Sustainable livelihood approach has been a strategic approach that can improve the economy of rural communities and create harmonization of socio-cultural, economic, environmental and political development through policies. However, it is holistic and contextual, enabling the existence of different capital characteristics formed based on the community's culture. The Indonesian context shows that customary rituals of the community in Kakara and Limau villages in North Halmahera Regency are forms of capital that mobilize claims and access to capital such as natural, human, physical, financial, and social capital. This article aims to describe the ritual capital in rural livelihood for sustainable tourism development. Key informants involved were leaders of community, traditions, religion and rural government and they were interviewed to obtain in-depth information about the ritual capital. The focus of this study is on the government's reaction to the demands of non-permanent teachers formulated in legislation. Second, the government's strategy to accommodate the aspirations of non-permanent teachers and efforts to resolve the problems of non-permanent teachers through various public policies that are risen. This study is a follow-up to the implementation of research on non-permanent teachers in Semarang city. The data is taken based on the rules of qualitative research with in-depth interviewing techniques to obtain data in the field, especially primary data types. The results of this study find several interesting things. First, there is a change in orientation of non-permanent teachers from service to a struggle in improving social status and welfare. Second, the income of being a non-permanent teacher is not feasible to meet the minimum living needs of non-permanent teachers and their families. Third, public policy as the government's reaction to the demands of non-permanent teachers can be categorized into 5 models, they are: (1) Political Lobbying Model; (2) Blessing Amendment Model; (3) Impartial policy model; (4) Partial Policy Model; and (5) Response Policy Model. From these findings, it can be seen that the uniqueness of this study is the finding of the models of public policy which are a form of government reaction to the demands of non-permanent teachers.

The purpose of this study is to describe community involvement in the development of Kragilan Top Selfie Pinusan tourist destinations (TSPK) and explain the role of Tourism Awareness Groups (Pokdarwis) in developing TSPK tourist destinations. This study uses the concept of Community-Based Tourism (CBT) as an analytical framework. The method used in this study is a qualitative research method. Data collection techniques were carried out by observation, documentation, and in-depth interviews with parties related to TSPK tourist destinations. The results of the study indicate that community participation in the process of developing the TSPK was encouraged by the local community namely Pokdarwis (tourism-aware group). Pokdarwis, in this case, plays a role in the division of labor; financial management; and managing cleanliness. Pokdarwis conducts division of labor to encourage community participation. The forms of community participation in TSPK include workforce and the contribution of ideas in developing TSPK. Next, the existence of TSPK also empowers the economy of the people in Kragilan Hamlet. Pokdarwis also empowers the community to manage the environment around the destination. Then TSPK shows that the CBT model that is different from CBT in general, in TSPK empowerment is carried out independently by Pokdarwis. Only after Pokdarwis initiated this empowerment and brought economic benefits, the government (Mount Merbabu National Park Office) took part in helping TSPK management.
