Responding to recent articles in Governance highlighting the need for improved measurement of bureaucratic characteristics, this article describes efforts to map Brazil's federal agencies on three dimensions-capacity, autonomy, and partisan dominance-derived from data on more than 326,000 civil servants. The article provides a "proof of concept" about the utility of agency-level measures of these variables, demonstrating how they relate to an output common to all agencies: corruption. The article provides a first step in the direction of building a comparative research program that offers objective evaluation of bureaucracies within nation-states, with the intent of better disentangling their impact on governance outcomes.

OPoder Judiciário possui um impacto significativo na elaboração das políticas públicas: os tribunais influenciam o que Schattschneider (1960) chamava de "definição das alternativas" pelo sistema político. No entanto, essa afirmação simples é mais complicada do que parece, especialmente no contexto latino-americano, em que especialistas levaram muitos anos após as transições dos regimes militares para direcionar sua atenção para o papel dos tribunais nas políti-cas públicas e na governabilidade. Cada vez mais, a visão clássica dos tribunais como instâncias estritamente legais tem sido contestada pelas crescentes evidências de seu papel político e de seu impacto diário nas políticas públicas. Mas a despeito desses desenvolvimentos, o papel do Judiciário na arena das políticas públicas permanece nebuloso tanto no Brasil quanto no resto da América Latina 1 .O propósito deste artigo é pensar sistematicamente o papel do Judiciá-rio no sistema político brasileiro e, em particular, na formulação de políticas públicas. Estas dimensões têm impactos importantes, respectivamente, no monopólio da violência pelo Estado, nas regras de funcionamento da economia e na relação entre os poderes Executivo, Legislativo e Judiciário 2 . Enfocarei aqui principalmente a dimensão madisoniana da relação entre os três poderes e, em particular, os impactos que os tribunais podem ter na formulação de políticas públicas pelo Executivo e pelo Legislativo, na deliberação e na implementação dessas políticas no plano federal. Não se trata de uma pesquisa empírica, mas, sim, de uma tentativa de descrever o estado da literatura existente e propor novas direções para pesquisas futuras, tendo como base as já existentes. The past decade has brought an unprecedented boom in the study of courts as political actors in Latin America. We examine the extraordinary diversity of academic research on judicial politics in the region, identifying the key questions, findings, and theoretical debates in the literature, highlighting important conceptual disjunctions, and critiquing the research methods scholars of judicial politics in Latin America have employed in their work. We close by suggesting new avenues of inquiry to help advance the collective effort to understand the roles courts play in Latin American politics.

Brazilians often complain that investigations of corruption by public servants drag on for years or bring few legal sanctions on the perpetrators. This lack of accountability is so pervasive that a slang phrase, acabou em pizza, is often invoked when investigations are inconclusive. This article investigates the role of four Brazilian public institutions charged with keeping public servants accountable. For analysis, it breaks the accountability process into its three component stages: oversight, investigation, and sanction. Through a study of six prominent cases of corruption, it shows that the weakness of the accountability process in Brazil is due not entirely to the toothlessness of individual institutions of accountability, but also to the independence of such institutions at each of the three stages. These findings suggest that institutional arrangements influence the degree of accountability, and thereby also public trust and confidence, in Latin America's largest democracy.
