AbstrakPemantauan dan evaluasi kegiatan libur Nataru tahun 2020 telah dilaksanakan di Bandara Soekarno-Hatta. Kajian ini dilaksanakan melalui observasi secara langsung terhadap penumpang yang berada di bandara. Berdasarkan hasil kajian diketahui bahwa penumpang masih banyak yang melakukan perjalanan dengan alasan mudik/keperluan keluarga, tingkat kepatuhan penumpang terhadap protokol kesehatan sebesar 66% penumpang dan 60% percaya bahwa melakukan perjalanan dengan pesawat udara aman dari terpapar virus Covid-19. Kebijakan pemerintah terhadap pembatasan perjalanan dengan moda angkutan udara pada masa Natal 2020 dan Tahun Baru 2021 berhasil dilaksanakan.AbstractMonitoring and Evaluation of Christmas 2020 and New year 2021 holidays have been conducted in Soekarno-Hatta Airport. This study is conducted by direct observation to the passengers in the Airport. According to the result obtained, many passengers are still conducting a trip due to “mudik” or family business, the conformity of the passenger to the Covid-19 Protocol is around 66% of the total passenger, and 60% of passenger confident with the safety to travel with aeroplane from the risk of infected by Covid-19 virus. The government‘s policy regarding the limitation of travel by air transport in the Christmas 2020 and New Year 2021 Holidays has been successfully implemented.
The Development Potential of Air Transportation Routes at Mutiara SIS Al Jufri Airport Palu: The government policy in regulating the air transportation routes on a macro basis aims to open up regional isolation and develop the potential of those regions. Mutiara SIS Al Jufri Airport is one of the entrances to the movement of people and goods through air transport to Central Sulawesi Province. Along with the increasingly socio-economic development of Palu City and Central Sulawesi Province in general, the demand for movement of people and goods also increased, and with the economic improvement of society of Central Sulawesi Province, air transportation becomes the main choice. This study is intended to measure the potential for the development of aviation routes at Mutiara SIS Al Jufri Airport, based on the opinion of current users of air transport and air carrier services, and adapted to the Master Plan of the Airport and the Spatial Planning Document of Central Sulawesi Province, using multiple linier regression analysis method. The results of the survey to the airlines provide the information about the plan to open the Palu-Morowali flight route due to its potential demand for transportation of goods between those cities using ATR-72 type aircraft, where there are many production of mining and palm oil products in Morowali. However, from the analysis, if ATR-72 aircraftshould be operated then the runway capacity at Morowali Airport have to be developed since the current condition with runway length of 1,050 m is not sufficient to be landed by ATR-72 in which require a runway with minimum length of 1,600 m. Kebijakan pemerintah tentang pengaturan rute penerbangan secara makro bertujuan untuk membuka isolasi daerah dan mengembangkan potensi yang dimiliki masing-masing daerah tersebut.Bandar Udara Mutiara SIS Al-Jufri adalah salah satu pintu masuk pergerakan orang dan barang melalui angkutan udara ke Provinsi Sulawesi Tengah.Seiring dengan semakin berkembangnya sosio-ekonomi Kota Palu dan Provinsi Sulawesi Tengah pada umumnya, maka demand pergerakan orang dan barang pun turutmeningkat, dan dengan kemajuan perekonomian masyarakat di Provinsi Sulawesi Tengah maka transportasi udara menjadi pilihan utama. Pengkajian ini ingin melihat bagaimana potensi pengembangan rute penerbangan di Bandar Udara Mutiara SIS AlJufri, berdasarkan opini pengguna jasa angkutan udara dan maskapai penerbangan yang saat ini beroperasi, serta disesuaikan dengan rencana induk bandar udara dan dokumen Tata Ruang Wilayah Propinsi Sulawesi Tengah, dengan menggunakan metode analisis regresi linier berganda. Hasil survei kepada maskapai penerbangan diperoleh informasi adanya rencana pembukaan rute penerbangan Palu-Morowali yang sangat berpotensi adanya permintaan kebutuhan angkutan dari Morowali menuju kota Palu untuk angkutan barang dengan menggunakan pesawat udara jenis ATR-72, dikarenakan daerah Morowali banyak terdapat produksi hasil tambang dan kelapa sawit. Namun dari hasil analisis jika ingin menggunakan pesawat ATR-72, maka kapasitas landas Pacu (runway) di Bandar Udara Morowali harus dikembangkan karena kondisi saat ini dengan panjang 1.050 m masih belum memungkinkan untuk didarati oleh pesawat ATR72 yang membutuhkan minimal panjang runway 1.600 m.
AbstrakLalu lintas angkutan udara di Bandar Udara Mutiara SIS Al-Jufri, Palu menunjukkan pertumbuhan yang meningkat selama periode 2015-2019. Pengelolaan Ground Support Equipment (GSE) dan Sumber Daya Manusia (SDM) diperlukan untuk memenuhi persyaratan pelayanan ground handling di sisi udara, khususnya apron, untuk mewujudkan keselamatan penerbangan, kinerja ketepatan waktu, kepuasan pelanggan, serta keandalan yang sesuai dengan regulasi. Penelitian ini bertujuan mengetahui kualitas layanan ground handling di Bandar Udasar Mutiara SIS Al-Jufri. Metode yang digunakan adalah metode kualitatif deskriptif dengan mengacu pada kriteria dalam Peraturan Menteri Perhubungan Nomor PM. 91 tahun 2016 tentang Pembatasan Usia Peralatan Penunjang Pelayanan Darat Pesawat Udara (Ground Support Equipment/ GSE) dan Kendaraan Operasional yang Beroperasi di Sisi Udara, serta Surat Keputusan Direktur Jenderal Perhubungan Udara Nomor SKEP/81/X/1998 tentang Pedoman Umum Pengelolaan Ground Support Equipment (GSE). Hasil penelitian menyimpulkan bahwa kegiatan ground handling telah menunjukkan komitmen dalam memenuhi pelayanannya. Walaupun demikian, masih terdapat deviasi berupa kendaraan dengan usia operasi lebih dari 10 tahun yang masih beroperasi di apron, antara lain Aircraft Towing Tractor (ATT), Air Starter Unit (ASU), dan Ground Power Unit (GPU). Oleh karena itu, direkomendasikan untuk melakukan penyesuaian peralatan dengan mengacu pada regulasi yang berlaku.Kata kunci: Bandar Udara Mutiara SIS Al-Jufri, ground handling.Ground Handling Services at Mutiara SIS Al-Jufri Airport Palu: Air transport traffic at Mutiara SIS Al-Jufri Airport, Palu-Indonesia, showed an increase in growth from 2015 until 2019. In an attempt to meet the ground handling service requirements on the air side, especially aprons, it is necessary to properly manage Ground Support Equipment (GSE) and Human Resources to achieve flight safety, punctuality performance, customer satisfaction, and regulatory compliance. This study aimed to determine the quality of ground handling services at Mutiara SIS Al-Jufri Airport. It employeda descriptive qualitative method by referring to the criteria issued in the Regulation of Minister of Transportation PMNo. 91 of 2016 concerning Age Limits for Supporting GSE and Operational Vehicles Operating on the Air Side andthe Decree of the Director-General of Civil Aviation No. SKEP/81/X/1998 on General Guidelines for Management of Ground Support Equipment. The results showed that the ground handling activities hadsuccessfully committedto fulfilling their functions, but a few deviations from the recommended age of vehicles in operation on the aprons were identified. Aircraft Towing Tractor (ATT), Air Starter Unit (ASU), and Ground Power Unit (GPU) had been operated for more than ten years. Aviation security is a condition that provides protection to flights from all unlawful acts through the integrated use of human resources, facilities, and procedures. However, disruption to aviation security is always present and has the potential to occur. Therefore, anticipatory actions to maintain flight security must always be carried out by implementing aviation security and safety standards in order to avoid all disturbances and threats. This study aims to determine the standard for checking passenger entry permits into restricted security areas at Soekarno-Hatta International Airport. The results of the study show that the Soekarno Hatta International Airport security system is included in category A, and has been implemented in accordance with SE 40 of 2020 concerning Guidelines for Aviation Security Measures in the Period of Productive and Safe Community Activities from Corona Virus Disease 2019 , where during the Covid-19 pandemic, at every entrance to the airport terminal, a thermo scan device has been installed to measure the body temperature of everyone entering the airport, and also the addition of validation checks for Covid-19 test results for aircraft passengers. Security check procedures for passengers who want to depart, held in 3 times to show identity (ID) , tickets, and Covid-19 test results, namely first at the check-in counter by airline officers, second at SCP-2 by avsec officer and third at boarding check by airline officer. Based on KM 211 of 2020 concerning the National Aviation Security Program, entry permit check and identity verification on SCP-2 must be carried out by temporarily removing the mask. In facts, entry permit checks and identity verification need to be consistently applied by airport avsec officers.Keamanan penerbangan merupakan suatu keadaan yang memberikan perlindungan kepada penerbangan dari segala tindakan melawan hukum melalui keterpaduan pemanfaatan sumber daya manusia, fasilitas, dan prosedur. Namun gangguan terhadap keamanan penerbangan senantiasa ada dan berpotensi terjadi. Oleh karena itu, tindakan antisipasi menjaga keamanan penerbangan harus selalu dilakukan dengan menerapkan standar keamanan dan keselamatan penerbangan agar terhindar dari segala gangguan dan ancaman. Kajian ini bertujuan untuk mengetahui standar pemeriksaan izin masuk penumpang ke daerah keamanan terbatas di Bandara Internasional Soekarno-Hatta.
