Pra segurar cadeia tem que ser doutor em cadeia.A frase que figura como epígrafe deste artigo foi uma das mais expressivas que ouvi quando iniciei meu trabalho de campo 1 entre agentes penitenciá-rios. Pronunciada com sarcasmo autodefensivo por um agente, surgiu em uma discussão sobre o quê, quem e como se segura a cadeia, ou seja, como ela mantém seu peculiar equilíbrio, não "embalando" nem "virando". Em linguagem comum, como se impede ou se diminuem as chances de um motim eclodir numa prisão. O agente penitenciário sugeria que os "doutores"-diretores das unidades prisionais, advogados e outros operadores do sistema penal -não conseguiriam, sozinhos, evitar rebeliões e que, na verdade (isso concluí a partir do contexto que a frase foi emitida e ao relacioná-la a outros elementos que observei), eles, os agentes penitenciários, eram efetivamente os "doutores em cadeia". Portanto, a estabilidade da prisão só seria mantida à medida que lhes fosse dado este reconhecimento. Certamente tal percepção é, em muitos aspectos, verdadeira. O que os agentes penitenciários fazem ou deixam de fazer tem grande importância na dinâmica da prisão. No entanto, o equilíbrio prisional resulta de complexa interação (cf. Weber, 1984) entre diversos atores do sistema penal. Alcança também o âmbito das relações familiares dos detentos (cf. O artigo propõe-se analisar o processo de construção de Curitiba enquanto "capital européia" o que, por sua vez, implicou tornar invisível a população negra. Demonstra-se como esta imagem, que pode ser vislumbrada através do projeto arquitetônico da cidade, tem suas origens em um falsa idéia de que o Paraná constituiu-se como um "Brasil diferente", que não teria tido a mesma configuração racial que o restante do país. Principalmente porque, segundo o argumento de intelectuais e pesquisadores locais, não houve escravidão nem população negra significativa. Argumentamos que estas conclusões são incorretas e que tanto no passado quanto hoje há um contigente populacional de negros que são tornados invisíveis, com consequências negativas para este grupo, na assim chamada "capital das etnias"
Este artigo propõe uma reflexão sobre a história do pensamento sobre a escravidão no ocidente procurando identificar sua relação com a constituição da segurança pública contemporânea. Inicialmente através de uma análise monográfica das discussões sobre a escravidão no campo da filosofia e do direito, apresentando as ambiguidades e paradoxos oriundos da instituição da escravidão enquanto experiência; em um segundo momento refletir sobre a relação da escravidão com a segurança, crime e violência e o exercício de um tipo específico de controle social; por fim, procuramos verificar as transformações, aproximações e distanciamentos do controle social exercido sobre as populações escravizadas com o processo de formação do Estado brasileiro contemporâneo e também modelador da segurança pública atual.
O presente artigo tem por objetivo discutir e problematizar em que medida a política criminal de drogas opera como um motor de hipermilitarização que transcende a segurança pública e alcança a dimensão da vida cotidiana, intensificando a utilização do aparato policial/militar nas práticas de controle social destinadas aos territórios periféricos e às populações marginalizadas das cidades brasileiras.
