Si un rejet important de radionucléides dans l'environnement se produisait, il faudrait rapidement évaluer la concentration des radionucléides dans les milieux et les produits alimentaires, en déduire l'exposition potentielle aux rayonnements des populations concernées, prévoir l'évolution de la situation et proposer différents scénarios de gestion des zones contaminées. A ces fins, il a été décidé il y trois ans environ de créer un logiciel utilisable par un ensemble relativement large d'agents gréant les centres de crise, réalisant des études prévisionnelles, ou s'occupant habituellement du contrôle de l'impact des rejets de routine. Le point de départ des estimations est le dépôt sur le sol des radionucléides. La phase de dispersion atmosphérique et les conséquences de l'exposition au nuage et aux radionucléides à vie courte ne sont pas traitées ici. Les calculs effectués concernent à la fois l'évolution dans le temps des concentrations des radionucléides dans les sols et les éléments de la chaîne alimentaire, ainsi que l'évaluation des doses efficaces dues à l'exposition externe et interne. Ces grandeurs sont comparées aux limites et niveaux d'intervention en vigueur. Différentes simulations de la gestion des zones contaminées peuvent être conduites par application de contre-mesures. Ainsi, le logiciel ASTRAL peut être utilisé comme un élément d'aide à la décision.ASTRAL : a Fofhvare for the estimation of accidental release of radionuclides in the environment. The results are compared to the admissible limits and intervention levels. Different simulations of management of contaminated zones, hy implementation of countermeasures may he conducted. So, the ASTRAL software may he used as an element for decision making.
Objective: This research looks back at a 10-year period (2004)(2005)(2006)(2007)(2008)(2009)(2010)(2011)(2012)(2013)(2014) to understand the development and outlook for healthcare organization performance measurement in the Quebec healthcare system, in an attempt to objectivize relationships within the configuration of its principal institutional actors. Methods: This is a qualitative study combining the use of official publications and fieldwork based on 13 semi-directed interviews, conducted in 2014, with informers in key performance measurement positions within the Quebec healthcare system. Four major types of political power plays, owing to the power struggles around performance models and indicators, converged around the same implicit issue of the need to attain greater legitimacy in order to impose an authoritative frame of reference. RésuméObjectif : Cette recherche se penche sur une période de 10 ans (2004-2014) afin de comprendre le développement et le panorama de l'évaluation de la performance des organismes dans le système de santé québécois, et ce, pour tenter d' objectiviser les relations dans la configuration des principaux acteurs institutionnels. Méthodes : Il s' agit d' une étude qualitative qui combine l' utilisation de publications officielles et le travail de terrain, à l' aide de 13 entrevues semi-dirigées menées en 2014 auprès d'informateurs qui oeuvrent dans des postes clés de l'évaluation de la performance au sein du système québécois de la santé. Résultats : L'évaluation de la performance a créé des tensions tant à l'interne, entre diverses directions générales du ministère de la Santé, qu'à l' externe, face à une forte coalition d' acteurs institutionnels en faveur d' une vision homogène et commune de la performance. Quatre principaux types de jeux de pouvoir politique, causés par les luttes de pouvoir quant aux modèles et indicateurs de la performance, convergent vers le même enjeu implicite, soit l' atteinte d' une plus grande légitimité afin d'imposer un cadre de référence qui fasse autorité.
