this cross‐sectional dataset.
ResumoO presente trabalho tem por objetivo, com base no modelo de internacionalização de Uppsala, analisar, por meio de um estudo de caso, as diferentes fases da trajetória de internacionalização e seus reflexos na aprendizagem organizacional. O estudo de caso foi viabilizado por meio de entrevistas semiestruturadas com 14 gestores das unidades internas que participaram direta ou indiretamente da internacionalização, bem como pela análise dos documentos e por meio da observação direta. Verificou-se que a trajetória de internacionalização da empresa se deu em quatro fases: de interesse, exportação esporádica, via representantes e por filiais, chamando a atenção para a primeira por complementar o modelo de Uppsala. Conforme se intensifica a internacionalização, há o maior comprometimento da estrutura organizacional; no entanto o envolvimento das unidades internas é desigual temporal e funcionalmente. Diferentes níveis de aprendizagem organizacional ocorreram nas diversas fases de internacionalização. Revelou-se também que algumas unidades internas não sofreram nenhuma influência em seu aprendizado pela atividade de internacionalização.Palavras-chave: Internacionalização. Modelo de Uppsala.
