Abstract. Purpose of the study is improving the mechanism of state regulation of agricultural producers, due to the need to overcome the pandemic and prevent the recurrence of similar scenarios in the future. The object of research is an agricultural producer, belonging to the category of small business. The subject of the study is the relationship between the object of study and the state represented by government bodies and institutions involved in the provision of state support that may arise in the process of overcoming the consequences of the COVID-19 pandemic. Research Methods. A theoretical analysis was used to identify threats from the coronavirus pandemic to agriculture and the agro-industrial complex as a whole. Comparison as a method of cognition was used when comparing the requirements of small businesses for state support and measures actually taken by the government. A systematic approach and modeling were used to summarize the experience of the functioning of the economy in a pandemic and to create patterns of behavior of small agribusiness entities. The method of scientific abstraction made it possible to present the most probable state of small business in the agro-industrial complex, depending on the provision or refusal of state regulatory influence on the economy in order to eliminate the damage caused by the pandemic. The rule of combining historical and logical in their unity allowed us to look at the coronavirus pandemic not as a unique phenomenon in the history of modern economics, but as a negative phenomenon that will potentially be reproduced in the future and the logic of counteraction which requires active intervention at the state level, and in the future - generalization, analysis and improvement of the experience gained. The theoretical and methodological basis of the study is composed of statistical data on the state of the world economy, consumption, unemployment, publications of news agencies and government officials on measures taken to deal with the consequences of the pandemic, existing programs for the development of the digital economy, as well as publications of leading scientists in the agricultural sector on digital problems economics. Results. Within the scope of this study, there were characterized the most negative consequences of the pandemic for the agro-industrial complex, there was carried out the analysis of announced and already taken measures to support entrepreneurship and were described behavior models of small agribusiness entities in the current situation. Scientific novelty. The authors have developed a new method for the rapid diagnosis of a small agribusiness subject, claiming to receive state support for regional and industry programs.
Abstract. In conditions of macroeconomic instability and growing risks, the role of technical service in the work of agricultural enterprises is significantly increasing. There are qualitative changes in the functioning of technical services due to the transition to a new technological structure and the modern digital economy. The role and importance of technical and technological services is increasing at the present stage in connection with the transition from lean production - to the model of “fast-reacting production”. The article notes that the deterioration of the quality of the ecological environment, accelerated depreciation of fixed assets, the wear of which reaches 70 % or more, have a negative impact on the development of the agro-industrial complex (AIC). The solution to these problems is based on the modernization of industries and the intensification of agricultural production, which is characterized by additional investment of labor and funds per unit of land area. In this area, a number of important problems related to the reorganization of maintenance, its financing, informatization, digitalization, etc., have become aggravated in recent years. The efficiency of the functioning of the agro-industrial complex largely depends on the solution of these problems at the present stage. The purpose of the study is to analyze and assess the current state of the field of technical and technological services for agricultural enterprises and the prospects for its further development. The most important condition for improving this block of the reproduction process in the agro-industrial complex is the increase in state funding and its effective targeted distribution in specific areas of innovative development. The results of the study are to identify the lack of inclusion of maintenance in the plans for innovation activities of agricultural enterprises, in connection with which recommendations are proposed to remedy the situation (creation of own technical and technological maps for the development of agricultural enterprises and the intellectualization of its material and technical services). Methods used: analysis and synthesis, comparison and observation. The scientific novelty is the analysis of indicative financial planning and a flexible system of targeted budgeting of production assignments for servicing agricultural enterprises.
Abstract. The purpose is the analysis of the current state and prospects for expanding the geography and nomenclature of organic exports from the Ural-Siberian region. Methods. Commodity and country analysis of exports of agro-industrial products from Russia over the past few years based on data from the Federal Customs Service of Russia. Evaluation of data on the dynamics of income from the export of agricultural products from Russia in comparison with income from the export of weapons and other non-primary goods. Assessment of the planned prospects for a multiple increase in export revenue for many commodity items until 2030. A grouping was made by the main importing countries of agricultural products from Russia, where China, Turkey and Kazakhstan are in the top three, and the Ural region, where the TOP 3 importers look different: Kazakhstan, Uzbekistan and China. The grouping of the main export products in the agro-industrial sector was also carried out, where the Urals nomenclature of export agricultural products differs markedly from the all-Russian one. There has been a significant increase in the share of organic products in the global food market. The data of the Research Institute of Organic Agriculture (FiBL) on organic certification of agricultural land in the world are presented. The authors analyze the rapid growth of the organic products market in China and its features in the regulatory regulation of organic food production. The role of agro-industrial exports for the implementation of national development projects of the Russian Federation until 2030 is revealed. The scientific novelty of the work lies in the analysis of the rapid growth of the market for organic products outside the traditional area of their consumption in the West at the expense of developing economies in Asia (primarily China) and the features and differences in the regulatory regulation of organic food production in China, compared with the European Union and the United States. The role of agro-industrial exports in solving the broader tasks of implementing national development projects of the Russian Federation until 2030 is also revealed. The practical results of the work are the substantiation of the thesis that the development of new export directions and modern logistics technologies will allow exporters of organic agricultural products in the Ural region to significantly increase the volume and profitability of exports. The article substantiates the need for exporters of the Ural region to use the Transcaspian route of the International Transport Corridor “North – South” and logistics technologies of “agroexpress” and container trains to gain competitive advantages over suppliers of the South of Russia and the Far East, located closer to ports and border crossings.

Abstract. The article is devoted to the study of the resilience of territorial space of rural areas in modern conditions. The hypothesis is the assumption that the preconditions for the resilience of rural areas in the conditions of modern economic uncertainty are the existing resource potential, industry specifics, as well as the traditional way of the regional agrarian economy. The aim is to study the phenomenon of resilience in relation to rural areas. Objectives: to consider current trends in the development of rural areas at the regional level; to develop a methodology and assess the resilience of rural areas. Methods: scientific analysis and synthesis, analytical interpretation of official statistical data and horizontal analysis, factor aggregation, additive analysis. Scientific novelty. On the basis of generalization of theoretical provisions and development of methodological tools the author's approach to the assessment of operational resilience of rural areas in social, economic and environmental directions was proposed. Results. The interdisciplinary nature of resilience is considered, the review of scientific works of scientists specializing in the spatial development of regional economy, sustainable development of rural areas, state and municipal administration, agroindustrial activity is carried out, the main trends in the development of rural areas under the transformation of social relations of the Russian Federation are considered. The conclusion is formulated that the analysis of transformation processes is necessary not only to restore the lost positions of rural areas of regional space, but also to develop and implement operational measures of resilience taking into account the constantly emerging risks, threats and shocks. The results of the study carried out on statistical indicators of Perm Krai have shown the increasing importance of social infrastructure and its impact on the sustainability of the agrarian economy of the region. The scientific contribution is the approbation of the author's methodology for assessing the operational resilience of rural areas during the instability of hydrocarbon and fuel prices, fluctuations in the national currency and tightening sanctions, the pandemic of coronavirus infection and its consequences. The directions for future research are to determine the trajectories of resilience of the territorial space of the country in the context of federal districts and constituent entities of Russia.
