This paper contributes to the empirical literature on balance-of-payments-constrained growth by investigating how structural change, identified with change in the sectoral composition of exports and/or imports, affects the extent of the external constraint. This is done by testing both the original and a multi-sectoral version of Thirlwall's Law for a sample of Latin American and Asian countries. While the original, aggregate Thirlwall's Law is found to hold for all sample countries but South Korea, the MultiSectoral Thirlwall's Law is found to hold for all of them. As the sectoral composition of exports and imports is therefore found to matter for growth, we then briefly analyze the evolution of each country's weighted trade income elasticities.Keywords: Structural change, external constraint, Multi-Sectoral Thirlwall's Law.Resumo: Este artigo contribui para literatura empírica sobre crescimento econômico restrito pelo balanço de pagamentos através da investigação de como a mudança estrutural, identificada como alterações na composição setorial das exportações e/ou importações, afeta a intensidade da restrição externa. Para tanto, testa-se a Lei de Thirlwall original e uma versão multi-setorial desta para uma amostra de países latinoamericanos e asiáticos. A validade da Lei de Thirlwall original é rejeitada apenas para a Coréia, enquanto a Lei de Thirlwall Multi-Setorial não é rejeitada para nenhum dos países. Como esse resultado revela que a composição setorial das exportações e importações importa para o crescimento, é analisada brevemente a evolução das elasticidades-renda ponderadas de cada país.Palavras-Chave: Mudança estrutural, restrição externa, Lei de Thirlwall Multi-Setorial.

We study the role of partisanship in shaping local fiscal policy in Brazilian cities in the 2004-2016 period. Using a regression-discontinuity design, we find no effect of left-wing mayors on the size of the city government nor on the allocation of spending across main budget categories (current spending, investment and personnel). We do find a modest, significant and robust positive effect of approximately 0.6 percentage points on the social expenditures share. We investigate mechanisms and find that re-election concerns and institutional constraints can explain the limited extent of spending allocation effects, while Tiebout-competition does not seem to play a role.

Este trabalho apresenta especificações econométricas inéditas para o consumo agregado das famílias brasileiras em níveis trimestrais, no período 1995-2009. Argumenta-se, em particular, que a utilização de aproximações trimestrais da renda disponível do setor privado (a preços de 1995 encadeados), do crédito disponibilizado às famílias brasileiras (em % do PIB) e (de uma proxy) da taxa de juros real da economia como variáveis explicativas da dinâmica trimestral do consumo agregado dessas famílias gera modelos com elevado grau de ajuste "dentro da amostra" e "fora da amostra". Tais modelos sugerem, ainda, uma elasticidade-renda (privada, excluindo rendas líquidas de propriedade) próxima de 0,4 e semielasticidades-crédito e taxa de juros da ordem de 2% e -2% para o consumo agregado das famílias brasileiras.

This paper contributes to the literature on balance-of-payments-constrained growth by providing an innovative empirical evaluation of a disaggregated version of the socalled Thirlwall"s Law derived from a Pasinettian multisectoral framework. After estimating sectoral elasticities of exports and imports for a considerable panel dataset of 90 countries over the period 1965-1999, we have performed two empirical exercises. First, we grouped countries together by income level and evaluated a multisectoral balance-of-paymentsconstrained growth model by analyzing prediction errors and mean absolute deviations. Second, we carried out a regression validity test on the results. Our main findings give support to the validity of the multisectoral version of Thirlwall"s Law, providing therefore further understanding of the structural determinants of the uneven international development and guidance for the design of growth-enhancing national structural policies. This paper presents econometric estimates for the Brazilian aggregate imports over the period 1996-2010. To the best of our knowledge, this is the first paper that uses the Brazilian quarterly national accounts with this goal in mind. Besides estimating a demand equation (canonical model), as it is usual in the literature, we also explore the co-movements among total imports, gross fixed capital formation and household consumption (alternative model). The results underscore the role played by domestic income, which is the main determinant of total imports. The limited domestic supply of capital goods makes the allocation of domestic income also relevant to the imports dynamics. It should be noted, however, that this specification needs a better theoretical grounding. Evidence of nonlinearities has been found by different estimation techniques. Unfortunately its precise characterization turns out to be difficult due to the diversity of the results obtained. The out-of-sample assessment (one-step-ahead forecast) shows a good performance of the long-run vectors of the alternative models in predicting aggregate imports, meanwhile the best performance is obtained by the error correction representations of the canonical model. We believe those differences emerge from the different speeds of adjustment toward the long-run solutions. ResumoO presente artigo apresenta estimativas econométricas das importações agregadas brasileiras. A primeira inovação reside na utilização dos dados de importações das contas nacionais trimestrais. A segunda contribuição se refere aos modelos empíricos, pois, além da equação de demanda (modelo canônico), exploramos o comovimento das importações com a formação bruta de capital fixo, além do consumo das famílias (alternativo). Em terceiro lugar, a instabilidade dos parâmetros foi examinada por diferentes técnicas. Em relação aos resultados, vale destacar o papel da renda interna, que é o principal determinante das importações. A limitada oferta doméstica de bens de capital faz com que a alocação da renda interna seja relevante, cabendo notar que essa especificação necessita de uma fundamentação teórica melhor. Embora tenham sido encontradas evidências de não linearidades, a diversidade de resultados torna difícil sua caracterização exata. Summary In the aftermath of large devaluations, prices of tradable goods/lower‐priced varieties increase significantly more than the prices of nontradables/higher‐priced varieties. These relative price changes may lead to inflation inequality when household consumption baskets are different across the distribution of income. Using Cravino and Levchenko's (2017, https://doi.org/10.1257/aer.20151551) methodology, we show that inflation of poor households in Brazil was at least 11 percentage points higher than that of the rich in the aftermath of the 2002 large devaluation. A detailed case study of the City of São Paulo estimates an inflation inequality ranging from 8 to 11 percentage points in the city.
