Amandemen atau Perubahan ketiga Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 telah melahirkan lembaga Mahkamah Konstitusi yang bertugas sebagai pelindung atas pelaksanaan amanat konstitusi dan menjamin terlaksananya hak konstitusional bagi setiap warga negara Indonesia. Putusan Mahkamah Konstitusi bersifat final dan mengikat sehingga seharusnya dapat berlaku juga secara konsisten terhadap permasalahan yang sama. Sementara itu, jika Mahkamah Konstitusi adalah sebagai the guardian of contitution, di sisi lain Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 adalah sebuah konstitusi negara Indonesia yang harus dijaga dan dijamin pelaksanaannya oleh Mahkamah Konstitusi. Dalam upaya menunjang pendidikan yang bermutu, pemerintah mengalokasikan anggaran minimal pendidikan sebesar 20% dari Anggaran Pendapatan Belanja Negara dan Daerah sebagaimana termaktub dalam UUD 1945. Namun sayangnya anggaran pendidikan sebesar 20% pada Anggaran Pendapatan dan Belanja Negara (APBN) dan Anggaran Pendapatan dan Belanja Daerah (APBD) hanya formalitas. Sementara itu, sejak tahun 2005 Mahkamah Konstitusi pernah memutus beberapa pengujian terkait anggaran minimal pendidikan. Diantaranya Mahkamah Konstitusi membatalkan dan menjadikan ketentuan ‘bertahap’ menjadi tidak berlaku. Tetapi diwaktu yang sama, Mahkamah Konstitusi juga memutus tidak dapat menerima (niet ontvankelijk verklaard) pengujian Undang-Undang Nomor 26 Tahun 2004 yang belum menerapkan anggaran pendidikan minimal 20% pada APBN 2005. Dengan menggunakan metode penelitian yuridis normatif didapati bahwa pertimbangan dan putusan Mahkamah Konstitusi turut mempengaruhi upaya mewujudkan anggaran minimal 20% bagi pendidikan. Hingga saat ini menurut Neraca Pendidikan Daerah yang diterbitkan Kementerian Pendidikan dan Kebudayaan (Kemendikbud), masih banyak Kota dan Kabupaten yang mengalokasikan kurang dari 10 persen APBD untuk pendidikan. Third Amendment of the Constitution 1945 of the Republic of Indonesia has established a Constitutional Court which asks for protection of the implementation of the mandate of the constitution and guarantees the implementation of constitutional rights for every Indonesian citizen. His verdict against the end and binding can finally be applied also against the end of the same. Meanwhile, if the Constitutional Court is the guardian of the constitution, on the other hand the 1945 Constitution of the Republic of Indonesia is the constitution of the Indonesian state which must be safeguarded and approved by the Constitutional Court. To support education, the government allocates a minimum education budget 20% of the State and regional Budget. However, the education budget of 20% of the State Revenue and Expenditure Budget (APBN) and the Regional Revenue and Expenditure Budget (APBD) are only formalities. Meanwhile, since 2005 the Constitutional Court has decided on several trials related to the minimum education budget. Among them, the Constitutional Court canceled and made the 'gradual' provision invalid. But at the same time, the Constitutional Court also decided that it could not accept (niet ontvankelijk verklaard) the review of Law Number 26 of 2004 which had not implemented a minimum education budget of 20% in the 2005 State Budget. By using the normative legal research method, found that the considerations and decisions of the Constitutional Court also influence efforts to realize a minimum budget of 20% for education. Until now, there are still many Cities and Regencies that allocate less than 10 percent of the APBD for education.
An ordinary protective reaction to tissue damage brought on by physical trauma, chemical agents, or harmful microbiological agents is inflammation. The kebo excerpt plant has significant amounts of flavonoids, which have anti-inflammatory and antioxidant properties. This study used the artificial udema method to determine the anti-inflammatory effects of Kebo Petikan leaves (Euphorbia hirta L.) ethanol extract in female white rats. This study applied a subcutaneous 1% carrageenine inducer as an anti-inflammatory drug on the soles of rats' feet. Following the injection of the test material at doses of 26 mg, 52 mg, and 104 mg, a decrease in volume was the metric that was observed. The results of the study showed the anti-inflammatory effect of ethanol extract of kebo petikan leaves at a dose of 26 mg/5ml had a strength of 32.3%, a dose of 52 mg/5ml had a strength of 78.48 %, and a dose of 104 mg/5ml had a strength of 91.46% compared to drugs.
Introduction: Down Syndrome is a common chromosome abnormality among infants. This condition is Present in 1 over 800 deliveries. Advanced maternal age is a risk factor for Down syndrome. Other miscellaneous factors are radiation, infection, autoimmune and paternal age. The Aim is to determine maternal age distribution of Down syndrome at pediatric growth and development polyclinic, Wahidin Sudirohusodo hospital. Methods: A Descriptive study. Study population was all outpatients at Pediatric Growth and Development polyclinic, Wahidin Sudirohusodo hospital in Makassar 2015-2019. Samples in this study were collected from total sampling of population data that met the criteria of new Down syndrome patients with complete medical records Results: This study found 237 new pediatric down syndrome patients admitted to growth and development polyclinic from January 2015 – December 2019, 95 complete medical records from 237. 52% (49) boys, 48 % (46) girls from 95 children. No gender difference was found in the presentation. Parental age of Down syndrome patients, the most advanced maternal age was >35, found 46 (48,42%), the most advanced paternal age was >35, found 63 (66,32%). Parity < 3rd, the most maternal age between 25-35 (23,16%), parity > 3rd, the most maternal age was >34, found 30 (31,57%). Conclusion. Advance maternal and/ or paternal age is a risk factor of Down Syndrome.
Pelayanan pastoral merupakan pelayanan penggembalaan dan pendampingan kepada jemaat yang didalamnya ada kegiatan kemitraan, bahu-membahu, menemani, dan berbagi dengan tujuan saling menumbuhkan, menguatkan dan mendukung. Demikian halnya pelayanan pastoral kepada orang yang berduka seharusnya berisikan kegiatan-kegiatan di atas. Melalui kegiatan bahu-membahu, menemani atau berbagi tersebut, diharapkan jemaat yang berduka dapat bertumbuh secara rohani. Dengan pertumbuhan rohani yang baik, jemaat yang berduka diharapkan bisa menemukan arti hidup melalui penderitaan atau krisis yang sedang dihadapinya. Hal itu bisa dicapai bukan hanya melalui kunjungan pada saat ibadah penghiburan saja, tetapi bisa melalui percakapan pastoral dan kunjungan yang rutin. Percakapan pastoral meski singkat atau biasa namun bila dikerjakan dalam kesungguhan dan ketulusan, akan membantu jemaat yang berduka untuk mengungkapkan persoalan-persoalan yang muncul akibat kehilangan yang dideritanya. Para pelayan Tuhan dapat melihat fakta-fakta yang dialami dan dihadapi jemaatnya yang berduka sehingga bisa memberikan pertolongan yang tepat sasaran. Kunjungan rutin dapat menguatkan dan menghibur jemaat sehingga tidak merasa sendiri. Selain itu dalam kunjungan rutin juga bisa dilakukan percakapan pastoral yang mendalam. Pola pelayanan pastoral dengan cara memberikan bantuan praktis berkaitan dengan persiapan penguburan, pelayanan doa dan pemberitaan Firman di kebaktian penghiburan dan pemakaman tidaklah salah hanya saja kurang efektif. Pola pelayanan seperti ini kurang bisa menyentuh dan menyelesaikan perasaan-perasaan problematis akibat kedukaan. Berdasarkan penelitian Penulis, adanya ketidakefektifan pelayanan pastoral dapat terjadi karena kurangnya pemahaman tentang hakekat pelayanan pastoral di antara pelayan Tuhan. Berhubung kurangnya pemahaman tersebut maka mereka tidak memprioritaskan waktu untuk melakukan bentuk pelayanan pastoral yang lain (seperti kunjungan, telepon dan percakapan pastoral), ditambah lagi dengan banyaknya kegiatan gerejawi yang menyita banyak waktu. Bila kendala ini tidak dicarikan jalan keluarnya atau diselesaikan, maka pelayanan pastoral akan sulit untuk menyentuh kehidupan pribadi jemaat.
Penelitian ini bertujuan untuk mengembangkan monopoli, mengkaji kelayakan dan keefektifan media monopoli muatan pembelajaran IPS materi interaksi manusia terhadap lingkungan kelas V SDN 1 Todanan. Responden dalam pengembangan ini terdiri atas dosen ahli materi, dosen ahli media, guru kelas V sekolah dasar, dan siswa kelas V. Metode penelitian yang digunakan adalah Research and Development (R&D). Teknik pengumpulan data yang digunakan adalah wawancara, angket, dan dokumentasi. Hasil penelitian media monopoli interaksi manusia terhadap lingkungan kepada para ahli memperoleh nilai 97,5% untuk ahli materi dan 100% untuk ahli media. Untuk hasil uji coba kelompok kecil memperoleh nilai rata-rata sedangkan pada post-test nilai rata-rata meningkat menjadi 82,65. Pada perhitungan dengan uji n-gain juga terjadi peningkatan rata-rata nilai yaitu 0,566176. Simpulan dari penelitian ini adalah media monopoli efektif dan layak untuk digunakan dalam pembelajaran IPS materi interaksi manusia terhadap lingkungan. This study aims to produce monopoly, assessed the viability and the effectiveness of monopoly in social studies of humen interaction with the environment materials for 5th grade at Todanan 1 Elementary School. Respondents in this development consist of material expert lecturers, media expert lecturers, 5th grade elementary school teachers, and 5th grade students. The research method used is Research and Development (R&D). Data collection techniques used were interviews, questionnaires, and documentation. The results of the monopoly interaction of human interaction with the environment to the experts obtained a value of 97.5% for material experts and 100% for media experts. For the results of the small group trials, the mean score was obtained while in the post-test the mean score increased to 82.65. In the calculation with the n-gain test there is also an increase in the average value of 0.566176. The conclusion of this research is an effective and feasible monopoly media to be used in social studies learning for human interaction with the environment materials.
