Códigos JEL: D72; H77; C72.Este artigo apresenta um estudo econométrico sugerindo que as transferências inter-governamentais no Brasil são significantemente influenciadas por motivações político-partidárias. Diante desse fato estilizado, desenvolvese uma extensão do modelo de Rogoff (1990) para analisar o efeito dessas transferências politicamente motivadas sobre os equilíbrios eleitoral e fiscal subnacionais. Mostra-se que as transferências politicamente motivadas podem anular o principal aspecto positivo do ciclo político-orçamentário. De fato, essas transferências podem, por um lado, eliminar o ciclo político-orçamentário, resolvendo o problema de risco moral, mas, por outro lado, elas podem colocar no poder um titular incompetente, gerando um problema de seleção adversa. São analisados dois modelos. No primeiro admite-se a suspensão do atendimento nas instalações do consórcioà sua população do município que abandonar a parceria. O estudo evidencia uma forte tendênciaà instabilidade da associação no segundo modelo.The present article studies a new organizational structure in which neighboring health districts in Brazil form a partnership to jointly supply costly specialized health care services. Each district partially funds the organization. Depending on the partnership contract, a free rider problem arises. A district has the incentive to withdraw from the partnership if it can still benefit from its services, especially when political pressures for competing expenditures arise. This article makes use of a unique database that allows, for the first time, calculating in a precise way the amounts of discretionary transfers from the Brazilian Federal government to municipalities in the period from 1997 to 2012. The new database is used to test the "strategic partisan transfers hypothesis", which states that mayors from the same party as the president receive higher federal transfers than those from different parties, if the corresponding municipality is situated in a state where the governor is not aligned with the president. In general, the econometric analysis strongly supports the strategic partisan transfers hypothesis. Furthermore, it supports the hypothesis that there is a biannual political transfers cycle in Brazil due to the country's staggered electoral system with elections every other year.
Inflation Expectations in Latin America I n economies with important price indexation mechanisms, one of the greatest challenges of a disinflationary monetary policy is to make price setters form expectations (and thus set prices) on the basis of forward-looking variables instead of looking back into the past. Under a credible inflationtargeting regime, looking forward means believing in the inflation targets announced by the central bank.Some Latin American central banks that explicitly target inflation have reacted strongly to deviations of inflation expectations from announced targets. Fraga, Goldfajn, and Minella argue that the strong reaction of the Central Bank of Brazil to private inflation forecasts suggests that "the Central Bank conducts monetary policy on a forward-looking basis and responds to inflationary pressures." 1 In Mexico, Torres García also finds evidence that monetary policy responds to forward-looking variables, such as inflation expectations, rather than to backward-looking ones. 2 The literature on optimal monetary policy has traditionally been built on the assumption that agents' expectations are rational, which implies that price setters perfectly know the structure of the model governing the economy and all the parameters of that model. 3 However, this assumption is not innocuous to optimal monetary policy. Orphanides and Williams demonstrate that when expectations are updated every period from a finite sample regression, which seems to be what real-life econometricians do, the central bank should react
