The transnational feature of the Covid-19 pandemic is an indicator and result of globalization and the gradual loss of meaning of space. This global epidemic has led further increase or even reset of time and space compression and the development of new forms of behavior. This change includes the individual working, establishing relationships, using spare time, getting education, and shopping without changing place and having any time limit. Although this situation has already been there with the developments in transportation and communication technologies, which are the main reasons of globalization, it gained momentum after the epidemic and has appeared as the reason for a new social structure. This study aims to address the rapid spread of the pandemic due to globalization, as well as the social change caused by the epidemic environment and the formation of new social relations within the framework of the concept of time-space compression.
Cities are futures' crucial elements, playing an important role in economics, social and environmental. As closer to individuals, cities face some challenges in terms of problems caused through the rapid urbanization process. Hence, governments and public agencies at all levels should use smart techniques including technology for sustainable development, better quality of life for citizens, and finally, an efficient use of scarce public resources. In this sense, Turkey plans to apply a smart city concept in Turkish cities as worldwide and published 2020-2023 National Smart Cities Strategy and Action Plan document with four strategic goals, nine targets, and 40 actions. This chapter aims to reveal the institutional, fiscal, and social challenges on smart governance, which is the most important dimension of smart city, for Turkey. In this respect, there are some challenges on smart governance in Turkey in terms of legislation, institutional, transparency and accountability, participation, e-democracy, and citizens.
Öz Eğitim, tarihin her döneminde ekonomik ve toplumsal değişimlerin sonucunda istendik bireye ulaşmanın en önemli aracı olmuştur. Yetişkin eğitimi bu anlamda ayrı bir öneme sahiptir. Bu önem yetişkin eğitiminin örgün eğitime göre daha kısa süreli olması ve dolayısıyla sonuca daha hızlı ulaşması ile uygulanan eğitim programlarının esnek yapısından kaynaklanmaktadır. İkinci Dünya Savaşı sonrasında tartışılmaya başlanan kalkınma düşüncesi, 1980'li yıllara kadar sürecek olan yeni bir ekonomik ve toplumsal anlayışın doğmasına yol açmıştır. Kalkınma tartışmaları Batı kapitalist merkezlerinde refah politikaları ile sonuçlanırken, bu merkezlerce "geri kalmış", "azgelişmiş", gelişmekte olan" gibi kavramlarla tanımlanan batı dışı toplumlara önerilen ise planlı kalkınma olmuştur. Ekonomik bir içerikle tanımlanan kalkınma kavramı giderek toplumsal değişimleri de içeren bir kavram haline gelmiştir. Kalkınma düşüncesinin Batı dışı toplumlara yansımasında toplumsal içeriğin daha da önem kazandığı görülmektedir. Konuya Türkiye özelinde bakıldığında kalkınma düşüncesinin bir taraftan ekonomik olarak tartışılırken diğer taraftan modernleşme süreci ile birlikte değerlendirilmekte olduğu ve önemli bir toplumsal değişimi hedeflediği görülmektedir. Yürütülen tartışmalarda ise halk eğitimi öne çıkmaktadır. Bu çalışma 1950'li yılların ortalarında kurulmaya başlanan ancak 1960 sonrasında oldukça aktif hale gelen halk eğitimi merkezlerini kalkınma düşüncesi çerçevesinde değerlendirmeyi amaçlamaktadır.
Cinsiyet konusundaki sosyoloji temelli tartışmalar toplumsal cinsiyet kavramı etrafında toplanmaktadır. Doğuştan sahip olduğumuz fizyolojik özellikler biyolojik cinsiyetimizi belirlerken, parçası olduğumuz toplumun bizi kadın ya da erkek olmamıza dayanarak şekillendirmesi ise toplumsal cinsiyeti oluşturmaktadır. Eğitimden, iş yaşamına, komşuluk ilişkilerinden sağlık hizmetlerine kadar uzayan pek çok alanda toplumsal cinsiyet örüntülerinin yansımaları gözlemlenmektedir. Çoğu örnekte ayrımcılığa varan uygulamalara sebebiyet veren toplumsal cinsiyete dayalı sınıflandırmalar, gündelik yaşamın beyaz perde uyarlamalarına da konu olmaktadır. Bu çalışma, toplumsal cinsiyet rollerinin sebep olduğu keskin toplumsal ayrımları bir ailenin yaşamı üzerinden anlatan ve gerçek bir hikâyeden uyarlanan DANGAL isimli Hint filmini toplumsal cinsiyet tartışmaları bağlamında ele almaktadır. İki kız kardeşin yoğun toplumsal baskıya rağmen, "erkek sporu" olarak bilinen güreş sporunda elde ettikleri başarıya giden yolda yaşadıklarını, toplumsal cinsiyet rolleri, kadın işi-erkek işi, mekân ve beden bağlamında analiz etmektedir.
Taşra, sosyoloji, siyaset bilimi ve tarih alanında, özellikle Türk modernleşmesi çalışmalarında olduğu gibi edebiyat ve sinemanın da sürekli ilgi odağında olmuş bir olgudur. Sosyolojide özellikle toplumsal ve siyasal değişimi anlamak için üzerinde durulan taşra, edebiyat ve sinemada mekânsal olarak toplumsal bir yapıyı ifade etmek için kullanımının ötesinde özellikle son dönemde bireyi anlamanın bir aracı olmuştur. Edebiyat metinleri taşrayı kimi zaman aydınlatılması gereken bir yer olarak görürken kimi zaman da eskiye özlemin ifade edilme aracı olarak kullanmışlardır. Türk edebiyatında taşrada bireye yönelen temel metinler ise en net biçimde Yusuf Atılgan’ın eserlerinde görülmektedir. Son dönem sinemamız da benzer biçimde, taşrada bireye yönelmiş ve birey üzerinden taşra, taşralılık, taşranın açmaz ve çıkmazları tartışma konusu yapılmıştır. Türk sinemasında bu konuda birçok örnek göstermek mümkün olmakla birlikte Nuri Bilge Ceylan sineması, merkezine taşrayı alması anlamında önemli bir örnektir. Nuri Bilge Ceylan’ın 2018 yılı yapımı “Ahlat Ağacı” filmi de taşra merkezli bir tartışmayı yürütmekte ve özellikle taşrada yaşanan dönüşüme odaklanmaktadır. Bu çalışmada Nuri Bilge Ceylan’ın son filmi Ahlat Ağacı’nda taşra, taşra-merkez ilişkisi ve taşranın dönüşümü temaları incelenmektedir.
