Abstract. The purpose of the study is to analyze and evaluate creative innovative technologies for personnel management of agricultural enterprises in the context of macroeconomic instability and uncertainty. The object of the study. The development of innovative technologies is an important condition for the formation of creative management of the personnel of enterprises. In the context of the transition to a new technological structure and the modern scientific and industrial revolution, fundamentally new technologies for human resource management arise and develop. Modern society is a society of a new type, a “risk society” (W. Beck). Therefore, creative management includes not only innovative approaches to solving the problems of personnel policy, but also new technologies for working with risks. In the context of growing macroeconomic instability and uncertainty, creative personnel management is a risk-oriented practice of recruiting, placing and organizing the work of specialists, developing their professional qualities. Methods. The study used the methods of structural-functional, program-target and comparative analysis. The subject of the research is new technologies of risk-oriented creative personnel management of agricultural enterprises. The object of the research is the personnel management system as an integral element of the system of social and labor relations. Results. The main factors of macroeconomic instability and uncertainty are identified. A detailed classification of existing personnel risks is given. The features are revealed and the practice of new technologies of personnel management is analyzed (blockchain, crowdstaffing, crowdfunding, crowdsourcing, etc.). The difficulties of adapting creative technologies of personnel management to modern conditions are shown. The thesis about the expediency of developing the practice of labor self-government at modern enterprises is argued. Scientific novelty. The author's interpretation of the essence of creative personnel management is formulated and reasoned, and its difference from innovative management is revealed. Shown is the most important manifestation of the creativity of personnel management associated with the management of personnel risks in the context of macroeconomic instability.
Abstract. In conditions of macroeconomic instability and growing risks, the role of technical service in the work of agricultural enterprises is significantly increasing. There are qualitative changes in the functioning of technical services due to the transition to a new technological structure and the modern digital economy. The role and importance of technical and technological services is increasing at the present stage in connection with the transition from lean production - to the model of “fast-reacting production”. The article notes that the deterioration of the quality of the ecological environment, accelerated depreciation of fixed assets, the wear of which reaches 70 % or more, have a negative impact on the development of the agro-industrial complex (AIC). The solution to these problems is based on the modernization of industries and the intensification of agricultural production, which is characterized by additional investment of labor and funds per unit of land area. In this area, a number of important problems related to the reorganization of maintenance, its financing, informatization, digitalization, etc., have become aggravated in recent years. The efficiency of the functioning of the agro-industrial complex largely depends on the solution of these problems at the present stage. The purpose of the study is to analyze and assess the current state of the field of technical and technological services for agricultural enterprises and the prospects for its further development. The most important condition for improving this block of the reproduction process in the agro-industrial complex is the increase in state funding and its effective targeted distribution in specific areas of innovative development. The results of the study are to identify the lack of inclusion of maintenance in the plans for innovation activities of agricultural enterprises, in connection with which recommendations are proposed to remedy the situation (creation of own technical and technological maps for the development of agricultural enterprises and the intellectualization of its material and technical services). Methods used: analysis and synthesis, comparison and observation. The scientific novelty is the analysis of indicative financial planning and a flexible system of targeted budgeting of production assignments for servicing agricultural enterprises.
Introduction. The strategy of sustainable socio-economic development of the Russian Federation in the conditions of steadily growing political and macroeconomic turbulence poses the problem of the formation of a new modern type of ecological culture, adequate to the consequences of the global ecological crisis. The purpose of the article is to substantiate the need for a worldview rethinking of the essence, content and role of ecological culture in the development of modern Russian society. Materials and Methods. The study used axiological, dialectical, structural-functional, program-targeted and hermeneutic methods of analysis and assessment of the phenomenon of ecological culture, as well as interdisciplinary and problem approaches in the reconstruction of the processes of its development and improvement. Results. The article analyzes the problem of the formation of modern ecological culture in the conditions of macroeconomic uncertainty and instability, taking into account the specific tasks facing the state environmental policy. The concepts of “ecological culture” and “creative economy”, “ecological production” and “ecological management” are correlated. The main elements of ecological culture and theoretical and methodological approaches to its study in Russian and world science, as well as the main trends in its development, are revealed. The authors formulated the idea of the need for a moral and ethical rethinking of the phenomenon of ecological culture within the framework of economic science and overcoming its narrowly technocratic interpretation. Methods are shown and estimates of the nature and dynamics of development of ecological culture in modern conditions are given. Discussion and Conclusion. Based on the use of the conceptual provisions of social philosophy, philosophy of culture, philosophy of science and political economy (the ideas of autopoiesis by N. Luhmann, scientific paradigms of N. Wiener and T. Kuhn, economic ethics of A. Smith, a new model of rapidly reacting production by R. Suri, noonomy of S. Bodrunov and others) formulated specific recommendations for the formation of a new type of ecological culture, corresponding to a new social reality. The content of the modern paradigm in the development of ecological culture as a process of moving away from the cult of consumption to the principle of expanded reproduction of the environment is revealed.
Introduction. In 2019 the 150th anniversary of the famous Periodic Table of the great Russian scientist, chemist and economist D. I. Mendeleev will be celebrated. The idea of polymorphism, laid down in the basis of the periodic law discovered by him, has not been practically considered in application to the market economy system, although the practical relevance and perspective of such analysis are becoming more evident in the conditions of modern globalism. The appeal to the little explored aspects of the economic heritage of D. I. Mendeleev makes it possible in many ways to take a fresh look at the prospects for the development of the Russian economy. Materials and Methods. The research uses methods of analysis, synthesis, generalizations and axiology, as well as historical-retrospective, historical-genetic and hermeneutic methods of studying problem questions in the history of economic science. The research is based on the original sources: the economic works of D. I. Mendeleev and his contemporaries – economists. Results. The article reveals little-studied aspects of socio-economic views of D. I. Mendeleev. Among his most significant theoretical and economic achievements, the idea of polymorphism applied to markets, the theory of the territorial distribution of productive forces, the law of advanced development of the production of means of production, the concept of incentive taxation, the protectionist draft of the customs tariff and the concept of value determination of economic activity are highlighted. The attitude of D. I. Mendeleev to the economic concepts of S. Yu. Witte, F. Liszt, K. Marx, I. G. von Thünen, as well as his idea of the main directions of the development of the Russian economy are shown. Discussion and Conclusions. The authors characterized special and general studies of foreign and domestic authors on various aspects of the economic heritage of D. I. Mendeleev. Conclusions are made about the urgency of the idea of polymorphism proposed by D. I. Mendeleev in analyzing the morphology of the market economy, the principle of protectionism in the context of the current aggravation of international competition, and his judgment on the need for priority development of innovative industries of domestic industry, taking into account the modern industrial revolution and the transition to a new technological order.
The purpose of the study is to justify the need to improve the relations of land ownership and land use in the conditions of the modern Russian market economy in the context of the existing large monopoly of private land ownership. The thesis of land monopoly as a key factor of instability in the development of agriculture and the turbulence of socio-economic relations in the field of agricultural production is substantiated. In connection with the transition of the Russian economy to market principles, the study reveals the need to change the theoretical, methodological, organizational and practical approaches to solving the problem of land rent and examines the experience of agricultural and economic science in the study of the problem of land rent in a capitalist and socialist economy. The research methodology includes the use of dialectical, structural-functional, program-targeted, historical-retrospective and hermeneutical methods of studying the problem posed. The subject of study is the process of formation and distribution of land (natural) rent in Russian agriculture. The object of research is Russian agriculture and the emerging socio-economic relations. The novelty of the study is as follows: the provision on the interdependence of the scale of land monopoly and the existence of absolute land rent is argued; the nature of the transformation of absolute land rent in the form of natural rent in the conditions of modern large private land ownership is revealed; the relationship between the formation and distribution of land rent and the concept of sustainable development of agriculture is revealed. Recommendations are formulated in the field of making the necessary adjustments to the current Russian agrarian legislation, in particular, to clarify the text of the federal law of the Russian Federation «On Subsoil» and the effective distribution of land rent for the needs of expanded agricultural reproduction and ensuring its sustainable development.
