The article deals with the problem of modeling the effectiveness of the development of financial decentralization mechanisms. A conceptual approach is proposed, which allows to form a complex of models. The models allow to evaluate the socio-economic effects of financial decentralization increase; to determine the "threshold" value of the level of financial decentralization, upon which slowdown in economic growth may occur. The models are based on based on the principal components' method, canonical correlations, cluster analysis, Kohonen neural networks, the level of development method, production and institutional functions. The modeling results showed that a high level of financial decentralization is inherent to countries with a high level of economic development, where high quality institutional environment and administrative decentralization lead to the increase of the efficiency of the public sector functioning. At the same time, in countries with a high level of competitiveness and socio-economic development the gap between the growth rates of income and expenditure powers of budgets of various levels and the growth rate of GDP is growing. This fact reduces the level of budget and debt security. Models of production and institutional functions have been developed, countries with a "reference" development model have been identified, as well as groups of countries that would have a higher effect from the re-centralization of government finances or financial decentralization.

Permanent repository link AbstractIn this article the problems of the prevalence of esophageal cancer and the spatial distribution of mortality rates from this disease are considered using as examples the NUTS 2 regions in six countries of Central and Eastern Europe (Austria, Germany, the Czech Republic, Poland, Slovakia and Hungary). The rates of mortality from esophageal cancer are analyzed by statistical methods and by spatial econometrics. A study is carried out of the features of the spatial distribution of the rates of mortality from esophageal cancer. It allows us to determine more and less epidemiologically affected regions and to carry out more detailed studies on the link between the mortality rates from esophageal cancer and various factors, such as the environmental situation, socio-demographic characteristics of the population, culture and nature of nutrition, the general health status of the population, the availability of resources and the level of healthcare in the region. By means of the multifactor regression model we forecast the rates of mortality from esophageal cancer, taking into account characteristics of the countries, the dynamics of the number of patients with diseases of the esophagus and the general time trend.
In the article the problem of analysis of the strategic positions is considered on the example of the Center of Pediatrics named after John Paul II in Sosnowiec. The Center of Pediatrics is one of the leading medical institution in Silesian Voivodship in Poland. The purposes of research were to study the positions of the Center of Pediatrics in the national ratings, to reveal the reasons of decreasing evaluation of the Center of Pediatrics according to the different criteria, to provide initial sociological research of medical staff and to develop the essential recommendations for the improvement of positions of the Center of Pediatrics in the national ratings. For the analysis of the strategic positions of the Center of Pediatrics according the different criteria the results of national rating of leading medical institutions in Poland during period of 2015-2018 were used. We revealed that during last years the strategic positions of the Center of Pediatrics was dropped and the main reasons in the losses of positions were essentially decrease in the component «Management» and «Quality of care». In this issue we focused on the problem of improvement of human resources management in mentioned organization. According to the provided initial sociological research we revealed the needs and values of the different categories of personnel and developed complex of measures for Strategic Development Program which increases efficiency of the Center of Pediatrics over next 5 years. This Program allows improve competitiveness of this organization and its strategical positions in the national ratings of leading medical institutions in Poland
Summary. In this article the problems of the prevalence of esophageal cancer and the distribution of mortality rates from this disease are considered in EU countries. The rates of mortality from esophageal cancer are analyzed by statistical methods and time series analysis. A study is carried out of the features of the tendencies of mortality rates from esophageal cancer in six EU countries and in Ukraine. It is emphasized that various factors, such as the environmental situation, socio-demographic characteristics of the population, culture and nature of nutrition, the general health status of the population, the availability of resources and the level of healthcare in the region should be took into account for development of the programmes for the prevention of prevalence of esophageal cancer. By means of the models for time series analysis we forecast the rates of mortality from esophageal cancer for six countries of EU and for Ukraine, which can be used for the development of the national strategies to reduce the prevalence and mortality from esophageal cancer.
