The aim of the study is to substantiate the strategic parameters of the development of the agro-industrial sector in the region. In accordance with it, the need to develop a strategy based on inertial, local innovation and the system innovation development scenarios is substantiated. The features of each of the scenarios were determined, relating to the rate of increase in production, as well as the satisfaction of regional needs for these products. The analysis of forecast scenarios for the development of agricultural sectors was carried out on the example of dairy cattle breeding, which showed that the potential created by this industry in the Tambov region is sufficient to implement an innovative approach to solving technological problems of increasing production efficiency.
The article shows that dairy farming is one of the most dynamically developing branches of agriculture, existing under the influence of internal and external environments, defined as: compliance with the breed standard, medical standards for milk consumption, increased investment in the industry, its resource potential. On the basis of a retrospective analysis, the evolution of technological structures in dairy cattle breeding in Russia is considered: pre-industrial, collective farming with agricultural mechanization, industrial, intensive technocratic, biotechnological. In addition, on the basis of the organizational and economic analysis of dairy cattle breeding in the Tambov region, the trends of its functioning have been determined: a decrease in the self-sufficiency of the region’s population with milk and dairy products; destructuring of the production sector with an increase in the share of enterprises with low-intensity and extensive milk production; low intensity of reproduction of a herd of cattle; a wide variety of breed composition of dairy cattle. It was found that agricultural enterprises of the region, as a rule, specializing in the development of dairy cattle breeding, choose the direction of organizing a purebred herd with standardized exterior features. This is a fundamentally different way of breeding work from all-Russian trends. On the basis of the research carried out, the priority directions of the development of dairy cattle breeding in an innovation-oriented context are substantiated.
Innovative development of agro-industrial complex assumes effective use of scientific and technical potential, integration of science, education and production, technological modernization of economy on the basis of innovative technologies. The solution of this complex task demands creation of appropriate conditions of development of each industry including beekeeping. The specifics of innovative processes in beekeeping are disclosed. In article, it is proved that modern developments of beekeeping are impossible without innovative component, favorable investment climate and the state support. On the basis of the analysis of the market of beekeeping products in the world, Russia and the Tambov region and also a research of opportunities and prerequisites of effective functioning of beekeeping, the main directions of increase in innovative activity in beekeeping are offered.
The information and analytical materials evaluate the state and efficiency of the agroindustrial complex functioning in the country and in the Tambov Region, its impact on ensuring food and the population's living standard. The main criterial indicators of the export potential were analyzed in terms of qualitative and quantitative indicators for the country and the region. The ways to improve the export potential, as well as to solve the problem of food self-production and to achieve food independence have been offered. The ways to improve the Russian agricultural producers' competitiveness, to form efficiently functioning agricultural, raw materials and food markets, to increase the profitability of agricultural producers, to create a favorable investment climate, as well as to increase the volume of investments in the agricultural sector of the economy to grow its production have been developed.
