The Syrian crisis began on 15 March 2011. It is one of the bloodiest and complicated conflicts in the world today. Although almost eight years have passed over this tragedy, civilians continue to suffer from conflicts and destructions in the area. As a result, this situation disregards human life and the number of people in need increases day by day. Particularly, people who have to live in the conflict area encounter troubles with regard to health, shelter, food and other needs. Thus, we have focused on identifying the Primary Health Care Center (PHCC) locations within Idleb Governorate in Syria. Data is extracted from a sample containing 23 sub-districts in the governorate and a total of 338 communities. We have formulated a mixed integer-weighted goal programming model and combined it with a Geographic Information System-GIS (ArcMap). The model is solved via an optimization package and moreover, sensitivity analyses are conducted to achieve a more in-depth study. Our aim was to have 60 PHCCs out of 77 available candidate PHCCs and the model located 42 PHCCs in total, by allocating 379,080 people, with a total cost of USD 1,000,353 and a cash for work amounting to USD 163,549. Accordingly, the model’s outputs and sensitivity analyses are expected to help decision-makers in case of such disasters.
With the growing population increase and following young population’s desire to study at the university, political authorities are supporting university and higher education investments, especially in the last 10 years. This situation has increased the number of universities considerably. Because a university will provide socioeconomic dynamism to both the development of the country and the region, choosing the right university location has become a significant problem nowadays. In line with this, this study is focused on supporting the new university location decision in a wide region in Turkey where currently the number of universities in the region is relatively low despite the high population density in the area. Alternative cities to be utilized in the study are determined particularly taking the demographic structure into consideration and various multicriteria decision-making (MCDM) techniques are applied. Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), Weighted Aggregated Sum Product Assessment (WASPAS), and Multi-Objective Optimization on the Basis of Ratio Analysis (MOORA) are applied to a real case study. Related criteria and alternative locations are specified by consulting seven experts. Within the study, both the results of these methods are presented, and also sensitivity analyses are conducted to observe how sensitive the results are to the changes in the criteria weights. The results obtained are purposed to aid decision makers in this field.

Ventilatör seçimleri ve parametre ayarları, hastanın yaşamını devam ettirmesinde en önemli faktörlerdir. Bu nedenle, ventilatör seçiminin en doğru şekilde gerçekleştirilmesi kritik önem arz eder. Bu çalışmada, Adana ilindeki bir hastanenin çocuk yoğun bakım ünitesinde ventilatör seçimi için çok kriterli karar verme tekniklerinden Analitik Hiyerarşi Prosesi (AHP) ve bulanık TOPSIS yöntemleri kullanılmıştır. Her iki yöntem neticesinde çıkan sonuçlar karşılaştırılmıştır.
As being a significant determination for companies, facility location can be regarded as a multi-criteria decision making (MCDM) problem. Nonetheless, facility location is not significant merely in companies, likewise, facility location decisions in healthcare are significant, as well. Furthermore, since human life is the point in healthcare facilities, facility location decisions in this field are vitally important. As are in other facility location problems, there are multiple criteria to be taken into consideration in health care facility location problems and managers in this area should evaluate alternatives under these criteria. Since this process includes uncertainties, it is suitable to integrate fuzzy logic to this process to obtain more accurate results. In line with this, in this study, a fuzzy approach with multi criteria is presented with regard to the evaluation of healthcare facility location. Within the study, in the framework of specified criteria, a fuzzy Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) approach is suggested and the proposed approach is performed at a case study for regional hospital location selection in Adana province. The acquired results are expected to be a useful resource to the future decisions in this area for decision makers.
