R R R R RESUMO ESUMO ESUMO ESUMO ESUMOO objetivo deste trabalho é compreender o impacto da nova legislação que regulamenta as relações de parceria entre Estado e organizações da sociedade civil (Terceiro Setor).O presidente da Repúbli-ca sancionou em março de 1999 a Lei 9790/99 -a chamada Lei do Terceiro Setor -que criou a figura jurídica das Organizações da Sociedade Civil de Interesse Público (OSCIPs). Baseado em uma pesquisa exploratória, este trabalho, usando a teoria institucional, permitiu que se analisasse como as organizações mais antigas (ONGs e organizações tradicionais de assistência social) resistiram por meio de inércia organizacional à adoção da qualificação como OSCIP, enquanto que a aceitação ao novo modelo foi maior entre organizações mais jovens, em um claro desenvolvimento isomórfico coercitivo e normativo.Palavras-chave: teoria institucional; terceiro setor; inércia organizacional.
Human Milk Oligosaccharides (HMOs) are abundant carbohydrates fundamental to infant health and development. Although these oligosaccharides were discovered more than half a century ago, their biosynthesis in the mammary gland remains largely uncharacterized. Here, we use a systems biology framework that integrates glycan and RNA expression data to construct an HMO biosynthetic network and predict glycosyltransferases involved. To accomplish this, we construct models describing the most likely pathways for the synthesis of the oligosaccharides accounting for >95% of the HMO content in human milk. Through our models, we propose candidate genes for elongation, branching, fucosylation, and sialylation of HMOs. Our model aggregation approach recovers 2 of 2 previously known gene-enzyme relations and 2 of 3 empirically confirmed gene-enzyme relations. The top genes we propose for the remaining 5 linkage reactions are consistent with previously published literature. These results provide the molecular basis of HMO biosynthesis necessary to guide progress in HMO research and application with the goal of understanding and improving infant health and development.
Introduction: This article analyzes the issue of Capacities for the implementation of public policies. The article examines the concepts of state capacity, policy capacities and policy work to analyze the role of bureaucratic roles in the implementation process. The article criticizes the concept of state capacities and advocates a perspective that the analysis of capacities should be focused on the performance of agents for the fulfillment of public policy functions. Materials and methods: Based on a survey analysis with agents of civil service bureaucracy, the article lists the central capacities for the performance of functions necessary for the implementation of public policies. Results: The theoretical finding is that capacity analysis should consider the role of individuals in the performance of policy functions and the organizational context in which they are embedded. Discussion: This article contributes to the literature on bureaucracy and governance in Brazil.
Este texto para discussão (TD) visa apresentar os principais resultados de um survey aplicado com a burocracia pública da administração direta em âmbito federal, com o objetivo de compreender os usos de diferentes fontes de evidências para produção de políticas públicas. Ao todo, foram respondidos 2.180 questionários no período de outubro a dezembro de 2019. Os resultados apontam para a existência de diferentes perfis de funções desempenhadas, com destaque para um perfil dedicado à produção de análises e assessoramento governamental. Quanto à mobilização de fontes de informação, os dados indicaram quatro perfis de burocratas: os que se baseiam em informações produzidas pela própria administração pública; outros que se apoiam em diversos tipos de informações externas; um terceiro grupo que utiliza informações de fontes acadêmicas; e, por último, um perfil que confia em informações de cunho mais pessoal. Especificamente quanto às evidências científicas, a credibilidade e o prestígio da fonte, além da aplicabilidade dos estudos produzidos, são fatores que ampliariam sua utilização em âmbito federal. Não se observaram, do ponto de vista organizacional, muitas estratégias para incorporação e disseminação de um enfoque de políticas públicas baseadas em evidências (PPBEs), havendo principalmente esforços individuais para utilizar evidências científicas no processo decisório.
This article examines governance conditions for implementing the United Nations’ Sustainable Development Goals (SDGs) in Brazil. The SDGs are a commitment (signed and adopted in September 2015 by 193 countries) to achieve 17 key milestones by 2030 for formulating and implementing public policies that promote economic, social, and environmental development. Yet the Goals’ multifaceted and imbricated nature poses expressive challenges. One argues that the SDGs provide a rich set of interconnected policies to address key aspects of the governance debate, such as the capacities in a complex policy-implementation context; the association between administrative and relational policy capacities; and the dynamics of governance tools. This investigation entails quanti-qualitative analysis based on data produced by semi-structured interviews and a survey with a random sample of the Brazilian federal bureaucracy, answered by 2,000 individuals. The main findings are that the SDGs require a governance strategy capable of building capacity for promoting collaboration among state and society, horizontal and vertical coordination, and data and information for developing analytical capabilities. In sum, SDGs require higher levels of capacities, leadership, and proper institutional design to reach the necessary levels of collaboration for producing coherent and integrated policies, so leadership materializes as the main critical condition for SDGs’ implementation in Brazil.
