This article makes use of a unique database that allows, for the first time, calculating in a precise way the amounts of discretionary transfers from the Brazilian Federal government to municipalities in the period from 1997 to 2012. The new database is used to test the "strategic partisan transfers hypothesis", which states that mayors from the same party as the president receive higher federal transfers than those from different parties, if the corresponding municipality is situated in a state where the governor is not aligned with the president. In general, the econometric analysis strongly supports the strategic partisan transfers hypothesis. Furthermore, it supports the hypothesis that there is a biannual political transfers cycle in Brazil due to the country's staggered electoral system with elections every other year.
Resumo Este artigo investiga a influência do alinhamento partidário entre atores políticos das esferas federal e municipal na determinação das transferências voluntárias federais aos municípios, com especial enfoque na identidade partidária entre deputados federais e prefeitos, a partir do indicador de Quociente Locacional de Bendavid-Val. A análise econométrica confirma o efeito positivo e significante dessa identidade partidária, indicando o importante papel desempenhado pelos deputados federais na distribuição partidária de transferências intergovernamentais. A principal contribuição deste trabalho é ir além do tradicional alinhamento entre prefeito e Presidente da República e investigar o papel dos parlamentares federais na distribuição partidárias das transferências voluntárias.
The way fiscal management relates to the political system dynamics and institutions is a promising study object in Brazil, especially after the 1988 Constitution, which implemented a large fiscal decentralization, with municipalities being moved to the foreground in the national scene. This dissertation provides a few contributions in the debate. The first essay investigates if electoral incentives, represented here by the re-election, make the incumbent mayor-nominee to enhance its township fiscal performance. The empirical results suggest a better budgetary performance for first-term mayors that intend to run for a second term, as compared to firstterm mayors that do not target a second term, and second-term mayors. In fact the analysis shows that first-term mayors without the intention of a second term tend to act just like secondterm mayors. The second essay highlights the existence of a bias in the distribution of federal transfers, benefiting townships in which the mayor's party has party affinity with the influential political coalition in the region where the township is located. The results are particularly interesting, considering Brazil's current political crisis in which government credibility is hampered by the several corruption scandals, most of them involving political bargains that use voluntary transfers, particularly the ones from congressional amendments. In summary, this work provides empirical evidence highlighting the political and institutional variables that affect fiscal policy at the sub-national levels in Brazil.
Com um PIB de 3,7 trilhões de reais, o agronegócio é um segmento produtivo relevante na economia brasileira, inclu-sive como fornecedor internacional. No entanto, especificamente quanto à produção de pescado, que engloba a pesca e aquicultura, segundo dados do Ministério da Pesca e Aquicultura, o Brasil possui participação de menos de 1% da pro-dução mundial, embora existam programas estatais para o fortalecimento do setor em questão e importantes vantagens comparativas nacionais. Nesse contexto, este artigo tem como objeto o estudo da relação entre os gastos do governo federal na produção aquícola brasileira, especialmente no programa Desenvolvimento Sustentável da Aquicultura, e o aumento da produtividade do mesmo setor, com o objetivo específico de contribuir para um planejamento mais ade-quado dessa atividade econômica e possibilitar maior efetividade do gasto estatal. Identificam-se ainda as potencialidades e deficiências do setor aquícola brasileiro, apontando-se alternativas para a superação dos principais problemas, inclusive a falta de isonomia na distribuição dos recursos do programa Desenvolvimento Sustentável da Aquicultura.
