This paper presents the modeling of the domestic air transportation network as regulated based on PM 88 2013 in terms of its topology. Topology analysis is carried out both from the network and the airport's role point of view. Based on the network analysis, it is found that one airport is connected on average with 7 other airports, the farthest route can be reached by 6 flights, the network resembles the power-law distribution, and two airports can be reached on average by 3 flights. Meanwhile, in terms of the airport's role, it was found that CGK, SUB, UPG, AMQ, MDC, DPS, BPN, and KNO airports have a significant contribution to the analyzed network. The significant contribution of each airport is quantified by some metrics such as degree of centrality, betweenness centrality, eigenvector centrality, and page rank.Penelitian ini memodelkan jaringan penerbangan domestik yang diatur dalam PM 88 Tahun 2013 dari sisi topologinya. Analisis topologi dilakukan baik dari sisi sistem jaringan sebagai satu jaringan yang terintegrasi dan analisis dari sisi peran bandara yang secara signifikan berpengaruh terhadap jaringan. Berdasarkan analisis jaringan sebagai sistem yang terintegrasi diperoleh bahwa satu bandara terkoneksi rata-rata dengan 7 bandara lainnya, rute terjauh dapat dijangkau dengan 6 kali penerbangan, jaringan mengikuti distribusi power-law, dua bandara rata-rata dapat ditempuh dengan 3 kali penerbangan. Sedangkan dari sisi peran bandara diperoleh bahwa bandara CGK, SUB, UPG, AMQ, MDC, DPS, BPN, dan KNO memiliki kontribusi yang sangat penting bagi jaringan domestik berjadwal seperti yang diatur dalam PM 88 Tahun 2013. Kontribusi per bandara ini dikuantifikasi melalui metrik seperti degree of centrality, betweenness centrality, eigenvector centrality, dan page rank.
The purpose of this study was to establish a strong culpability decision and implement Just Culture in organizations. The research methodology was based on a quantitative questionnaire that contained a variety of questions and statements related to the role of Just Culture, with an emphasis on safety management systems, commitment to safety, safety training, level of support and recognition for safety within the organization, and how the organization managed blame and punishment. The findings of the study demonstrated clearly what should be reported, how it should be submitted in accordance with the information obtained, how to report using an unfriendly system, and what guarantees were available after reporting. All respondents concurred that all employees should comprehend and implement Just Culture. It should always be incorporated and implemented in regular tasks since safety is a necessity, not merely a duty. Additionally, the key findings from discussion method and interviews with the top management team addressed the existing issues with Just Culture, as well as how the Air Navigation Service Provider (ANSP) in Indonesia builds strong culpability decisions and handles blame and punishment (determine culpability decision). Indonesia Air Navigation (The ANSP in Indonesia) intended to define acceptable and unacceptable behavior criteria, and more than ninety percent of the survey respondents agreed.
