A TRANSIÇÃO DA MORTALIDADE POR CÂNCERES NO BRASIL E A TOMADA DE DECISÃO ESTRATÉGICA NAS POLÍTICAS PÚBLICAS DE SAÚDE DA MULHERResumo: Este artigo tem por objetivo descrever a evolução da transição da mortalidade por cânceres de mama e colo do útero no Brasil em relação ao desenvolvimento socioeconômico. Foram obtidos dados de mortalidade por câncer de mama e de colo do útero no Brasil para um período de 20 anos, correspondente a um intervalo bicensitário. Os óbitos foram corrigidos e as taxas padronizadas. Além disso, indicadores sociais foram mensurados para os três anos censitários incluídos na série temporal. Observa que os estados brasileiros possuem muita heterogeneidade com relação aos indicadores sociais e à mortalidade pelos dois cânceres, e parece haver um padrão entre a condição socioeconômica e a mortalidade por câncer de mama e de colo do útero. Conclui que é necessário, portanto, realizar a avaliação e o planejamento das ações, considerando cenários de desenvolvimento, para garantir o acesso universal e equitativo das mulheres às políticas públicas de saúde. CANCER'S TRANSITION IN BRAZIL AND STRATEGICAL DECISION-MAKING IN WOMEN´S PUBLIC HEALTH POLICIES Abstract:This article aims to describe the evolution of the transition in mortality from breast and cervix cancers in Brazil in relation to socioeconomic development. There were data obtained of mortality from breast cancer and cervical cancer in Brazil for a period of 20 years, corresponding to a censitary range. Deaths were corrected and rates standardized. In addition, social indicators were measured for all three census years included in the time series. It was observed that the Brazilian states have a lot of heterogeneity with respect to social indicators and mortality for both cancers, and there seems to be a pattern between socioeconomic status and mortality from breast and cervix cancer. It is therefore necessary to carry out the assessment and planning of actions, considering development scenarios, to ensure universal and equal access of women to public health policies.
This study aims to contribute to the discussions on public policies concerning graduate courses in Biology with a diagnosis of: evolution of the supply, the profile of graduates and their placement in the labor market. For this, we used data from the INEP (National Institute of Educational Studies Anísio Teixeira) and IBGE (Brazilian Institute of Geography and Statistics). It was observed that the increase in supply was not accompanied by the interest in the Area of Biology, and the ratio between the number of enrollments and graduates is low. To describe the socioeconomic profile of students who complete the course we appealed to Principal Component Analysis, with data from all Areas of the graduates who took the ENADE (National Exam of Students of Higher Education) 2004-2012. The factors obtained show that, on average, Biology graduates are among those socioeconomically less affluent among the Areas evaluated by ENADE. One can also note a difference among those with a BA and those with a License (in Brazil, a BA in Biology does not entitle a person to teach, a License is needed. Students with BA go on to get MSc and PhD), the latter even less affluent and the former slightly more affluent than the average graduating student. Finally, the sample of the 2010 Census allowed to detect that teaching is the career of most biologists, especially females, but also showed that many work in clerical activities or activities not related to the Area. Average wages of different occupations of Biologists are also analyzed and show discrepancies which characterize the different types of insertion in the job market.
One of the principal aspects to develop affirmative action in Brazil comprises how to define target population, which includes uses and perceptions of ethnic/ racial/color categories. The present paper has the main objective of bringing the analysis about IBGE's 2 race/color classifications contribute to the design of affirmative action in Brazil using categories historically constructed with the endorsement of official statistics. The color issues in the Brazilian Census and the experiences, including the racial designation as an open response, has been studied since 1872, and it is noted that there are two dimensions to be observed in the affirmative action debate: a structural and other cultural involving race/color classifications in Brazil. The statistics are fundamental to build the best evidence in shaping public policy. On the other hand, we must recognize ethnic and racial identities as cultural phenomena that are susceptible to change, which drives us to continue the discussion, trying to capture the meaning of these transformations. The affirmative action debate may not disqualify any of these approaches to knowledge about race relations in Brazil.

Este estudo tem como objetivo oferecer uma contribuição para as reflexões sobre políticas públicas referentes aos cursos de graduação e pós-graduação em Medicina, mediante a apresentação de um diagnóstico sobre a evolução da oferta, o perfil dos concluintes e a sua colocação no mercado de trabalho. Para tal, recorreu-se aos dados do INEP (Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira), aos da CAPES (Coordenação de Aperfeiçoamento de Pessoal de Nível Superior) e aos do IBGE (Instituto Brasileiro de Geografia e Estatística). Observou-se que, tanto na rede pública (em menor escala) quanto na rede privada, houve expansão na oferta de cursos de Medicina, que foi acompanhada por um aumento no número total de matrículas e de concluintes. O número de cursos de Medicina cresceu 337,5% (5,22% a.a.) em 29 anos. Nota-se que a oferta de cursos de pós-graduação stricto sensu aumentou, bem como a procura por vagas nesses cursos. Para a descrição do perfil socioeconômico dos concluintes, recorreu-se à Análise de Componentes Principais, com dados de todos os concluintes das áreas avaliadas pelo Enade (Exame Nacional de Desempenho dos Estudantes), de 2004 a 2020. Três fatores foram identificados: afluência socioeconômica, autonomia financeira e corresidência. Os concluintes da área de Medicina, quando comparados aos concluintes de todas as áreas, possuíam, em média, a maior afluência socioeconômica, a menor autonomia financeira e o menor nível de corresidência. A situação atual da oferta de cursos de graduação no que diz respeito ao tamanho, à localização geográfica e ao CPC está apresentada em um capítulo à parte. Por fim, com a pesquisa amostral do Censo 2010, foi detectado que a carreira da maioria dos bacharéis em Medicina estava concentrada mesmo na ocupação de “Médicos”, fossem eles graduados, mestres ou doutores. Este estudo é facilmente replicável para outras áreas do conhecimento.
