Abstract. The article is devoted to the study of the resilience of territorial space of rural areas in modern conditions. The hypothesis is the assumption that the preconditions for the resilience of rural areas in the conditions of modern economic uncertainty are the existing resource potential, industry specifics, as well as the traditional way of the regional agrarian economy. The aim is to study the phenomenon of resilience in relation to rural areas. Objectives: to consider current trends in the development of rural areas at the regional level; to develop a methodology and assess the resilience of rural areas. Methods: scientific analysis and synthesis, analytical interpretation of official statistical data and horizontal analysis, factor aggregation, additive analysis. Scientific novelty. On the basis of generalization of theoretical provisions and development of methodological tools the author's approach to the assessment of operational resilience of rural areas in social, economic and environmental directions was proposed. Results. The interdisciplinary nature of resilience is considered, the review of scientific works of scientists specializing in the spatial development of regional economy, sustainable development of rural areas, state and municipal administration, agroindustrial activity is carried out, the main trends in the development of rural areas under the transformation of social relations of the Russian Federation are considered. The conclusion is formulated that the analysis of transformation processes is necessary not only to restore the lost positions of rural areas of regional space, but also to develop and implement operational measures of resilience taking into account the constantly emerging risks, threats and shocks. The results of the study carried out on statistical indicators of Perm Krai have shown the increasing importance of social infrastructure and its impact on the sustainability of the agrarian economy of the region. The scientific contribution is the approbation of the author's methodology for assessing the operational resilience of rural areas during the instability of hydrocarbon and fuel prices, fluctuations in the national currency and tightening sanctions, the pandemic of coronavirus infection and its consequences. The directions for future research are to determine the trajectories of resilience of the territorial space of the country in the context of federal districts and constituent entities of Russia.
The article considers the main scientific provisions in the field of development of agro-food systems. Methodological approaches to assessing the level of food security have been studied. The main factors influencing the agro-food systems of states in modern realities are identified. The indicators of the agro-food system of the Russian Federation in 2010-2020 are analyzed. in terms of food security. The results of the assessment of the food security of the Perm Territory are presented, taking into account the actual availability and norms of rational consumption of food products by the population. A conclusion was drawn about the need for further research in the field of developing methodological tools for assessing food security and improving the mechanisms of state regulation of agro-industrial production.
The bodies of the Russian Federation’s state management, scientific society, agribusinessface the challenges of searching for new directions to provide effectivedevelopment of agro-industrial activities in the modern conditions of increasedcompetition. Severity of problems in development of the Russian agro-industry iscaused by the complex of climatic, historical, economic factors. The need forcreation and justification of conceptual alternatives based on forming innovativedirections for support of effective development causes application of both new andimproved management decisions technologies and updated basis criteria andparameters of their introduction with appropriate adoptive mechanisms onterritorial levels and in the industry. The objective of the paper is to justifyinnovative directions of provision effective agrarian activities. The analysis ofeconomic literature, regulatory basis shows the certain reserve with potential toincrease the efficiency of domestic agro-industrial production. Analysis of theRussian Federation’s agro-industrial complex condition allows assuming that themain hindrance factor in extended introduction of innovations is persistent nonsolvencyof agrarian enterprises and lack of required means at research institutionsto promote their developments. Implementation of innovative directions foreffective development of agro-industrial complex enables proving conceptualalternatives and forecasting result capacity of their use for aspects of ruraldevelopment, improving mechanism of reducing negative anthropogenic influenceon environment and ecosystem rehabilitation.
Abstract. The article is devoted to the urgent problem of improving the tools for assessing inter-level interaction in the management of spatial and infrastructural development of rural areas of the regions of the Russian Federation. At present, the tasks of state policy and the obligations of the Russian Federation in the global space predetermine the adherence to the principles of sustainable development, which declare the equality of economic, social and environmental directions. The purpose of this article is to study the theoretical provisions and methodological approaches that make it possible to assess the quality of integration processes in rural areas, as well as to develop a methodology for assessing inter-level interaction in managing the spatial and infrastructural development of agricultural territories in the region. Methods. The methodological basis of the article was formed by an integrated approach to the spatial and infrastructural development of rural areas, methods of theoretical analysis of infrastructural development, analytical interpretation of statistical data. The scientific novelty is the assessment toolkit of inter-level interaction developed by the authors in the management of spatial and infrastructural development of rural areas. Results. As a result of the study, using the example of the subjects of the Ural macroregion and the Perm Territory, the main problems of the development of rural areas in terms of production, social and environmental groups of indicators were established based on the application of an integral assessment. It is proposed to form inter-municipal territorial-economic systems for solving the problems of infrastructure development, consolidating the potentials and resources of possible joint activities for the implementation of the most urgent directions for the development of rural areas.
